Day, John Glover, Sheridan Fahnestock, Mrs. marion Poor, Hollis Carlile, Stanley Day, Olive Schulz, Rovert Herwick, Theo B. Herwick, Milton La Franchi and Lucia Venator, Secretary were present at the morning session. IN THE MATTER OF FINAL HEARING ON ANNEXATION TO RURAL FIRE PROTECTION DISTRICT #2: The Commission, on April 2, 1975 held a Hearing on the annexation to Rural Fire Protection District #2. Beings there were no objections to said annexation, the Commission designated Final Hearing date as May 7, 1975. If no requests for an election are filed before this date, the Deschutes County Commissioners will issue final order for said annexation. IN THE MATTER OF LIQUOR LICENSES: At this time the Commission approved the following liquor license applications: Philip Leslie Wren Cultus Lake Resort Seasonal Dispenser Package Store IN THE MATTER OF CANCELLATION OF PROPERTY TAXES FOR EVERETT E. MURRELL et ux: At this time the Commission ordered that the Deschutes County Tax Department cancel the 1972-73 property taxes on account No. 2-4 151212A 1601 in the amount of $34.73 pursuant to ORS 311.220. IN THE MATTER OF AN FI FCTTON _ At this time the Commission ordered that an election be held to permit a levy for financing the operation of the offices of Deschutes County on May 6, 1975. IN THE MATTER OF DESTROYING TAX RECEIPTS: At this time the Commission ordered that the Sheriff and Tax Collector, F. C. Sholes, of Deschutes County to direct the destroying of all tax receipts that have been issued seven (7) or more years prior to this date. IN THE MATTER OF ADOPTING STANDARDS FOR THE PLACEMENT OF MOBILE HOMES: At this time the Commission ordered that the standards for placing mobile homes in A-1 zones and the RR -1 zones, which are attached to the order, be adopted as part of the mobile home study recommended by the Planning Commission. IN THE MATTER OF ESTABLISHING FEES FOR MOBILE HOME LOCATION AND DEVELOPMENT PLAN: At this time the Commission ordered that the following fee be adopted for a Location and Development Plan approval for mobile homes: Location and Development Plan $25.00 IN THE MATTER OF ZONE CHANGES: VOL 19 PAGE 99? At this time the Commission ordered that the zoning of the described area in the Order be changed from A-1 Exclusive Agricultural to AR -1 Exclusive Agricultural UBC. To become effective immediately. IN THE MATTER OF AMENDMENTS TO THE DESCHUTES COUNTY ZONING ORDINANCE NO. PL -5: At this time the Commission ordered that the amendements as described on the Order be adopted upon the recommendation of the Planning Commission. To become effective immediately. IN THE MATTER OF AMENDMENTS TO THE DESCHUTES COUNTY ZONING ORDINANCE NO. PL -5, PERTAINING TO PLACING MOBILE HOMES IN THE A-1 AND RR -1 ZONES: At this time the Commission ordered that the A-1 zone and the RR -1 zone be adopted as immediately. IN THE MATTER OF FOREST RECEIPT FUNDS: the standards for placing mobile homes in described on the order.To become effective At this time the Commission resolved that the following formula will be used for fiscal year 1975-76 in the distribution of Forest Receipt monies, it the State of Oregon Legislature passes HB 2254: The first $500,000.00 will be retained by Deschutes County. The next $500,000.00 will be shared on a 60% county- 40% cities basis with a maximum amount to the cities of $200,000.00. All net Forest Receipts over $1,000,000.00, the cities will receive the above mentioned $200,000.00 plus 20% of the monies over $1,000,000.00. IN THE MATTER OF REFUND OF TAXES: At this time the Commission ordered F. C. Sholes, as Tax Collector, refund the following taxes: Lewis Tippets Double Payment $ 94.50 Robert B. Booth Double Payment 716.88 Equitable Savings & Loan Double Payment 1,364.35 IN THE MATTER OF LEASE WITH THE ROCK RIDGE ARCHERS: At this time the Commission granted Deschutes County Lease to the Rock Ridge Archers, on property described as follows: A parcel of land located in the South 2 of the South2 of the Northwest 4 of Section 2, T 15S, R 13 E, W. M. lying easterly of the Negus Road Right -of -Way. Term of lease is five years and lessee agrees to pay $18.75 for the period from April 1, 1975 to December 31, 1975. And thereafter annually on the 1st day of January, the sum of $25.00 per year on appr. 33 acres. r IN TKE MATTER OF VOL 19 PACE 993 AGREEMENT WITH 11th JUDICIAL DISTRICT CRIMINAL DEFENDERS ASSOCIATION: At this time the Commission entered into agreement with the 11th Judicial District Criminal Defenders Association and the individual counties comprising the 11th Judicial District of the State of Oregon, being the counties of Crook, Deschutes, Jefferson, Grant, Gilliam and Wheeler. This agreement shall be from July 1, 1975 to June 30, 1976. This agreement may be renewed on an annual basis upon mutual agreement of the parties. The association shall provide all listed services: All required attorneys; time, all investigative services, all psychiatric, psychological examinations, all costs and disbursements incurred by members of the Association incident to the cases undertaken. Compensation: (a) Required Attorneys' time $44,000.00 (b) Investigative Services $3,000.00 (c) Expert Testimony and Examination $3,000.00 (d) Costs, Disbursements $3,000.00 Contribution amoung the counties for the above budget shall be borne as follows: Crook $8,427.00, Deschutes $29,203.00, Jefferson, $6,996.00, Grant $5,512.00, Gilliam $1,431.00, Wheeler $1,431.00. IN THE MATTER OF APPROPRIATIONS TRANSFERS WITHIN THE GENERAL FUND: At this time the Commission ordered that the following appropriations within the General Fund be made: $500.00 from 0th. Cty. Contr. Matl. and Serv. Oper. Contr. (01-32-501) to Cty. Comm. Matl. and Serv. Public lands and parks (01-08-248) to increase underbudgeted line item. $300.00 from GH Med. Nurs., Matl. and Serv. (01-20-281) to Med. Sup. to GH Med. Nurs. Matl. and Serv. (01-20-276) vacc-syringes etc. to increase underbudgeted line item. IN THE MATTER OF APPROPRIATIONS TRANSFERS WITHIN THE ROAD FUND: At this time the Commission ordered that the following appropriations within the Road Fund be made: $250.00 from Road Dept., Matl. & Serv., Weed Control (02-50-263) to Road Dept., Matl. & Serv., Trvl. exp. (02-50-204) to increase budgeted line item. $2,000.00 from Road Dept., Matl. & Serv., Weed Control (02-50-263) to Road Dept., Matl. & Serv., Signs (02-50-298) to increase budgeted line item. IN THE MATTER OF PERSONNEL ACTION: At this time the Commission approved the following personnel action: Terminated Sharon Perkins from the Assessor's payroll effective March 26, 1975 Placed Alice E. Cunningham on Assessor's payroll at $415.00 per month effective May 1, 1975 as 6 month merit increase.. Placed Sandra L. Ringer on Assessor's payroll at $415.00 per month effective April 1, 1975 as 6 month merit increase. Placed Cary 0. Cornwell on General Health payroll at $505.00 per month effective April 3, 1975 to termorarily replace employee having surgery. Placed Martha Jeanne Miller on Sheriff's payroll at $570.00 per month effective April 1, 1975 as 6 month increase. Placed Ted Casey on Sheriff's payroll at $764.00 per month effective April 1, 1975. Placed Marlene Ann Sirois on Sheriff's Dept. payroll at $447.00 per month effective April 1, 1975 as 6 month increase. Terminated Stanley L. Cribbins from Road Dept. payroll effective March 31, 1975.
