Chairman Young opened the meeting at 10:00 a.m. Abe and Don presented
Bob a gavel for his year as Chairman of the Board of Commissioners.
First item on the agenda was a 10:00 a.m. hearing on a Land Transfer
to the Tumalo Domestic Water District. Dave Hoerning explained this
was being done so the water disctictIcan have a site for their water
storage tank. Dave said the land contained approximately 17.3 acres
in Section 21, T16S, R12EWM. Commissioner Montgomery said the
property could be used for matching money for future grants. There
were no objections from the audience. Chairman Young read the order.
Commissioner Montgomery moved they approve the land transfer to Tumalo
Domestic Water Supply District. Commissioner Grubb seconded the motion.
Commissioner Montgomery feels it is good policy to keep public land
for public use. Mrs. Inez Fuller from Tumalo asked the location of
the land. Dave Hoerning explained the location on a map to Mrs. Fuller.
John Culthurst expressed gratitude to the Commissioners for their help
and thanked them for the land. Vote on the motion was unanimous. Gary
DeBernardi, Coordinator told the audience they had preliminary access
approval from the State Highway Department to the land.
There was no discussion on Road Department or General Fund bills.
Decision on the Supplemental Budget was next. The public hearing was
held January 24, 1978, but the Commission delayed their decision until
this meeting. Chairman Young explained that monies for the supplemental
budget were monies received since the budget was adopted. Commissioner
Grubb moved they adopt the Supplemental Budget except for the CETA Line
Item Transfer which was put in the supplemental budget in error. Comm-
issioner Montgomery seconded the motion and asked if there were any neva
job positions created in the supplemental budget. Commissioner Grubb
said no, they were only funding positions already filled. Commissioner
Montgomery asked if the trucks the road department are replacing will go.
Dave Hoerning said they will be sold at public auction hopefully before
the new fiscal year. Vote on the motion was unanimous.

Chairman Young read a resolution on Annexation to Cloverdale Rural Fire
Protection District. Dave Hoerning explained the location on the proposed
annexation as south of Plainview Road and north of the county property
in that area. Commissioner Montgomery moved they set February 22, 1978
as the preliminary hearing on this annexation. Commissioner Grubb seconded
the motion. Vote was unanimous.
Scheduled next the first reading on an amendment to County Ordinance No.
203-9, Regulating Dog Kennels, Pet Shops and License Fees. Chairman Young
read the amendment which added to Section three: that funds collected
shall be deposited in the Dog Control Fund. Second reading will be
February 15, 1978. If there are no objections at that time, the amendment
will be adopted.
Chairman Young said the name of Mrs. Schembari was recommended to the Commission
as being interested in serving on the Dog Control Board. She would fill
one of the two vacancies. Commissioner Grubb moved they appoint Mrs.
Schembari to a two year term on the Dog Control Board. Commissioner
Montgomery seconded the motion. Vote was unanimous.
Under open discussion, Commissioner Montgomery proposed that the Commissioners
meet every day at 10:00 a.m. to sign plats, turnaround documents and conduct
day to day county business. He feels the county is growing too rapidly to
hold business matters over forthe 1st and 3rd Wednesdays. Major decisions
and public hearings would still be set on the lst and 3rd Wednesdays. Comm-
issioner Grubb concurrs with this proposal. Commissioner Grubb asked Louis
Selken his legal opinion on this matter. Mr. Selken feels it is a good
idan and does not violate the open meeting law. Deputy DA, Bill McCann
researched the statute for Commissioner Montgomery and he feels it is a
good idea. Commissioner Montgomery moved the Deschutes County Commissioners
meet every workday at 10:00 a.m. to transact county business. Commissioner
Grubb seconded the motion. Polly Spofford asked if major policy decisions
would be determined at these daily meetings. She was told no. Dave Hoerning
said if an occasion arose whereby a public hearing was to be held on one of
these days, it would be advertised in the paper and posted. There will be
no agendas for the meetings. Gary DeBernardi questioned whether or not the
Commissioners small conference room would be adequate as Conference Room "A"
is usually reserved. Vote on the motion was unanimous. First meeting will
be February 2, 1978.
Eileen Donaldson of United Senior Citizens presented her proposal to the
Commission for $1,540 to extend the dial-a-ride bus service three miles
outside the city limits of Bend. This request would be contingent upon
the City of Bend agreeing to extend the bus service. Commissioner Montgomery
asked if Revenue Sharing funds could be used for this purpose. Commissioner
Grubb said yes. Commissioner Montgomery moved they approve the grant to
the Senior Citizens for extended bus service. Commissioner Grubb seconded
the motion. Vote was unanimous. Commissioner Grubb told the audience that
Senior Citizens of other areas of the county are eligible for a similar
grant if they wish to apply. Commissioner Montgomery feels this is making
good use of revenue sharing funds.

Chairman Young took issue with an editorial in the Bulletin whereby they
were critical of county officials not taking more action improving roads
near urban boundary areas. He told the audience the county had given
$831,687.27 to the cities in the county the past three years for road
improvement. He continued by reading a long list of roads in the urban
boundary area the county had improved. Contrary to what the editorial
said, Deschutes County does not levy property taxes for road improvements.
Roads are built and improved with revenue from gas tax and vehicle taxes
that the county receives as well as the cities. He felt the editorial
was unfair to the county because it did not reflect the facts as they
are. He asked that any citizen with questions ask the County Commissioners
and they will get the facts as they are.
Mrs. Donaldson thanked the Commission for their assistance in helping
the Senior Citizens expand their bus service.
There being no further business or discussion, meeting was recessed at
10:35 a.m.
