NOTICE OF FINAL HEARING TO RURAL FIRE PROTECTION DISTRICT NO. 2:
At this time the Commission ordered the annexarion of Section 12, Township 17 South, Range
11 East of the W.M. to Rural Fire Protection District No. 2. Final hearing is set for April
7, 1976 at 10:30 a.m.

AMENDMENT TO DESCHUTES COUNTY ZONING ORDINANCE NO PL -5, PERTAINING TO COUNTY MOBILE HOME
PLACEMENT STANDARDS IN ALL ZONES:
At this time the Commission upon the unanimous recommendation of the Planning Commission
adopted an amendment to Zoning Ordinance No. PL -5, which requires placement standards for
mobile homes in all zones of Deschutes County.
IN THE MATTER OF
AMENDMENT TO DESCHUTES COUNTY ZONING ORDINANCE NO PL -5, PERTAINING TO DEFINITION OF MOBILE
HOME AND DWELLING:
At this time the Commission upon the unanimous recommendation of the Planning Commission
adopted an amendment to Zoning Ordinance No PL -5 pertaining to Definition of a Mobile Home and
Dwelling. This action was recommended by the District Attorney's office who felt Deschutes
County needed clearer definitions than those in effect.
IN THE MATTER OF
AMENDMENT TO THE DESCHUTES COUNTY COMPREHENSIVE PLAN PERTAINING TO DEFINITION OF
HIGHWAY COMMERCIAL:
At this time the Commission adopted an amendment to the Comprehensive Plan Pertaining to
the Definition of Highway Commercial. This action was taken because the current definition
was inadequate as it related to existing land use patterns and uses that would require highway
frontage and access.
IN THE MATTER OF
AMENDMENT TO DESCHUTES COUNTY COMPREHENSIVE PLAN - LAPINE AREA PERTAINING TO "SCHOOLS":
At this time the Commission adopted an amendment to the Comprehensive Plan-Lapine Area
Pertaining to "Schools". This action was deemed necessary so the Lapine School District can
expand into an area where the population is rather than the area designated by the Comprenhensive
Plan.
IN THE MATTER OF
ZONE CHANGE REQUEST FOR E. WILLIAMSON FROM C-1, TOURIST COMMERCIAL TO C-2, HIGHWAY COMMERCIAL:
At this time the Commission upon the unanimous recommendation of the Planning Commission
who held a public hearing on this issue, March 10, 1976, granted a zone change request to Eddie
Williamson from C-1, Tourist Commercial to C-2, General Highway Commercial, for an area
described in order dated March 17, 1976.
IN THE MATTER OF
LAND EXCHANGE WITH CENTRAL OREGON IRRIGATION:
At this time the Commission approved a land exchange with COI to clear up a title on a
previous transaction with them. The legal description is containted in order dated March 17,
1976.
IN THE MATTER OF
LAND EXCHANGE WITH HORACE C. FENNELL:
At this time the Commission approved a land exchange with Horace Fennell. This exchange
consolidates holdings by each party that were severed by Highway 20 before the land exchange.
IN THE MATTER OF
PUBLIC HEARING ON PROPOSED BOND ISSUE FOR NEW JAIL FACILITIES:
At this time the Commission ordered that April 6, 1976 be set as the public hearing for
the proposed jail bond issue. Notice of said hearing is to be published in the Bulletin.

IN THE MATTER OF
TRAFFIC SAFETY FUND:
At this time the Commission ordered the Treasurer to set up a special account to receive
and disperse monies for traffic Safety funds. They further ordered that $2458.50 be
transferred into this account from the General Fund, Operating Contingency, for one months
personal services.
IN THE MATTER OF
LAND SALE TO DAVID E. AND PEGGY A. FRANKE:
At this time the Commission approved the sale of Lot 1, Lytle Acres Addition to the city
of Bend to David E. & Peggy A. Franke. This property belonged to the Road Department so the
funds will be returned to the Road Fund. Purchase price was $22,250.00 with $4,450.00 down
and the balance to be paid at the rate of $225.00 per month at 9% interest.

REFUND OF TAXES:
At this time the Commission ordered Helen Rastovich as Tax Collector to refund the
following taxes:

DESCHUTES COUNTY LAND LEASE:
At this time the Commission entered into a lease agreement with Doug & Barbara K. Muck
for 1.2 acres in that portion of the Easterly 700 feet of the SE -14 of the SW -14 of Section 14, T.
18 S., R. 12 E., W.M. lying Southerly of the county road right of way. Term of this lease is
five years at $15.00 per year.

GRAZING LEASE WITH JANE J. TAYLOR:
At this time the Commission granted a grazing lease to Jane J. Taylor for 40 acres in
Section 17, T. 22 S., R. 21, E.W.M. Term of the lease is five years at $25.00 per year.

GRAZING LEASE WITH CHARLES R. & JEAN F. TOPPING:
At this time the Commission granted a grazing lease to Charles R. & Jean F. Topping
for 280 acres in Section 36, T. 15, Range 10 S., E. W.M. Term of the lease is five years at
$45.00 per year.

Terminated George Parker from the Road Department effective February 27, 1976; Mr.
Parker retired after 16 years with Deschutes County.
Placed Joseph Aichele on Road Dept. payroll at $614.00 per month as six month merit
increase. Mr. Aichele is a CETA employee.
Placed Leroy B. Chavez on Road Dept. payroll at $645.00 per month as a merit increase
effective March 1, 1976.
Placed Pamela Jo Fisher on Sheriffs payroll at $599.00 per month effective March 1, 1976
as a merit increase.
