22-127-Order Recorded 4/24/1976IN THE BOARD OF COUNTY COMMISSIONERS IN THE STATE OF OREGON VIOL f PAGE I c I FOR THE COUNTY OF DESCHUTES In the Matter of O R D E R Amendment to the Deschutes County ) Comprehensive Plan ) This matter coming before the County Commission upon the Planning Commission's recommendation, who held a public hearing on this issue, April 14, 1976, and unanimously recommended approval, And it appearing to the-Board upon reviewing the Planning Commission record in this matter that an amendment to the Deschutes County Comprehensive Plan providing for the operation of mineral mining and quarrying operations in Deschutes County is necessary and this amendment is therefore recommended to the Board by the Deschutes County Planning Commission, The County Commission deeming this action to be in the public interest, IT IS HEREBY ORDERED that the Deschutes County Comprehensive Plan be amended as follows: NATURAL MINERAL RESOURCES Deschutes County has been formed primarily through geologically recent volcanic activity. Much of the distinct character of this area is derived by the numerous lava flows and cinder cones which dominate the landscape throughout the western half of the County. These natural minerals, particularly the volcanic cinders, serve to provide a valuable function in road construction for Central Oregon. Cinders serve as the most economically available resource for road construction due primarily to the lack of river run gravel and the lava existing as bedrock in most areas of the County. With the increasing growth currently being experienced in the County, availability of these materials must continue. However, excavation of aggregate, cinders, river run gravel and soil must be under the supervision of Deschutes County and the State to provide for constant monitoring of the operating quarry sites and insure proper location and complete reclamation. Each quarrying activity should be reviewed and evaluated by the County for its impact on the surrounding land uses, and its conformity with the State and local mining regulations. K Page 2.
