This matter coming before the County Commission upon the
Planning Commission's recommendation, who held a public hearing
on this issue, March 10, 1976, and unanimously recommended approval,
And it appearing to the Board upon reviewing the Planning
Commission record in this matter that the Comprehensive Plan -
Bend Area is in need of an amendment to be consistent with the
recommendation of the Citizens Advisory Committee and the
Planning Commission at it pertains to proper definition of
"Highway Commercial",
And it further appearing to the Board that the current
definition is inadequate as it relates to existing land use
patterns and uses that will require highway frontage and access,
The County Commission deeming this action to be in the public
interest,
IT IS HEREBY ORDERED that Part 5 - 1, page 3 of the Deschutes
County Comprehensive Plan be amended to read as follows:
Highway commercial areas are intended to provide for those
uses which have large site requirements, or are oriented to
highway access to provide service to the traveling public.
Uses could include motels, auto agencies, building material
sales, mobile home or trailer sales, equipment sales and
rental. In addition, highway commercial recreation facilities
such as bowling alleys, drive-in theaters, miniature golf
courses, or similar activities.
Because highway commercial areas are located along major
entrances to the community, special consideration should
be given to landscaping, setbacks, access and signing.
These areas will form the first impression of the community
and can have a significant impact of the traveling public.
