At this time the Commission noted that Lorin Morgin, John Glover, Paul Speck, Sheridan
Fahnestock, Jack Thornton and Lucia Venator, secretary were present at the morning session.
IN THE MATTER OF
CITIZENS ADVISORY COMMITTEE:
At this time the Commission appointed Mrs. Landis as a member of the Citizens Advisory
Committee.
IN THE MATTER OF
APPOINTMENTS TO THE EXTENSION ADVISORY COUNCIL:
At this time the Commission appointed Mr. Curt McCandlish, Ms. Vi Urguhart, and Ms.
Marlene Johannsen to the Deschutes County Extension Advisory Council for a three year term
expiring July 1, 1978.
IN THE MATTER OF
MARINE PATROL PAYROLL:
At this time the Commission Ordered that the Deschutes County Treasurer borrow from the
General Fund to pay the Marine Patrol Payroll and expenses pursuant to ORS 294.460 until
such time as reimbursement funds are received from the Oregon State Marine Board to be re-
turned to the General Fund by the end of the ensuing year.
IN THE MATTER OF
TRANSFER OF APPROPRIATIONS WITHIN 11th JUDICIAL DIST.:
At this time the Commission Ordered that the Deschutes County Treasurer transfer
appropriations within the 11th Judicial District as follows: Materials and Services
$1,541.07, Personal Services $1,541.07.
IN THE MATTER OF
INVESTMENT OF COUNTY SURPLUS FUNDS:
At this time the Commission Ordered that the Deschutes County Treasurer invest the
surplus funds in such depository and at such rate of interest most advantageous to
Deschutes County and with the interest of each fund returned to the General Fund or to
the specific fund from which it came.
IN THE MATTER OF
RESCINDING WITHDRAWAL ACTION TO COIC:
At this time the Commission rescinded the withdrawal action to COIC subject to the
formal adoption of the amendments to the By Laws and Articles of Agreement dated June 12,
1975. These changes were voted on in the meeting of COIC June 4, 1975.

IN THE MATTER OF
CETA TITLE 1 COOPERATING AGENCY AGREEMENT:
At this time the Commission entered into agreement with the Oregon State Employment
Division described in agreement, when hiring W. R. Moore, S. L. Miller, S. Maes, C. A. Stadurs
and J. E. Morrison. Beginning in June and ending in either August or September.
IN THE MATTER OF
ORDINANCE LEVYING A 5% TRANSIENT ROOM TAX:
At this time the Commission read a Motel-Hotel Transient Room Tax Ordinance. The
second reading will be at the July 2, 1975 Commission Meeting. The ordinance will go to a
vote of the people at the next county wide election.
IN THE MATTER OF
LEASE WITH WAYNE H. AND RUTH M. HEMM:
At this time the Commission granted a Deschutes County Grazing Lease to Wayne H. and
Ruth M. Memm on property described as: Township 18S., Range 13 E.W.M., Section 4
WZ SZ Wz NW-1 SE4, 5 acres. Term of lease is five years. Lessee agrees to pay $12.50 on July
1, 1975 to Dec. 31, 1975. And thereafter annually on the 1st day of January the sum of
$25.00 per year.
IN THE MATTER OF
DISBURSEMENT OF LAND SALE REVENUES:
At this time the Commission ordered that on June 27th, 1975 that the Deschutes County
Treasurer shall deposit $6,596.80 of land sale funds to the General Fund as reimbursement for
the costs of managing county lands, and distribute the balance of the land sale funds to the
various taxing district. Also that one percent of the County share of the land sale funds
be credited to the Deschutes County Museum Fund.
IN THE MATTER OF
ESTABLISHING ELIGIBILITY FOR THE NATIONAL FLOOD INSURANCE PROGRAM:
At this time the Commission ordered that it will appoint the Planning Director with
the responsibility, and authority to carry out the needed proceedures to make the County
eligible for the National Flood Insurance Program, and also agrees to take such other
official action as may be necessary to carry out the objectives of the program.
IN THE MATTER OF
SUPPLEMENTAL BUDGET:
At this time the Commission resolved that being a Public Hearing on the supplemental
budget was held on June 25, 1975 and no objections were heard the Deschutes County adopted
the supplemental budget on June 25, 1975. The funds that will provide the supplemental
budget are from sources other than additional taxation not foreseen at the time of the
adoption of the budget, all inconformity with ORS 294.480 (1).
IN THE MATTER OF
REIMBURSABLE SERVICES REQUESTED BY FOREST SERVICE:
At this time the Commission agreeded to provide Deputy Sheriff patrols in specified
areas. The Service agrees to reimburse the Cooperator at the rate of $6.73 per hour per
Deputy or $53.84 per 8-hour day per Deputy. The Service agrees to reimburse the Cooperator
at the rate of $0.11 per mile for each highway vehicle (two-wheel-drive pickup,
station wagon, etc.), and $0.18 per mile for each off-highway vehicle (four-wheel drives,
to cover operation, maintenance, depreciation, etc.
IN THE MATTER OF
AGREEMENT WITH CITY OF BEND:

At this time the Commission entered into agreement with the City of Bend that the total
assistance funds from the Forest Receipts in the amount of $47,373.30 shall be used by the
city for street improvements.

The Commission on June 18, 1975 held a Hearing on the establishment of Woodhaven Ave.,

consideration for this transfer is $5,250.00.
IN THE MATTER OF
LAND TRANSFER TO CITY OF REDMOND:
At this time a hearing was set for July 2, 1975 for the transfer of 40 acres of land to
the City of Redmond for the improvement of Roberts Field Municipal Airport. Publication will
be in the Bulletin June 23, 1975 and June 30, 1975.
