WHEREAS, Deschutes County is increasingly expanding its
duties and services to the public, and
WHEREAS, changes will need to be established from time to
time as services increase, and
THEREFORE, BE IT RESOLVED that the Board of Commissioners
of Deschutes County amend the Classification and Pay Plan as adopted
on June 25, 1973, to include the following addition:

1. The Administrator of the Tri- County Home Health Agency, Deschutes
County Health Department, shall be responsible for the direction
of all activities of this division under the direct supervision
of the Governing Body and Medical Director.
2. The Administrator shall organize and direct the agency's ongoing
functions; maintains ongoing liaison among the governing body;
the group of professional personnel and the staff; recruits and
employs qualified personnel with the assistance of the RN Supervisor
and the Medical Director. Ensures adequate staff education and
evaluation; ensures the accuracy of public information materials
and activities; and implements and effective budgeting and account-
ing system.
3. Shall be responsible for the Administration of the contractual
services for Tri- County Home Health Services to the Health Depart-
ments of Crook and Jefferson.
4. Arrange for and attend the Tri- County Home Health Agency Advisory
Board three times a year.
5. Contacts and interprets benefits to any family, community auxillaries,
hospitals or extended care facilities, for the care or follow -up
care of any Medicare recipient, private case or Veterans.
6. Promotes the participation of members of the staff to engage in
any professional activities the hospitals, schools, or communities
have to offer for the betterment of the nursing profession.

#405.1202 Definitions
As used in this subpart, the following definitions apply:
(a)Administrator, home health agency. A person who:
(1) Is a licensed physician; or
(2) Is a registered nurse; or
(3) Has training and experience in health service administration
and at least 1 year of supervisory or administrative experience in
home health agency for governing the agency's operation.
(r) Registered Nurse. A graduate of an approved school of professional
nursing, who is licensed as a registered nurse by the State in which
practicing.
