Herwick, Tommy Thompson, James Curtis, Jack Defore, Jerry A. Reid, R. J. Bell, Frank Chananen, John Killen, Oscar Martin, Richard 0. Robertson, Jack Robinson, Paul Speck, Jack Thornton, Tom Marsh, John Glover and Lucia Venator, Secretary, were present at the morning session. IN THE MATTER OF VOL FACF6 PROPOSED UTILITY ORDINANCE NO. 203-7: At this time the Commission reviewed for the first time proposed Utility Ordinance No. 203-7 which if adopted after a second reading, would set up guidelines that could be followed when installing utilities under, over, or on county and public right of ways. Second reading is set for February 4, 1976. IN THE MATTER OF COUNTY ORDINANCE NO. 203-8 CREATING A CONTRACT REVIEW BOARD PURSUANT TO ORFGON LAWS: At this time the Commission read and adopted County Ordinance No. 203-8 creating a Contract Review Board. The purpose of this ordinance is to authorize the Commissioners to perform the duties of a local contract review board in lieu of permitting the Public Contract Review Board to perform the functions of reviewing public contracts as required by Oregon Laws 1975, Chapter 771. This ordinance becomes effective immediately. IN THE MATTER OF ESTABLISHMENT OF COUNTY ROADS: At this time the Commission ordered the establishment of Lazy River South Drive and River View Drive as county roads. These roads are located in the subdivision of Lazy River South. IN THE MATTER OF VACATION OF AN ALLEY IN BLOCK 28, LAPINE: At this time the Commission acting upon the petition of Mrs. Lilley Juanita Tucker, Mr. & Mrs. Claybourne Edwards, Ardeth W. Reynolds, Percy Crofoot, Kingdom Hall of Jehovah's Witnesses, and Percy Crofoot, Trustee, Lapine, Oregon resolved to vacate an alley in Block 28 in Lapine, Oregon. March 3, 1976 at 10:00 a.m. is set for the hearing of objections, if any to said vacation. IN THE MATTER OF VACATION OF A PORTION OF THE W.A. WILT ROAD: At this time the Commission upon its own petition, resolved to vacat a portion of the W.A. Wilt Road to-wit: Beginning at a point that is approximately 2750 feet east and 150 feet north of the Southwest Corner of said Section 33 and said point being on the Westerly right of way of Camp Polk Road; thence Northerly to the North line of said Section 33; thence Easterly to the Northwest right of way of Camp Polk Road and there terminating. Hearing for objections, if any, will be March 3, 1976 at 10:00 a.m. td THE MATTER OF CHANGING THE FEES FOR PLACEMENT PERMITS FOR MOBILE HOMES: At this time the Commission, upon the petition of the Building Dept., ordered that the fee for a Mobile Home Placement Permit be increased from $10.00 to $40.00. IN THE MATTER OF APPROPRIATION TRANSFER WITHIN THE GENERAL FUND: At this time the Commission ordered the following appropriation transfer within the General Fund be made: $100.00 from Tax Office, Matl. & Sup., Off. Sup. (01-18-201) to Tax Office, Matl. & Sup. Supplied Interest (01-18-257) to create a new line item. 4 IN THE MATTER OF GRANTING GRAZING LEASE TO H. C. FENNELL: VOL .1 PAGE 763 At this time the Commission granted a grazing lease to H. C. Fennell for 120 acres for a five year period ending December 31, 1980. Terms of this lease are $25.00 per year. IN THE MATTER OF GRANTING DEDICATION DEED: At this time the Commission gtanted a Dedication Deed for a public road right of way situated in the County of Deschutes, to wit: The Southerly sixty (60) feet of the Northeast one-quarter of Section 24, Township 17 South, Range 12 East Willamette Meridan.
