Chairman Montgomery opened the meeting at 10:00 a.m. First order of
business was the election of the 1978 Board Chairman. Commissioner
Grubb moved that Abe Young be nominated. Bob Montgomery seconded
the motion. Vote was: Don Grubb, aye; Bob Montgomery, aye; Abe
Young abstained. New Chairman Abe Young thanked Don and Bob and
took over the gavel for 1978.
Continued hearing on the vacation of streets in LaPine was next. Dave
Hoerning explained that Mrs. Joyce Barney was in the audience and they
could proceed with the hearing on this matter. Chairman Young opened
the hearing. Dave Hoerning explained where the streets to be vacated
were located in LaPine. Mrs. Barney gave the county the necessary
right of way to extend 6th Street to the highway in exchange for her
approval of the street vacations abutting her property. Mrs. Barney
took the floor and voiced her support for these street vacations. Clay
Edwards from LaPine also favors the street vacations. There was no
opposition at the hearing. Chairman Young read the order. Commissioner
Montgomery moved that the streets be vacated. Commissioner Grubb seconded
the motion. Vote was unanimous.
There was no discussion of Road Department or General Fund bills.
Scheduled next was the appointment of a member to Unit 6 Special Road
District Board. Wade Chapman was recommended for a second term by
residents of the district. Based on this Commissioner Grubb moved that
Wade Chapman be reappointed to a three year term on Unit 6 Special Road
District. Commissioner Montgomery seconded the motion. Vote was unanimous.
Mr. Chapman's term expires December 31, 1980.
Dave Hoerning presented the Commission with orders renaming Miller Road to
American Lane; Tekampe Road to Sholes Road; Baker Road to Walton Road;
Olson Road to Gerking Market Road; Nottingham Court to Windy Ridge Road;
and Nels Anderson to Gillette Road. Dave explained that these road name
changes were being done because of duplications and to conform to the
new address system implemented in the county. Street numbering is done
by direction and when a street makes an extreme direction change number
continuity is lost. Dave told the Commissioners all proposed street name
changes have the approval of property owners. Commissioner Montgomery
moved the street name changes be approved. Commissioner Grubb seconded
the motion. Vote was unanimous.

Next was discussion on hiring a node coordinator for Deschutes County.
Commissioner Montgomery questioned where the County would get the money
to pay for this position. Commissioner Grubb said that CETA funds were
available through June 1978 and chances are good for CETA money for a
year after that. All applicants will have to be referred to the County
from the Oregon State Employment Service. The County will provide them
with a job description and they will in turn, screen applicants for
CETA eligibility before sending them to the County for interviews.
Commissioner Grubb moved they attempt to fill the code coordinator position
through CETA. Commissioner Montgomery seconded the motion. Vote was
unanimous.
Commissioner Montgomery opened discussion on the vacancies on the Planning
Commission. John Thom has resigned. John Parton from Redmond has re-
considered. His attendance record the first six months of the year is
perfect. The second half of the year he travels in his business. He
also serves on the Redmond Planning Commission. The County would limit
itself if they had to replace two members at the same time. Commissioner
Montgomery recommended the County Commissioners take no action on re-
placing John Partin on the Planning Commission at this time.
There being no further business or discussion, meeting was recessed at
10:20 a.m.
