19-121-Resolution Recorded 9/4/1974I N THE [OARD OF COUNTY CO i ~1 1 I SS I ONERS OF THE STATE OF OREGON FOR THL COUNTY OF DESCHUTES I n tna Matter ) of ) Amendment to Personnel ) Rules as Adopted on ) Juno 25, 1973 ) R E S O L U T I O N -a9 VOL 13 FAL,E L?i WHEREAS, The Dischutes County Board of Commissioners feel it necessary to change the eligibility for salary increase for new County employees, and WHEREAS, the Eligibility for Salary Increase as stated in the Personnel Rules must be changed to reflect this; THEREFORE, BE IT RESOLVED that the Deschutes County 3oard of Commissioners amends the Personnel Rules as adopted Juno 23, 1)73, Section 3.35 Eligibility_ for_Salary _Increase to read: If a cost of living increase is approved, only those employees who have successfully completed their trial service period shall be eligible. If, after six months, the newly hired employee is evaluated as satisfactory and allowed to continue employment, he /she is entitled to receive the cost of living increase that he /she did not receive during the trial service period. This shall be paid to the employee in a lump sum on the first pay day after the employee's trial service period. A newly hired employee shall be eligible for a merit increase (not to exceed 2 steps or 5;A upon the successful completion of the trial service period. DATED this 4th day of September, 1974. BOARD OF COMMISSIONERS This increase can be applied in one of two ways: (a) escalating Schedule 1 of the pay plan by VOL 19 PAGE122 whatever percentage approved and moving each employee to the next highest step; or (b) using the existing Schedule I of the pay plan, move all employees to step in the range that closely approximates the percentage approved. 3.33 Merit Increases. In addition to cost of living increases and if funds are available, employees are eligible for merit increases providing their per- formance has met or exceeded performance standards established by the Board and appointing powers. Normal increases can range from zero (0) to 2 steps (5%). 3.34 .budgeting for Salary Increases. Each appointing power shall determine what subordinates will receive a merit increase and the amount of the increase. When submitting the department budget to the Board, each department shall indicate by approved range and step number in that range the merit increase for each employee in the department. The Board shall then determine what cost of living increase, if any, will be applied to all employee's salary. 3.35 Eliqibility for Salary _Increase. If a cost of living increase is approved, only those employees who have successfully completed their trial service period shall be eligible. The entrance pay rate shall be the minimun rate in the pay range prescribed for the class.
