This matter coming before the County Board of Commissioners upon
the Planning Commission's recommendation, who held a public
hearing on this issue, September 29, 1976, and unanimously
recommended approval,
And it appearing to the Board upon reviewing the Planning
Commission record in this matter that the following facts
were established:
1. The site lies within the Bend Urban Growth Boundary
and is designated for future urban development on the
Urban Area Comprehensive Plan. A Planned Unit Develop-
ment would achieve this growth pattern with the benefit
of Planned Development standards.
2. The proposal qualifies with the intended purpose of the
Comprehensive Plan for "Destination Resorts" provided that
certain transitional standards permit and regulate the
"Destination Resorts".
3. A general land use plan has been submitted to and approved
by the Planning Commission subject to the following T-standards:
1. Detailed site plans for phase development along with C.C. & R.'s
shall be submitted as development takes place and shall include
the following:
a. An Architectural Review Committee will be required to implement
the approved General Land Use Plan which will include
architectural completeness and uniformity.
b. "Destination Resort" minimum areas shall be 160 acres
with an overall density, 3 dwelling units per acre.
c. The development design shall consist of "cluster
development" in order to provide maximum utilization
of open space and landscape management objectives of the
Comprehensive Plan.

d. The development shall contain recreation facilities to
support the development.
e. Open area existing along Century Drive shall be preserved.
And it further appearing to the Board that these facts support
the proposed zone change, and
The County Commission deeming this action to be in the public
interest,
IT IS HEREBY ORDERED that the zoning of the following described
property be changed from A-1, Exclusive Agricultural to PD, Planned
Unit Development, with T-standards recommended by the Planning
Commission, as shown on the attached map and described as follows:
That portion of the S~ of the N'i of the SW4 of the SE';
the S-~ of the SA of the SE3 ; SE14 of the SW- lying South
of the existing main logging road, West of the Deschutes
River, and being East of Century Drive.
Together with a tract of land containing 141.1 acres, more
or less, being that portion of Section Seven Township
Eighteen (18) South, Range Twelve (12) East, of the
Willamette Meridian, Deschutes County, Oregon, lying
Easterly of the Easterly right-of-way line of the Cascade
Lakes Highway (also known as Century Drive State Highway),
and Westerly of the centerline of the Deschutes River as
it now exists.
Done by the order of the Board of Commissioners this 20th day
of October 1976, to become effective immediately.
