WHEREAS, Deschutes County is increasingly expanding
the duties and services it provides for the public,
THEREFORE BE IT RESOLVED that the Board of
Commissioners of Deschutes County amends the Classification
and Pay Plan as adopted on June 23, 1973 by adding the
following:

Nature of Work: Work involves planning, organizing and coordinating
contracting and purchasing activities with all departments.
Work also involves developing and operating a central purchasing program
involving all departments of the county. Coordinating problems and re-
commending policies and programs involving central purchasing. 'Secondary
responsibilities will involve administrative work for Board of Commissioners
and Director of Public Works and secretarial and administrative support
for Board of Commissioners. Administrative supervision is received from
County Commissioners.
Examples of Principal Duties:
1. Organizes, plans and operates central purchasing function for all depart-
ments of the county.
Z. Prepares and submits bids to prospective vendors for various types of
purchase for the county, conforming with county contracting and purchasing
ordinances.
3. Keeps accurate files.of all purchasing contracts and purchases.
4. Coordinates with all department heads to insure timely purchases.
5. Prepares annual work program and budget requests by departments.
6. Performs routine and assigned administrative duties including secretarial
back up to Secretary for Board of Commissioners.
Supervision Received:
Works under the general direction of the Board of Commissioners, who outline
program goals and policies and review overall operations for conformance
with policy, assignment and budget allocations.
Recruiting Requirements, Knowledge, Skills and Ability:
Working knowledge of purchasing and contracing. irJorking knowledge of ware-
housing procedures, inventory control and record keeping. Ability to pre-
pare reports, contracts and bids. Knowledge of secretarial office practices
and proceedures, skill in typing rapidly and accurate; considerable knowledge
of office record keeping and reporting.
Experience and Training:
Two years experience in purchasing and contracting and clerical work of a
progressively responsible routine. Graduation from Senior High School,
including or supplimented by courses in purchasing and typing, or any
satisfactory equiveient combination of experience and training.
