Moore, from A-1, Exclusive Ag- ricultural to R-1, Urban Res- idential, single family 0 R D E R F~33 This matter coming before the County Board of Commissioners upon the Hearings Officer's recommendation, who held a public hearing on this issue, October 25, 1977, and recommended approval, And it further appearing to the Board upon reviewing the Hearing Officer.record in the matter that the following findings of fact were established: 1. The Bend Area General Plan, adopted by both the City of Bend and Deschutes County, designates the site within a Development Alternative area to be developed to urban standards (single-family) densities as services become available, primarily community water and sewer. The applicant has indicated that sewer and water service is available through the City of Bend; therefore, the request is in conformance with the recommended policies for Development Alternative areas. 2. Conformance with the statewide planning goals. This section is not applicable since the site is located within the Bend Urban Growth Area. 3. The Bend Urban Area is experiencing a very rapid growth rate with a public need for housing in close proximity to shopping, employment, schools, and other urban services. This site meets all of those criteria and has access by Butler Market Road, a county designated arterial road. 4. There may be other available property which is adequate to satisfy the public need, but because the request is in conformance with the Comprehensive Plan, and is one of the few sites with both sewer and water service available in the Bend Urban Area, should provide sufficient evidence that this site can best satisfy the public need. And it further appearing to the Board that these facts support the proposed zone change, and The County Commission deeming this action to be in the public interest, voi 26 pgc214 Page 2. File No. Z-77-49 IT IS HEREBY ORDERED that the zoning of the following described property be changed from A-1 to R-1 as shown on the attached map: T17S, R12E, Section 22, tax lot 900 off of Butler Market Road Done by the order of the Board of Commissioners this 15th day of November,1977, to become effective immediately.
