McDonough Jim Muron Robert Hyde Jack Thornton Jerry Benson Ivy Grover Ed Jackson Skip Farr Sue Babby Phil Lovelace George Cook Nora Bell George Rede Lucia Venator, Secretary Chairman Young called the meeting to order at 10:00 a.m. First item on the agenda was bid openings on Pima Multi Plate Arch for the Road Dept. Before the bids were opened, Commissioner Grubb introduced Miss Susan Babby an exchange student from Australia. She currently is living with the Joe Thalhofer family in Bend. She will return to Australia in about 10 days. Dave Hoerning opened and read the bids. They were: E.M. Waldron Sr. $ 13,028.00 Phil Lovelace Constr. 10,423.40 Klamath Cement Cutting 17,230.00 Douglas Coats Constr. 11,925.10 R.C. Parsons & Sons Constr. 19,799.00 Engineers Estimate 9,891.00 As soon as extensions are checked by the County, the successful bidder will be announced. The Library bond hearing was scheduled next, but it was put on the end of the public hearings because the architect needed a few extra minutes to put his presenation together. Next hearing was on the establishment of 19 roads in Romaine Village as county roads. They are Cinder Lane, Mahogany Street, Driftwood Lane, Crystal Lane, Terrace Lane, Sugarbush Lane, Aspen Drive, Aspen Lane, Alpine Drive, Alpine Lane, Arrowwood Drive, Arrow Lane, Wood Lane, Duke Lane, Tara Lane, Melody Lane, Lodgepole Drive, Wedgewood Drive and Asford Drive. Dave Hoerning told the Commission the streets were all up to county standards. Total mileage of the roads is about two miles. Chairman Young read the order. There was no opposition to these road establishments. Commissioner Montgomery moved they approve the establishment of the named roads in Romaine Village as county roads. Commissioner Grubb seconded the motion. Vote was unanimous. .. VOL 26 rAcE 516 January 18, 1978 Courtday Minutes Page 2 The vacation of Weston Road in Cloverdale was scheduled for hearing next. Dave Hoerning explained that was an old wagon road that had been platted over. Chairman Young opened the hearing and called for testimony for or against the vacation. There was none. Commissioner Grubb moved they approve the vacation of Weston Road. Commissioner Montgomery seconded the motion. Vote was unanimous. The hearing on the vacation of an unnamed road in T17S, R12E, Section 13 EWM was up next. Dave Hoerning pointed out the area on a map. Chairman Young opened the hearing and called for objections. Peter Knowles of 114 NW Cascade said he wasn't against the vacation but he owned 5 acres on Gentry Loop and wanted to know if this vacation would be 30' or 60'. Dave said it was 30' of the easement on the described road. Mr. Knowles asked if the county would fence after the vacation. Dave explained that fencing was the responsibility of the property owner. Mr. Knowles would have access to his property through Reed Pine Drive. Commissioner Grubb asked if this was the only access to property owners in the area. George Cook who owns property in the area in question said there was a 30' ease - around everything he owns in the area. He requested the easement because his corral is in the easement R/W. Because of the main headgate of the irrigation district which is the easement R/W "it would not be feasible to improve this section of road because of the expense of moving the headgate. Chairman Young read the order of vacation. Commissioner Montgomery moved the vacation be allowed. Commissioner Grubb seconded the motion. Commissioner Grubb asked how property owners would be affected by this vacation. Dave Hoerning told the Commission if the road was ever improved, it would be cheaper to acquire right of way on the west side of the road. Commissioner Grubb mentioned if the road was ever improved it would have to be by LID. Vote on the motion was unanimous. Robert Hyde, Architect was ready with his presentation on the Library Bond issue for remodeling the Deschutes County Library. He said he was commis- sioned by the Library Board in 1975 to look into the feasibility of re- modeling, building a branch or building a new library. They decided on expansion of the present location. The present library was built in 1937, remodeled in 1957 and in need of remodeling in 1978. The updated figures for remodeling are: Remodeling $ 241,748.00 20% premium 48,350.00 1% art work 2,900.00 Builders profit 29,303.00 Architect fee 25,880.00 348,216.00 10% inflation 34,821.00 Total Bond $ 383,037.00 VOL 26 FAPUc 517 January 18, 1978 Courtday Minutes Page 3 Chairman Young opened the hearing which was for the Commission to decide whether or not to order the County Clerk to hold an election for the bond. There was no testimony either for or against the bond issue. Commissioner Montgomery moved the Library Bond be put to a vote of the people. Commissioner Grubb seconded the motion. Vote was unanimous. There was no discussion on Road Department or General Fund bills. The. Family Counseling Department submitted three names to the Commission to be added to the Mental Health Advisory Board. They were Ilene Lilja of LaPine, James Detweiller of Redmond and Robert Kurtz of Sisters. Commissioner Montgomery moved the three people be appointed to the Menal Health Advisory Board. Commissioner Grubb seconded. Vote was unanimous. Don Miltenberger was recommended for reappointment to the Deschutes County Fair Board. He has served faithfully in this capacity for years. Commissioner Grubb moved he be reappointed to a three year term on the Fair Board. Com- missioner Montgomery seconded the motion. Vote was unanimous. Dave Hoerning wanted to go on record that the County is looking for people to serve on the Solid Waste Advisory Board. This board meets about four times a year minimum. The terms on the board are three years. The Com- missioners gave Dave the go ahead to advertise in the paper for the vacancies on the board. Commissioner Grubb again welcomed Sue Babby from Australia.
