Herwick, Scotta Callister, Alan Bruckner, Clay & Ruth Edwards, Lorin Morgan, Jon Oshel, Jack Thornton, Bill Bowers and Lucia Venator, Secretary were present at the morning session. IN THE MATTER OF CONTRACT WITH KAISER ALUMINUM: At this time the Commission entered into contract with Kaiser Aluminum & Chemical Sales, Inc. for the "Culver Purchase 1976" for the county Road Dept. Total contract price is $5,644.36. IN THE MATTER OF NOTICE OF FINAL HEARING ON ANNEXATION TO RURAL FIRE PROTECTION DISTRICT NO. 2: At this time the Commission ordered Mayl90976 as the date for the final hearing of objections if any, to the annexation to Rural Fire Protection District No. 2. If no requests for an election are filed, the Commission will issue a final order approving said annexation. IN THE MATTER OF AMENDMENT TO DESCHUTES COUNTY COMPREHENSIVE PLAN: At this time the Commission upon the recommendation of the Planning Commission approved an amendment to the Deschutes County Comprehensive Plan providing for the operation of mineral mining and quarrying operations in Deschutes County. IN THE MATTER OF DESCHUTES COUNTY HOME HEALTH AGENCY: At this time the Commission having been notified that Crook Count has withdrawn from participation in the Tri County Home Health Agency, ordered that Deschutes County shall maintain and operate its own Home Health Agency independent of Crook County, and effective July 1, 1976 shall be known as the Deschutes County Home Health Agency. IN THE MATTER OF GRAZING LEASE WITH FRANK RENCHER: At this time the Commission granted a grazing lease to Frank Rencher for a five year term expiring December 31, 1980. Rent is $15.00 per year. IN THE MATTER OF LIQUOR LICENSE APPROVAL: At this time the Commission approved the following liquor licenses: Mr. and Mrs. Harold M. IN THE MATTER OF PERSONNEL ACTION: At this time the Commission approved the following personnel action: Placed Kenneth E. Glantz on the Building payroll at $1050.00 effective May 1, 1976 as a promotion to plans inspector. Terminated Donald Zulfer from the Courthouse payroll at $3.43 per hour, effective April 30, 1976. Placed Gregg Lien on the District Attorney's payroll at $833.00 per month effective April 19, 1976 as a CETA hire. Placed Steven Desoto on the J -J Boys Ranch payroll at $300.00 per month effective April 23, 1976 as part time help. Terminated Gerald Weiland from the J -J Boys Ranch payroll at $3.91 an hour, effective April 17, 1976. Placed James Moore on the Marine payroll at $660.00 per month effective April 24, 1976 as part time only. Placed Patrick O'Keefe on the Marine payroll at $660.00 per month effective April 24, 1976 as part time only. Terminated Alice Irey from the Road Dept. effective April 21, 1976.
