Chairman Young called the meeting to order at 10:00 a.m. He told the
audience the Commission meets every morning at 10:00 for public business
as well as the first and third Wednesdays.
There was no discussion on Road Department or General Fund bills.
Chairman Young read for the second time, an amendment to Ordinance No.
PL -9 Regulating Dog Kennels, Pet Shops and License Fees. The amendment
adds "and shall be deposited in the Dog Control Fund" to section 3.
There were no objections to the amendment. Commissioner Grubb moved
they approve the amendment. Commissioner Montgomery seconded the motion.
Vote was unanimous.
Scheduled next was a resolution setting a hearing on the establishment
of Nels Anderson Place as a county road. Chairman Young read the
resolution. Commissioner Montgomery moved they set April 5, 1978 as
the hearing on the establishment of Nels Anderson Place as a county road.
Commissioner Grubb seconded the motion. Vote was unanimous.
Commissioner Montgomery moved that Kerry Holt be appointed to the vacancy
on the Dog Control Board. Commissioner Grubb seconded the motion. Vote
on the motion was unanimous. Her two year term will expire February 1, 1980.
Chairman Young opened discussion on granting land to American Legion Post
#44 in Redmond. He explained that when the county originally gave the
Post the land the deed contained a reversionary clause. Now the Post
wants to build or remodel on the property and they cannot get a loan
because of the reversionary clause in the deed. Chairman Young said he
received one phone call objecting to the county lifting the reversionary
clause. He also said there would be a monetary interest to be considered
if the county lifted the reversionary clause. Commissioner Montgomery
asked John Killen, Title Officer if any lending instution would lend
money on property with a reversionary clause. Mr. Killen said no. Al
Bailey, Adjutant of the Post told the Commission they have had their

present location since 1950 at which time they moved the present building
onto the site. The building now needs a new roof and they want to expand
and remodel their present facilities to attract meetings into the Redmond
area. To do this they need a loan and cannot get one with the reversionary
clause. Willian Melbase, Commander told the Commission the building is
in disrepair and the structure is non conforming to the area. Commissioner
Grubb asked if the majority of their members are in favor of this project?
Mr. Bailey said they had 300 paid up members and the majority of those
active in the Post are in favor of the remdeling. They have not polled
the 300 members. Walter Winter said he knows the objecting member and
the member objects because he feels the Post will loose the building.
Commissioner Montgomery feels there should be a public hearing on the
matter. Bill McCann, Deputy DA recommended the county subordinate if
the bank would approve. Mr. Bailey said he would talk to the bank and
get back to the Commission with his findings.
Scheduled next on the agenda was an order changing the name of a portion
of Indian Summer to Zuni Road in Deschutes River Woods. Chairman Young
read the order. Dave Hoerning told the Commission there were no objections
from property owners on the road. Commissioner Montgomery moved the name
of a portion of Indian Summer be changed to Zuni Road. Commissioner Grubb
seconded the motion. Vote was unanimous.
There being no further business or discussion, meeting was recessed at
10:25 a.m.
