At this time the Commission noted that Dave Hoerning, Charles Plummer, Robert A. Herwick,
Theo B. Herwick, Jack B. Thornton, Louise A. Demd-ck, Patti Nielsen Frank Demmick, Lorin Morgan,
Mazy Ghirardo, Louis Ghirardo, Oliver Frazer, Jim Curl, Frank J. Milby, Eileen C. Milby, Chuck
Ladoni, Polly Spofford, Sheridan Fahnestock, Chris Williams, and Lucia Venator, Secretary were
present at the morning session.
IN THE MATTER OF
HEARING ON ANNEXATION TO LAPINE RURAL FIRE PROTECTION DISTRICT:
The Commission, on December 3, 1975 held a Hearing on the Annexation to the Lapine Rural
Fire Protection District. Beings there were no objections to said annexation, the Commission
designated Final Hearing date as January 7, 1976. If no requests for an election are filed
before this date, the Deschutes County Commissioners shall issue a Final Order for said annexa-
tion to Lapine Rural Fire Protection District.
IN THE MATTER OF
DOG CONTROL FUND:
At this time the Commission ordered that the
payroll and expenses from the Dog Control Reserve
as reimbursement funds are received from the sale
Reserve Fund by the end of the ensuing year.
Deschutes County Treasurer pay the Dog Control
Funds, pursuant to ORS 294.460, until such time
of dog tags to be returned to the Dog Control
IN THE MATTER OF
PARENT TRAINING FUND:
At this time the Commission ordered the Deschutes County Treasurer pay the payroll and
expenses of the Parent Training Fund until such time as reimbursement funds are received from
the State to be returned to the Parent Training Fund.
IN THE MATTER OF
AN ELECTION:
At this time the Commission ordered than an Election be held January 13, 1976 to permit a
levy for financing the operation of the Deschutes County Library. Said levy will be outside the
limitation of six percent imposed by Article XI, Section II, of the Oregon Constitution, in the
fiscal year beginning July 1, 1976 in the amount of $450,000.00 for a period of two years.

At this time the Commission ordered that the Deschutes County Treasurer set up a separate
account to receive and disperse monies received from the Deschutes County Health Dept. for the
collection of fees to be paid to the Oregon State Health Division.

DEPT. OF COMMERCE TRUST FUND:
At this time the Commission ordered the Deschutes County Treasurer set up a separate account
to receive and disperse monies received from the Deschutes County Health Dept. for the collect-
ion of fees from Mobile Hone Parks to be paid to the Oregon State Dept. of Ccmmerce.

FLOATING THE DESCHUTES RIVER:
At this time the Commission resolved to request the State Marine Board conduct hearing on
the unsafe condition of floating a portion of the Deschutes River between Lava Island and the
south city limits of Bend.
IN THE MATTER OF
APPOINTMENT TO HSA BOARD OF DIRECTORS:
At this time the Commission resolved to nominate Commissioner Bob Montgomery as an alternate
to the Eastern Oregon Health Service Association Board of Directors.

ROAD DEPT. SUPPLEMENTAL BUDGET:
At this time the Commission resolved that the Road Dept. Supplemental Budget be appropriated
as follows: Capital Outlay $62,000.00 Dump Trucks, (03-51-354) $10,000.00, Snow Plows (03-51-353)
A Public Hearing was held on November 18, 1975 with no objections.

At this time the Commission ordered the following appropriation transfers within the

TRI COUNTY HOME HEALTH AGENCY SALARY AGREEMEN'T' WITH JEFFERSON COUNTY:
At this time the Commission entered into an agreement with Jefferson County for the sum
of $1,922.18 for salary of Administrator and Supervisor RN for Tri County Home Health Agency.
IN THE MATTER OF
AGREEMENT WITH WILLIAM F. BOGIE, ARCHITECT:
At this time the Commission entered into an agreement with William F. Bogie, Architect, for
the project of remodeling the courthouse and expanding the Courthouse Annex to accomodate
additional jail, office and courtroom space.

At this time the Commission approved the following personnel action:
Terminated Richard J. Taber from Assessor's payroll effective December 15, 1975.
Terminated Jane Delight Huettl from Road Dept. payroll effective December 17, 1975.
Terminated Ethel Kristiansen from Library payroll effective November 24, 1975.
Placed Barbara Jean Carrigan on Library payroll at $436.00 a month effective November 29,
1975.
Placed Mike Truett on the inactive rolls from Road Dept. effective December 1, 1975.
Placed Nicholas Shepardson on the inactive rolls from Road Dept. effective December 1, 1975.
Terminated Don Devlin from Circuit Court effective December 31, 1975.
Placed Ross Brown on the Data Processing payroll at $1158.00 per month effective January 1,
1976, as six month merit increase.
Placed Johnnie A. Moss on Data Processing payroll at $530.00 per month effective January 1,
1976, as six month merit increase.
Terminated Margaret G. Iseli from General Health payroll effective December 31, 1975.
Placed Helen W. Durant on General Health payroll at $884.00 per month effective January 1,
1976 as a reclassification action.
Placed Harriet I. O'Neil on General Health payroll at $505.00 per month effective January 1,
1976 as a six month merit increase.
