ROAD DESIGN A. The radius of curvature, grade, tangents between curves and intersection curb return radius of streets shall conform with the minimum standards prescribed in Tables 1, 2 and 3 of these standards. B. Alignment of Streets: Streets located on opposite sides of an inter- secting street shall have their centerlines directly opposite each other where possible; otherwise, the centerlines shall be separated by not less than 100 feet. C. Intersection Angles: Street intersections shall be as near right angles as possible except where topography requires a lesser angle, but in no case shall the acute angle be less than 60 degrees. D. Location of Centerline: The centerline of the paving shall correspond to the centerline of the right-of-way where possible and practical. E. Continuation of Streets: Subdivision streets which constitute the contin- uation of streets in contiguous territory shall be aligned so that their centerlines coincide. Where straight-line continuations are not possible, such centerlines shall be continued by curves. New streets of the continuation of a street in contiguous territory may be required by the Planning Commission where such continuation is necessary to maintain the function of the street or a desirable existing or planned pattern of streets and blocks in the surrounding area. F. Streets in Subdivisions Adjoining Unsubdivided Land: 1. Stubbed Streets: Where a subdivision adjoins unsubdivided land, streets which may be necessary to assure the proper subdivision of the adjoining land or the continuation of the function of a major arterial or collector street shall be provided through to the boundary line of the subdivision. 2. Half Streets: Half streets proposed adjacent and parallel to the boundary line of the subdivision, while generally not acceptable, may be approved where essential to the reasonable development of the subdivision when in conformity with other requirements of this ordinance and when the Planning Commission finds it will be practical to require the dedication and improvement of the other half when the adjoining property is subdivided. Half streets shall not be permitted where lots would front on such streets. Where half streets are provided, a performance bond may be required to insure full improve- ments until such time as the remaining half street on adjacent property is dedicated and improved. Whenever an existing half street is adjacent and parallel to the boundary line of a proposed subdivision, the subdivider shall dedicate and improve such additional right-of-way as may be necessary to meet the standards for the type of street involved. Cul-de-sacs: Except where special circumstances cul-de-sacs shall not have a length of more than suburban subdivisions not more than 800 feet in or rural subdivisions and shall terminate with a 24 w 250 of design are apparent, 600 feet in urban and length in rural recreation turn-a-round. H. Frontage Roads and Non-Access Rights: Where property is to front upon a major arterial, a frontage road separated from the major arterial may be required for access to the subdivision. Where property is to front upon a limited access highway or freeway, a frontage road separated from the limited access highway or freeway shall be provided for access to the subdivision. Frontage roads will not be required when the lots of the subdivision back-on to a major arterial, limited access highway or freeway, and where access rights to said major arterial, limited access highway or freeway have been acquired previously by a public agency or are offered for dedication. Where a frontage road is provided, or where lots are proposed to back-on or side-on to a major arterial or limited access high- way and access rights to the rear of said lots are offered for dedication, the improvement requirements of this ordinance pertaining to the major arterial or limited access highway shall not be required. 1. Railroad Grade Crossings: Where a subdivision adjoins or contains a railroad right-of-way and the design of the subdivision includes a major arterial or collector street crossing of the railroad, the design of the street crossing shall take due consideration of the minimum distance required for approach grades and right-of-way width required for a future grade separation of the railroad. J. Street Names: Except for continuations of existing streets, no street name shall duplicate or be confused with the names of existing streets. In the absence of an Official Plan, street names and numbers shall conform with the policy of the Planning Commission and the County Board of Commissioners, which policy shall take due consideration of the established pattern in the surrounding area. K. Planned Unit Developments: For planned unit development subdivisions the following minimum road standards shall apply: 1. Minimum Roadway Width - 20 Feet 2. Minimum Radius of Curvature = 50 Feet 3. Maximum % of Grade = 12% 4. At least one street sign will be provided at each intersection of each street. 5. If parking stalls are used on streets, the following requirements apply: a. All stalls to be a minimum of 20 feet long with a 25 foot backout area. b. No parking stalls are to be built opposite each other on a through street. Page 2 el A DESCHUTES COUNTY ROAD DEPARTMENT STANDARD SPECIFICATIONS FOR DESIGN AND CONSTRUCTION r L. Major Partitioning: The following improvements shall be made when a major partition of a parcel of land is made: 1. Minimum parcel size over 40 acres--a road within the right-of-way capable of being traveled by a vehicle with a minimum width of 24' required. No aggregate base required. 2. Minimum parcel size 20 acres to 40 acres--a graded road within the right-of-way with a minimum width of 36 feet. No aggregate base required. 3. Minimum parcel size less than 20 acres--a road built down the center of the right-of-way. The road is to be built to either Stage 1 or Stage 2 standards as shown in the major partition typical cross sections for rural, suburban and urban areas. The required stage of construction shall be established as follows: a. Access roads for the first partitioning of original parcel shall be constructed to Stage 1. b. Access roads for all additional partitionings shall be constructed to Stage 2, including improvements made to previous Stage 1 con- struction. M. Primary Access Roads: All new subdivisions with lot size of 2 acres or less, shall have a road improved to primary access road standards from a paved county, city or state maintained road to and through the sub- division. A secondary access road will be furnished to all rural and rural recreation subdivisions. This shall consist.of a graded road at least 36 feet wide. An exception to the primary access road requirement may be made by the Deschutes County Board of Commissioners if the following conditions exist: 1. Subdivision has eight or less lots. 2. Primary access road goes through an existing subdivision. If the above exception is granted, the following road standards will apply: 1. The portion of the primary access road through the subdivision will still be paved to primary access road standards. 2. The portion of the primary access road from any county, city or state maintained road to the subdivision shall have a minimum 36' wide subgrade with a minimum depth of 6 inches of cinder aggre- gate. Subdivision Roads: All roads not to be maintained by county shall be posted with an approved sign stating roads are not county maintained. 2. IMPROVEMENTS AGREEMENT Prior to road improvements being made to a public way, the developer shall execute and file an agreement between himself and the County Board of Commissioners, specifying the period within which he or his agent or contractor shall complete all improvement work, and providing that, if he shall fail to complete such work within said period, the County shall call on the Surety to complete the same. The agreement shall provide for inspection of all improvements by the County. Such agreement may provide: A. For the construction of improvements in units B. For an extension of time under conditions therein specified C. For progress payment 3. BOND The subdivider shall file with the aforesaid improvement agreement, to assure his full and faithful performance thereof, a bond for such sum as is by the County Road Department deemed sufficient to cover the cost of said improve- ments,.and incidental expenses and to cover replacement and repair of existing streets and other improvements damaged in the development of the subdivision. Such bond shall be executed by a surety company authorized by the District Attorney as to form. In lieu of said bonds, the subdivider may elect any one of the following alternatives to assure full and faithful performance: A. A Time Certificate of Deposit naming Deschutes County as beneficiary shall be placed on file with Deschutes County by the developer or sub- divider. B. The Subdivider may submit written certification by a bank or other reputable lending institution that money is being held to cover the cost of the improvements and incidental expenses and that the last 10% of the commitment for improvements will not be released until written authorization is received from the Road Department. 4. IMPROVEMENT PLANS A complete set of Improvement Plans shall be submitted and approved by the Department of Public Works prior to the start of construction on any County maintained road, public way or subdivision road which is to become a public way. Page 4 24 v DESCHUTES COUNTY ROAD DEPARTMENT STANDARD SPECIFICATIONS FOR DESIGN AND CONSTRUCTION The Improvement Plans will include, but not be limited to the following: A. A plan view showing: 1. Dimensioning necessary to survey and relocate the roadway. 2. Right-of-way lines as shown on the final plat. 3. Location and size of all drainage and irrigation structure within right-of-way. 4. Location of all existing and proposed utilities. 5. Location and type of signs. B. A profile showing: 1. Centerline grades and vertical curves. 2. Curb profiles where curbs are required. 3. Superelevation transition diagrams for horizontal curves shall be shown if curbs are not required. C. Typical roadway cross-section showing: 1. Width and depth of base. 2. Width and depth of paving. 3. Curbs if required. 4. Side slopes. 5. Ditch section in cut areas. D. Detail plans of all bridges, stamped by a registered professional engineer. E. Detail plans of any drainage and irrigation structures, sewer lines, or other structures. F. Any other information required by the County Road Department. 5. SURVEYING All roads shall be located by a survey crew so as to insure that the road is constructed in the location shown on the improvement plans. The construc- tion of the road improvement shall be within f0.3' of the horizontal and vertical location shown on the improvement plans. STANDARD SPECIFICATIONS All roadway excavation, fill construction, subgrade preparation, aggregate bases, surfacing, prime coats and paving will be built in accordance with the 1974 edition of Oregon State Highway Division's "Standard Specifications for Highway Construction," hereinafter referred to as the Standard Specifi- cations. Whenever these specifications refer to the State, consider that to mean the County of Deschutes, the appropriate County Department, or appropriate County address. 7. TESTING All testing, except as herein noted, will conform to methods described in "A.A.S.H.T.O. Materials, Part II, Tests," 11th Edition, 1974. The determination of "in place" density of asphalt concrete may be made by cores or by nuclear density devices. The density determinations will comply with the Oregon Highway Division's standard procedure for determination of density. 8. INSPECTION The County Road Department shall be notified 48 hours in advance of the time for subgrade inspection, 48 hours in advance of the time for base inspection and 48 hours in advance of the time for paving inspection. The subgrade is to be inspected before placing the base. The base is to be inspected before placing the pavement. If proper notification for inspection has not been given, the Deschutes County Road Department will not grant approval of the road for twelve months. In this way, the County can observe any deficiencies that may develop in the road and have them corrected before acceptance. 9. SUBGRADE All subgrades will be compacted in accordance with Section 203.41 of the Standard Specifications. 10. AGGREGATE BASE The aggregate base will be constructed in accordance with Section 304 of the Standard Specifications. If crushed aggregate meeting the requirements of Section 703.07 of the Standard Specifications is used, a 2 inch reduction in aggregate base depth will be allowed. 11. ASPHALT PRIME COAT For all roadway sections using an oil mat, an asphalt prime coat will be applied to the aggregate base in addition to the oil mat. The prime coat will be applied in accordance with Section 408 of the Standard Specifications. The oil will be MC-250 as specified in Section 702 of the Standard Specifica- tions. The application rate of the oil will be 0.50 gallons/square yard. Page 6 DESCHUTES COUNTY ROAD DEPARTMENT , 24 P)a 255 STANDARD SPECIFICATIONS FOR DESIGN AND CONSTRUCTION The aggregate shall be 1/2" to 1/4" as specified in Section 703.12 of the Standard Specifications. The aggregate shall be applied approximately at the rate of 0.01 cubic yards/square yard. A three day curing period will not be required. 12. ASPHALT PENETRATION MACADAM Where an oil mat is required it shall be applied in accordance with Section 406 of the Standard Specifications. It shall be equal to or greater than a Type 0-9 penetration macadam as shown on the O.S.H.D. Standard Table of Details (Drawing No. 1833). The bituminous material used in the first two spreads shall be AR-1000. The bituminous material used in the seal coat may be AR-1000. 13. ASPHALT CONCRETE PAVEMENT Where asphalt concrete pavement is required it shall be done in accordance with Sections 401 and 403 of the Standard Specifications. The asphalt cement shall be AR-2000. The class of asphalt concrete shall be Class B. 14. CONCRETE CURB Where required portland cement concrete curbs shall be constructed in accordance with Deschutes County "curb-driveway" Standard Drawing and Section 609 of the Standard Specifications. The concrete shall be Class 3300 as specified in Section 504 of the Standard Specifications. 15. SELECT BACKFILL The curbs shall be backfilled in the areas shown on the plans with select backfill. This select backfill shall consist of material with a maximum size of three inches. The material shall be compacted to at least 90% of its relative maximum density. 16. CLEARING The right-of-way shall be cleared of all trees. However, in subdivisions where traffic safety would not be involved and a lesser requirement would not create a hazard, the right-of-way shall be cleared a minimum of forty (40) feet or four feet beyond the edge of shoulder or curb line or the finished road. Also in subdivisions, in the case of an individual tree which is considered an exceptional or stately tree, an allowance can be made to leave the tree within the above mentioned four (4) foot area. In some instances, consideration can also be given to allow the prism of the road to shift slightly toward one side of the right-of-way. Any change in the alignment should be done to provide a safe and aesthetic looking roadway. In heavy snowfall areas the right-of-way shall always be cleared of all trees. Page 7 DESCHUTES COUNTY ROAD DEPARTMENT ' STANDARD SPECIFICATIONS FOR DESIGN AND CONSTRUCTION 17. SIGNING Deschutes County has jurisdiction concerning the type and location of all signs on County maintained roads and public ways. When in the Roadmaster's opinion there may be a need for a change in the speed limit for a road, he shall request the Oregon State Speed Control Board to study the road in question. If the Speed Control Board issues an order to post a speed limit on the road, Deschutes County will furnish and install the speed limit signs at the County's expense. Name signs for County maintained roads shall have a reflectorized green background with reflectorized white letters. All other roads shall not use this type of name sign. Signing at intersections will be paid for as follows: A. Intersection of two County maintained roads: 1. Stop signs - County 2. Name signs - County B. Intersection of 1. Stop signs 2. Name signs C. Intersection of 1. Stop signs 2. Name signs a County maintained road and a public way: County County a County maintained road and a private way: County others D. Intersection of two public ways: 1. Stop signs - County 2. Name signs - others E. Intersection of 1. Stop signs 2. Name signs F. Intersection of 1. Stop signs 2. Name signs two private ways: others others private way and public way: County others Deschutes County Road Department may furnish and install the signs which were referred to above as paid for by "others," however they shall be paid by "others" for the County's expenses. 18. CATTLE GUARDS If an individual wishes a cattle guard on a County maintained road or a public way and Deschutes County agrees to have a cattle guard at the proposed loca- tion, an agreement with the following provisions shall be made between Deschutes County and the individual: Page 8 r DESCHUTES COUNTY ROAD DEPARTMENT va 24 tw 257 STANDARD SPECIFICATIONS FOR DESIGN AND CONSTRUCTION A. Unpaved Roads: 1. Individual to furnish and pay for cattle guard material. 2. County to -install cattle guard. If on County maintained road, County will pay expenses. If on public way, individual will pay County for County's expenses. 3. Individual will maintain cattle guard after installation. B. Paved Roads: 1. "Paint Strip" cattle guards to be used. 2. Individual pays County for initial installation. 3. If County destroys paint, such as with a seal coat, the County will pay to replace paint. 4. If the paint becomes faint due to weather and/or traffic, the individual will have to pay the County if he wants it repainted. C. If the cattle guard becomes unnecessary or hazardous, it may be removed by the County at any time.
