Chairman Montgomery called the meeting to order at 10:00 a.m. First item on the
agenda was the vacation of streets, alleys, lots and blocks in La Pine. Dave Hoerning
explained this was being done to extend 6th Street through to Highway 97. This
would elinimate drainage problems in the area. Joyce Barney, majority property
owner affected by this vacation could not be contacted to be present at this time.
Based on this Commissioner Young moved this vacation be tabled until the December
7, 1977 Courtday. Commissioner Grubb seconded the motion. Vote was unanimous.
Scheduled next were two annexations to Rural Fire Protection District No. 2. One
is off Stenkamp Road and one is North of Saddleback. There was no testimony either
for or against these annexations. Chairman Montgomery read the orders. Commissioner
Young moved they approve these annexations. Commissioner Grubb seconded the motion.
Vote was unanimous. Dave Hoerning explained that these would be the last annexations
for awhile as the Fire District has declared a moratorium on further annexations until
they have better facilities to serve the rural areas.
Annexations to Choctaw Village Sanitary District was next. Chairman Montgomery opened
the hearing and called for testimony for or against said annexation. There was none.
Dave Hoerning pointed out the area for annexation on a map. Commissioner Young moved
they approve the annexation. Commissioner Grubb seconded the motion. Vote was
unanimous.
There was no discussion on Road Department or General Fund bills.
At this time Dave Hoerning outlined on a map the properties proposed for a land exchange
between Brooks Resources and Deschutes County. The two parcels are in Section 30,
Township 17S, Range 12EWM (Awbrey Butte) and each contain 0.72 acres. This is an
even exchange being done to make these parcels contigious to property owned by Brooks
Resources and Deschutes County. Commissioner Grubb moved that December 21, 1977 be
set as the hearing on this matter. Commissioner Young seconded the motion. Vote
was unanimous.
Presented next were resolutions to establish Pinehaven Avenue and Woodhaven Avenue in
Reed Market East Subdivision as county roads. Commissioner Grubb moved that December
21, 1977 be set as the hearing on these road establishments. Commissioner Young
seconded the motion. Vote was unanimous.

The Planning Department had two zone change requests for consideration by the Commission.
The first request was by Daniel Wilkerson from R-1, Urban Residential, single family
to C-2 General Commercial for tax lot 1000 near the intersection of Third Street and
Arthur Avenue. This request is consistent with the Bend Area Comprehensive Plan.
Commissioner Grubb moved this zone change be granted. Commissioner Young seconded
the motion. Vote was unanimous.
Second zone change request was by Audrey M. Moore, from A-1, Exclusive Agricultural
to R-1, Urban Residential, single family for tax lot 900 off of Butler Market Road.
This request is consistent with the Bend Area Comprehensive Plan and city water and
sewer are available. Commissioner Young moved and Commissioner Grubb seconded that
this zone change be granted. Vote was unanimous. Don Grubb mentioned that if the
Deschutes County Zoning Ordinance were updated these various zone change requests
would not be necessary.
Dave Hoerning announced that William G. Monroe from Great Falls, Montana, has been
chosen as new Planning Director for Deschutes County. He was one of 63 persons
who applied for the job. Dave and Lorin Morgan narrowed the field to 10 applicants
who were interviewed. Commissioner Young moved that Mr. Monroe be approved as
Deschutes County's new Planning Director to start that position as soon as possible.
Commissioner Grubb seconded the motion. Vote was unanimous. Mr. Monroe was the
first choice of all three Commissioners.
The name of Dorothy Saxton was submitted to the Commission for reappoinment to Lazy
River Special Road District Board. Commissioner Grubb moved they reappoint Dorothy
Saxton to a three year term on Lazy River Special Road District Board. Commissioner
Young seconded the motion. Vote was unanimous.
At this time the Commission approved the renaming of Boulder Place in the Plat of
East Villa, First Addition to Stub Place. Commissioner Grubb moved they approve
the road name change. Commissioner Young seconded the motion. Vote was unanimous.
Stub Place will now be the official street name.
Under open discussion, Pat Finney and Jerry Allen from the Forest Service presented
their new Sunriver Land Sale proposal to the Commission. Mr. Finney outlined the
new proposal on a map of Sunriver which included 2000 plus acres instead of the
original 3000 plus. Mr. Allen explained that Sunriver would be allowed to take
cinders from the cinder pit. Ron Anderson, President of Sunriver said they now have
a 12 yr. permit for 100,000 cu. yds. cinder per year. They will make a new request
for 400,000 cu. yds. for the maintenance of Sunriver roads. Commissioner Grubb
asked about the boat lodge area if this sale is consumated. Mr. Allen replyed they
had no proposal for this area at this time. Commissioner Grubb asked if roads will
be closed. Again Mr. Allen said they do not know at this time. He said they were
leaning in the direction of dispersed recreation rather than campgrounds. Chairman
Montgomery asked about road access to the Forest Service land in the extreme north.
Mr. Anderson said that several accesses were being considered at this time. Mr.
Allen said a separate environmental impact report will be prepared for this proposed
land sale. Commissioner Grubb asked if a golf course would be built in phase two.
He was told yes. Mr. O'Connor and Mr. Rucker residents of Sunriver questioned access
to Sunriver if this land sale is approved and the second phase is built. Mr. Anderson
said they had several proposals but nothing firm at this time. Whatever access is
decided upon would be two or three years from completion. The Commission asked the
Forest Service if they had any plans for the west side of the river. Mr. Allen said

no, they were working on a master plan at this time but it is not complete., Mr.
Finney said the plan now was for dispersed recreation rather than developed rec-
reation. Commissioner Grubb said the Forest Service already has 200 miles of
river frontage with no access for the public. Commissioner Young said the thrust
of this sale was to save the river frontage for the public and the Forest Service
has no concrete plans as yet. They told the Commission the public would have
access to the river for recreational uses. Mr. O'Connor said residents of Sunriver
were concerned with the care of the property if the Forest Service does buy the
land because the Forest Service does not take care of its property. Mr. Anderson said
the aesthic use will remain. The Commission asked Mr. Ray Bennett, County Assessor
how soon he could have a report ready on the new proposal. He told them a week.
Gary DeBernardi asked the Forest Service what sale price were they offering for
the land? Mr. Allen said they would need a reappraisal before they could make an
offer. Bob Smith from Fall River and a member of the Deer Range Study Group said
this land sale proposal would solve problems for the deer range study plans. The
Commission went on record favoring another public hearing before a decision could
be made on this sale. They also have to know a sale price before they will consider
this matter again. Mr. Anderson said a lot of time and money had been expended so
far on this project and he feels the Commission could let the Forest Service know
if this second proposal appeals to them so the Forest Service could go forward with
their proposal. He feels this second proposal meets with the general public appeal
because it covers the areas that were questionalbe with the first proposal. Chairman
Montgomery said the county appreciates what Sunriver is doing but they will make
a profit from this sale. Commissioner Young said Deschutes County did not ask the
Forest Service to spend 75 thousand dollars on an appraisal. Chairman Montgomery
personally feels this is a good alternative to the first proposal. There being no
further coments, the Commission closed discussion on this matter.
Commissioner Grubb told the audience that Portland State Census Bureau had estimated
the new population of Deschutes County as 46,800 as of July 1, 1977. The Commission
is going to send them all the population information they have and a letter protesting
the latest figures.
Jerry Allen from the Forest Service told the Commission that the Forest Service will
receive $12,000 for the county to cover expenses in Search and Rescue operations.
This money is a new grant to Deschutes County because the county has been chosen as
a study area.
There being no further business or discussion, meeting was recessed at 11:15 a.m.
