PL-5, Pertaining ) to placing mobile Hanes in the A-1 ) and RR-1 Zones. ) ORDER VOL 20 PAGE 14 This matter caning before the County Board of Commissioners upon the Planning Commission's recommendation who held a public hearing on this issue, January 15, 1975, and February 12, 1975, and unanimously recommended approval, and The County commission deeming this action to be in the public interest and consistent with the Comprehensive Plan for Deschutes County, IT IS HEREBY ORDERED that the following standards for placing mobile homes in the A-1 zone and the RR-1 zone be adopted: I. Article 3 - Rural Recreation Residential Zone RR-1 A. Section 3.150 - Uses Permitted Outright Add new as follows: 3. Double wide mobile home with pitched roof and eaves pursuant to County standards. 4. Single wide mobile homes having a floor area of 500 square feet or greater and double wide mobile hones not having pitched roof and eaves subject to County standards and Section 5.090 unless otheYwide restricted by deed restrictions. B. Section 3.155 - Conditional Uses Existing 4. Mobile have used as principle residence unless other- wise restricted by deed restrictions. Change as follows: Eliminate ,4 completely. II. Article 3 - Exclusive Agricultural Zone A-1 A. Section 3.210 - Uses Permitted Outright Add new as follows: pur- 4. Double wide mobile home or single wide mobile home having a floor area of 500 square feet or greater if to be located within the established Bend Urban Growth Area. III. Article 2 - Basic Provisions Add new as follows: Section 2.110 The Planning Commission may recommend, after a public hearing, and the County Commission may adopt standards to carry out the purpose of this ordinance. IV. Article 5 - Supplementary Regulations Add new as follows: Section 5.090 Mobile Hone Location and Development Permit-- Mobile homes requiring location and development permit shall comply with the following provisions: 1. An application for a mobile home requiring a location and development permit shall be submitted to the Planning Director for approval. The application shall contain complete required information on forms provided by the Planning Department. The Planning Director shall notify property amers within the areas prescribed by the ordinance not more than five (5) working days after receipt of a complete application. Within ten (10) days of such notification, the Planning Director shall review the application for compliance with County standards and shall certify approval unless a majority of the property owners within the notification areas have filed opposition to the mobile home use. In the event the application does not comply with County standards or a majority of the property owners within the notification area have filed opposition, the Planning Director shall refer the application to the Planning Commission for public hearing pursuant to Section 7.010 of this ordinance. 2. In lieu of the standard notification procedures, the applicant may obtain wiitten consent of the property owners within the notification area. In this event, the Planning Director shall review the application for compliance with County standards and approve the application within five (5) working days after receipt of such written consent. 3. An application for location and development permit shall be subject to prior approval of water supply and sewage disposal, dedication of street rights-of-way pursuant to County standards and access permits pursuant to County Road policies and standards.
