The area is recognized on the current Comprehensive Plan as Highway Commercial, which is implemented as a C-1, Tourist Commercial under the current Zoning Ordinance. There is no change in the Comprehensive Plan Map, but rather the wording in the plan document has been changed to permit the use proposed in the zoning application. 2. The Bend Area Comprehensive Plan has been completed and recommended by the Planning Commission and the Citizens Advisory Committee, therefore, satisfying a statutory requirement for citizen involvement. 3. The zoning application complies with the purposes of the Deschutes County Zoning Ordinance as outlined in Article 1, Section 1.020.
