9 This matter having come before the Board in the regular course
10 of County business;
11 And it appearing to the Board that a public hearing was held
12 April 6, 1976 for the purpose of hearing testimony and discussing
13 the proposed bond issue in the amount of One Million Six Hundred
14 Fifty Thousand Dollars ($1,650,000) for the construction of a
15 local correctional facility adjacent to the Deschutes County
16 Courthouse and for construction of an additional building to the
17 Courthouse Annex, and for renovation and repair of the existing
18 Courthouse building;
19 And it further appearing to the Board that the hearing was
20 conducted in conformance with the requirements of ORS 287.055 and

W 23 And it further appearing to the Board that, as a result of the

W 24 testimony received at said hearing, it would be to the best interest

25 of the public health, safety and welfare of the people of Deschutes
26 County to submit to the legal voters of Deschutes County the

1 question of issuing and selling general obligation bonds in the
2 amount of One Million Six Hundred Fifty Thousand Dollars
3 ($1,650,000) outside the six percent limitation of Section 11,
4 Article XI, Oregon Constitution, the proceeds of said bonds to be
5 used for the purpose of constructing and equipping of a local
6 correctional facility for reception and confinement of prisoners,
7 and further for the construction of an additional building to the
8 Courthouse Annex for the purpose of providing additional office
9 space, and further for the renovation and repair and remodeling
10 of the existing Courthouse building;
11 And it further appearing to the Board that it would be in the
12 best interest of Deschutes County that said bonds shall mature
13 within a length of time not to exceed thirty years and bear interest
14 not to exceed a net effective rate of ten percent (10%) per annum
15 payable semiannually;
16 And it further appearing to the Board that it would be in the
17 best interest of Deschutes County to conduct an election for the
18 issuance and sale of said bonds from the hour of eight (8) o'clock
19 a.m. to the hour of eight (8) o'clock p.m., May 25, 1976 at the
0 20 polling places designated by Rosemary Patterson, Deschutes County

24 once a week for four successive weeks prior to the election, said
25 newspaper being a newspaper of general circulation throughout
26 the county; and said notice to be in accordance with the provisions

1 of ORS 287.060; now therefore,
2 IT IS HEREBY ORDERED that the question of issuing and selling
3 bonds in the amount of One Million Six Hundred Fifty Thousand
4 Dollars ($1,650.000) be submitted to the legal voters of Deschutes
5 County, Oregon, at the primary election May 2S, 1976, from the
6 hour of eight (8) o'clock a.m. to the hour of eight (8) o'clock
7 p.m. at the polling places designated by Rosemary Patterson,
8 Deschutes County Clerk, for the primary election referenced herein.
9 AND IT IS FURTHER ORDERED that the Deschutes County Clerk
10 cause notice of said election to be published in the Bulletin
11 in accordance with the provisions of ORS 287.060 once a week for
12 four successive weeks prior to the election as required by statute.
