Luke, Michael M. Daly and Tom DeWolf. Also present were Mike Maier, County Administrator; Susan Ross and Anna Johnson, Commissioners' Office; and Les Stiles and Jim Ross, Sheriffs Office. No representatives of the media or other citizens were present. The meeting began at 8:10 a.m. The purpose of the meeting was to clam the mission and parameters of the work of the Sheriffs Permanent Funding Advisory Committee, whose members have been selected; and to discuss how to arrange for a committee coordinator and first meeting of the group. Sheriff Stiles pointed out that parameters need to be established so that the group will understand that there are some requirements, primarily set by law, which cannot be subject to negotiation. He was concerned that because of the strong personalities of the committee members, they need to be aware that there are some aspects of the issue that can't be changed. Commissioner DeWolf asked that the language establishing the mission and work expected of the committee members be softened; for instance, the words "will not" should be avoided, and replaced by empowering words. Part of the overview of the issue can include addressing items that are not subject to change. He suggested that the first meeting should provide an overview of the mission and educate the group on the basics. The Sheriff should give a scaled-down "Citizen Academy" to familiarize the group with the workings and responsibilities of the Sheriffs Office, and how the current tax levy system affects its operation. The Minutes of Special Meeting regarding Sheriff Permanent Funding Advisory Committee Monday, June 28, 2004 Page 1 of 2 Pages Finance Director, Marty Wynne, would then provide an overview of the financial aspects of the current tax levy and how it fits into the County's budget. It may also be valuable to provide information on how other counties handle the funding of their Sheriffs Office, especially since there are only a few Sheriff districts in the state that operate off a levy. Mike Maier suggested that the first meeting include the mission and basic parameters of the work that is expected of the committee, and that information be provided to the members to review prior to their second meeting. The first meeting should also include the committee decision on which person should act as chair of the group. Susan Ross is looking into locating a person to act as the committee coordinator. This person would organize and attend the meetings, take notes and generally keep the group on task. It was decided the first meeting would not take place until the coordinator is in place, especially since some of the members are out of town on vacations and it may be challenging getting them all together in the near future. The members will be contacted in order to find out their preferences regarding meeting dates and times. The selection committee members were asked to make their changes to the proposed mission statement and parameters and submit them to Anna Johnson, who will consolidate the changes and provide them to the members for further review.
