24-498-Resolution Recorded 5/4/1977VOL 24 PACE 498 IN THE BOARD OF COUNTY COMMISSIONERS OF THE STATE OF OREGON FOR THE COUNTY OF DESCHUTES In the Matter of ) Supporting Artic Gas Project ) R E S O L U T I O N WHEREAS, Pacific Gas Transmission Company (PGT) owns and operates a natural gas pipeline passing through the Counties of Crook, Deschutes, Gilliam, Jefferson, Klamath, Morrow, Sherman, Umatilla and Wasco in the State of Oregon; and WHEREAS, the PGT pipeline now delivers Canadian natural gas for use by the citizens of Oregon as well as Idaho, Washington and California, and provides over $950,000 per year in ad valorem tax revenues to the State of Oregon; and WHEREAS, that pipeline has been operated in a safe and environmentally acceptable manner for over sixteen years; and WHEREAS, PGT is a part of the Artic Gas Project which proposes to bring gas from Alaska's North Slope and Canada's Northwest Territories to markets in the lower 48 United States and Southern Canada; and WHEREAS, PGT proposes to construct a new parallel pipeline on its existing right of way to bring this new Alaskan gas to consumers in the Pacific Northwest, and other western states; and WHEREAS, an Administrative Law Judge of the Federal Power Commission has determined that the Arctic Gas Project, including the western leg to be constructed by PGT, will deliver Alaskan gas most directly to markets, is the most energy efficient, will deliver the most natural gas, will transport such gas at materially lower cost to all parts of the nation, will best sup- port current levels of imports of natural gas from Canada by providing access for Canada to its supplies of gas in the Canadian Arctic, will be most environ- mentally acceptable, will be capable of being put into operation most promptly, and will be of the greatest economic benefit to the entire United States; NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of Deschutes County hereby express its support for the Arctic Gas Project, in- cluding the western leg to be built by PGT to provide direct access to Alaskan gas for the residents of the State of Oregon and other western states; and the Deschutes County Board of Commissioners hereby urges the President and the Congress of the United States to take all feasible action to expedite the authorization, construction and operation of the Arctic Gas Project.
