23-80-Resolution Recorded 7/21/1976IN THE BOARD OF COUNTY COMMISSIONERS OF THE STATE OF OREGON FOR THE COUNTY OF DESCHUTES In the Matter ) of ) H.R. 9717 Payments ) in Lieu of Taxes ) R E S O L U T I O N von 23 PacE 80 WHEREAS the Federal government owns 1/3 of the land in the United States, and WHEREAS the tax immunity of this land creates financial hardships in more than 1000 counties in 48 states, and WHEREAS these counties must still provide full local government services of law enforcement, road maintenance, health and hospital service, etc, and WHEREAS in Deschutes County more than 73% of land is federally owned and tax exempt. If taxed as privately owned this land would result in an estimated $1,500,000 annual tax payments. Furthermore this county provides law enforcement, road maintenance, and other services countywide, and WHEREAS the Public Land Law Review Commission recommended a system of payments -in -lieu of taxes to compensate for the tax immunity of federal lands. NOW THEREFORE DESCHUTES COUNTY HEREBY RESOLVES that the Congress enact a system of payments -in -lieu of taxes. DATED this 21st day of July, 1976. BOARD OF COMMISSIONERS
