MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
TUESDAY, MAY 259 2004
Commissioners' Meeting Room - Administration Building
1130 NW Harriman St., Bend
Present were Commissioners Michael M. Daly, Dennis R. Luke and Tom DeWolf.
Also present were Susan Ross, Commissioners' Office, and Kathy Drew of the Mental
Health Department. No representatives of the media or other citizens were present.
The meeting opened at 1:35 p.m.
1. Discussion of Resolution No. 2004-057, Transfer of Appropriations to
Mental Health Fund.
Susan Ross explained that Mental Health needs this transfer of appropriations to
take place in order to cover the cost of two retirements, higher insurance costs,
and the cost of hiring temporary help. All of these expenditures have already
taken place and law requirements a balanced budget.
Commissioners Luke and DeWolf stated that they are disappointed that
temporary help was brought in at an unbudgeted cost of $72,000 without prior
knowledge or approval of the Board. They stressed that this needs to be
discussed with Gary Smith and Greg Canfield of Mental Health, and procedures
need to be put in place to ensure that it doesn't happen again.

DALY: Chair votes yes.

2. Discussion of Notice of Intent to Award a Contract on the Printing Bid.
DEWOLF: Move approval of Chair signature of an intent to award letter for
stationery printing services.
LUKE: Second.
VOTE: DEWOLF: Yes.
LUKE: Yes.
DALY: Chair votes yes.
Being no further items discussed, the meeting adjourned at 2:1 S p.m.
