This matter caning before the County Board of Commissioners upon the
Planning Commission's recommendation who held a public hearing on this issue,
January 15, 1975, and February 12, 1975, and unanimously reconmended approval
of standards for the placement of mobile hones in the A-1 rural areas and RR-1
zones, and
The County Commission deeding this action to be in the public interest
and consistent with the Comprehensive Plan for Deschutes County,
IT IS HEREBY ORDERED that the standards for placing mobile hones in
A-1 zones and the RR-1 zones, which are attached to this order, be adopted
as part of the mobile home study recorded by the Planning Commission.
Done by order of the Board of Commissioners this 2nd day of April,
1975, to become effective immediately.
STANDARDS FOR PLACING MOBILE HOMES
IN THE A-1 ZONE AND THE RR-1 ZONE VOL

Mobile homes allowed in the A-1 and RR-1 Zones shall meet the
following minimum requirements:
1. Insignia of Compliance.
The mobile home shall conform to the current Oregon State
electrical, plumbing, heating, and structural codes whose
conformance shall be signified by the display of the
"Insignia of Complaince" of the State of Oregon, pursuant
to and prescribed under ORS 446.002 and ORS 446.200 and all
subsequent amendments thereto.
2. Size.
Sizes of mobile homes applicable to these standards shall
be as prescribed in the Deschutes County Zoning Ordinance.
Mobile homes will not be allowed if prohibited by deed
restrictions. Size requirements may be reduced for areas
in the RR-1 zones with deed restrictions allowing smaller
sized mobile homes.
(a) All mobile homes not meeting this criteria shall not
be allowed for placement in the A-1 Zone or the RR-1
Zone unless they comply with the criteria established
for a temporary use.
(b) A mobile home of a lesser standard than as prescribed
above shall be allowed for a period not to exceed three
months on the property for the purpose of establishing
a permanent residence, or if the application for a
building permit has been applied for and a temporary
construction building permit has been issued.
3. Footings.

The mobile home is to be placed on concrete footings. (See
Fig. 1 and 2)
4. Wheels and Hitches
.All wheels and hitches shall be removed from the mobile
home. Wheels and hitches shall be stored so as not to be
visible from roads or adjacent properties.
5. 'Tie-downs. -
Tie-downs shall be installed to anchor the mobile home to
footings in accordance with Figure 1 pursuant to minimum
State Veterans Code Requirements.
6. Skirting.
The unit shall have continuous skirting of non-decaying, non-
corroding, rodent-proof material. Skirting shall be vented
t~ in accordance with the requirements of the Oregon State De-
partment of Veterans Affairs. An 18 inch by 24 inch access
shall be provided in the skirting. Skirting shall be installed
within 60 days of the date of issuance of the building permits.

7. Storage and Accessory Requirements. VOL 20

Each mobile home shall be provided with an accessory
building which is compatible with the design of the existing
mobile home, and shall enclose a minimum of 70 (7 x 10) square
feet for accessory storage. The accessory storage building
shall be constructed on footings meeting the Uniform Building
Code.
NOTE: Construction of required storage buildings shall be
completed within 60 days of the date of issuance of
the building permit. (See Fig. 3 for typical plans
for accessory buildings)
8. Site Plan Review and Permits.
A site plan, in accordance with Figure 4, and on the appropriate
application form along with suitable fee to cover the cost
of review, shall be submitted to the Planning Director prior
to application for a building permit. The building permit
shall be required for footings, plumbing and venting. The
building permit shall be obtained from the building official
prior to the moving in and location of a mobile home on any
tract of land and shall include other site constructed
buildings or structures. The Planning Director shall review
the site plan within ten working days of the date of submittal.
The Planning Director or his authorized representative shall
approve, conditionally approve or deny an application. Denial
of an application would be on the basis that the application
does not meet the criteria established by these standards.
Appeal from the decision of the Planning Director shall be to
the Planning Commission pursuant to Article II of Zoning
Ordinance #PL-5.
9. Special Setbacks .
Special setbacks as determined by the Planning Director may be
required in areas with scenic impact and in all areas designated
for landscape management on the Comprehensive Plan for Deschutes
County. In Addition, special landscaping requirements may be
required in accordance with the provisions of Figure 5 and any
additional criteria as established by the Planning Director.
Also, special setbacks and landscape requirements may be con-
sidered where the property adjoins frame dwelling residential
units.
