The Hearing was called to order by Chairman Albert
A. Young who turned the meeting over the Budget Committee
Chairman Robert Schock at 10:00 a.m. in the Deschutes County
Courthouse Annex Conference Room. Budget Committee members
present were Robert Schock, Charles Coates, Albert A. Young,
Joe W. Peden and W. F. Schinkel.
Chairman Schock stated that the approved 1974-75
budget would be reviewed by departments. The total proposed
levy for Deschutes County for 1974-75 is $1,512,584.42.
Upon the question by the Chairman if there were any
changes to be made in the Assessor's Department, Joe Peden
moved that Deschutes County Assessor's salary be reinstated
to equal the rest of the elected officials. The salary would
amountio $12,000. The motion was seconded by Charles Coates.
After the call for discussion, Joe Peden stated that according
the the Deschutes County Personnel Rules each salary must be
on a step in a range. The step and range for the position of
County Assessor is Range 26, Step 01. Therefore, it would be
necessary to change the salary in the budget. Charles Coates
explained that the original motion to cut the County Assessor's
salary was not personal, but merely to give backing to the
Budget Committee's request that the Assessor put their records
on Data Processing Systems in order to save money for the County
in the long run. Since Mr. Donat refused to cooperate the cut
was to encourage him to think seriously about the matter. There
are no ill feelings involved. Robert Schock stated that this
change in salary must come out of the Contingency Fund of Deschutes
County since the overall total -cannot change after it was adopted
by the Budget Committee. Vote was called. for;the motion carried.
The Chairman called for a vote to adopt the Assessor's
budget. Joe Peden clarified the matter by explaining that the
individual budgets have already been approved by the Budget Committee.

Therefore, they need only to adopt the total budget after reviewing
all.
Chairman Schock called for corrections or questions o,n
the following budgets: Circuit Court, Emergency Services, County
Clerk, County Elections. There was no discussion on each of these.
U I nder the County Planning budget, Russell Reeck questioned
that $13,000 had been deleted from the budget. The funds were to
be used to match 701 Grant in which the City of Bend would pay
$13,000 and the County would pay $13,000. It was hoped that
Deschutes County would participate in order to complete the plans.
Joe Peden said that the funds were originally budgeted for under
one line item. When Counseling fees were taken out and given to
the District Attorney's budget, the other was left out. Russell
Reeck stated that Lorin Morgan was not in attendance, but COIC
two yearsago put 701 projects in order. The Federal Government
approved funds for the program, but felt it would be a two-year
project. Joe Peden said that Lorin Morgan was consulted and told
that it was eliminated unintentionally,- but since the federal
funds have been eliminated, he didn't feel that Deschutes County
should carry it. Charles Coates moved to adopt the County Planning
budget as written, leaving out the additional $13,000. It was
seconded and passed.
Chairman Schock called for corrections or questions on
the following budgets: Board of Commissioners, Data Processing,
Courthouse, District Attorney, District Court, Jail, and J -J Boys'
Ranch. There was no discussion on each of these.
Concerning the Justice Court budget, Bill Schinkel
stated that we received a letter from Don Ellis, the Justice of
the Peace, requesting additional help as the case loads are
greatly increased beyond what he can.handle himself and the revenues
are coming in to cover the additional cost. Robert Schock said
that since the money was there, $3600 could be added to the Revenue
and also added under Personal Services in the Justice Court Budget.
Bill Schinkel moved that the budget for Justice Court be increased
by $3600 and the Anticipated Revenue also be increased by $3600.
Charles Coates seconded the motion, and it p assed.

I Chairman Schock called for corrections or questions on
the following budgets: Juvenile Court, Sheriff's Department,
Sheriff's Tax Dept., Treasurer, General Health Medical -Nursing,
Tri -County Home Health, Family Counseling Clinic, Veterans Service,
Watermaster, Homeowners Tax Relief, General Health Sanitation,
Family Planning, Surveyor, Community Pad, and Building Inspection.
There was no discussion on each of these departments.
Concerning the Other County Contributions budget,
Don Beech of Pacific Power and Light and also Chairman of the
Bend Tourism Committee stated that he had a question on the County
Advertising budget. He said, "We are concerned about the budget
basically in why the County reduced it to $500. We feel the $3500
in the past budgeted by the County is a fair sum and don't under-
stand why It has been cut out. We feel it is extremely necessary.
We have talked to people involved in the Committee and not involved
in the Tourism Committee. They all feel it is very important.
We have a letter from Keith Olds,,a candidate for the State
Legislature, stating he would like to be recorded as being
strongly In favor of County support for our tourist advertising
program." (Copy of letter attached.) Mr. Beech read the letter
and summarized that Mr. Olds is strongly in favor of tourist
advertising, that it is a large industry in Central Oregon and
should be considered as such, and that Deschutes County should
continue to support County advertising. Bill Schinkel questioned
what amounts the cities of Bend, Redmond and Sisters contribute.
Mr. Beech stated that both Bend and Redmond contribute $50.00 each.
Robert Schock asked why Deschutes County should be expected to
contribute to Tourism when we don't cont�ibute to Timber and other
industries of Deschutes County. Mr. Allan Crisler, member of the
Deschutes County Advertising Committee, stated that this is the
third year he has been appointed to �he Deschutes County Advertising
Committee, they are having trouble getting funds. He said that
personal attitudes have no right in the proportioning of funds.

County does have an obligation to support the tourism industry
and should put $3500 for the Advertising Committee back in the
budget for 1974-75. Charles Coates replied that the majority
of the people at the Budget Hearing last year were much opposed
to giving funds for the Advertising Committee. Allan Crisler said
that just one woman was opposed, but Charles Coates replied that
she spoke for others. Don Beech stated that tourism in deneral
doesn't get public reaction unless it is negative, but the people
he encounters are in favor of it. It is a viable industry and
does need to be recognized and supported. Mr. John Rhoades, Manager
of Bend Riverhouse stated that he recommended that the $3500 for
County Advertising be reinstated in the budget. Bend Riverhouse
uses the Vacation Land Brochure for their guests. Bend Riverhouse
does increase the tax roll for Deschutes County, and his guests
use this industry more than timber o� agriculture. Charles Coates
made a personal comment that being from California at one time he
realized the value of advertising and that i't is worthwhile. He
stated that he was not against advertising in Deschutes County,
but if the County is hard pressed for money, it must be a decision
of the Board. Joe Peden requested to add one item that the funds
going to the Advertising Committee in the past have been from the
Road Department and it is not certain now whether it is legal to
use forest receipts for this purpose. He stated that the County
is getting the Attorney General's opinion on this matter. Mr. Beech
asked if there were -not another source from which to appropriate
the funds. Joe Peden stated that there is, but if the levy fails
on June 18, it will have to be cut out. Charles Coates moved
to add $3000 to the Deschutes County Advertising Committee. The
motion died for lack of a second-. He further stated that it
should be understood that the entire.budget wi-11 be determined at
the polls on June 18. Allan Cr-isler stated that there is no way
to justify the amount requested by the Advertising Committee. At
one time the County appropriated $10,500 for advertisin-g. Whatever
figure they came up with would be negotiable. Robert Schock said
that if they submitted a budget they would be given a part of it.

Allan Crisler replied that they used to submit a budget every year.
But the budget has been cut to the Central Oregon Advertising
broch.ure which is used mostly by the Chamber of Commerce so there
was no need to submit a budget. Charles Coates moved to restore
the Deschutes County Advertising Committee budget to $3500 by
adding $3000. The motion died for lack of a second. John Rhoades
suggested that the Commission disband the Committee. Allan Crisler
stated that the Committee would get together with the Board of
Commissioners and determine the future of the Deschutes County
Advertising Committee.
Shirley Goodwin, City Recorder for the City of Sisters,
stated that she was authorized by the City of Sisters to recommend
that the $10,633 for Central Oregon Intergovernmental Council which
was not approved by the Budget Committee be reinstated. The City of
Sisters has received much information and received many grants
through COIC. The department is to valuable to lose. Russell
Reeck requested that COIC be reinstated. He said COIC presents
a mechanism by which Central Oregon can have an impact on the
state and federal governments. It has done many projects for
Central Oregon --Central Oregon Open Space & Recreation Study,
Transportation Study, Central Oregon Mental Health Report, and
Central Oregon Annual Manpower Study. It performed a study on -
aging and helped to establish the Bend bus travel and Referr-al
Center for the Senior Citizens. Removing the funds for COIC
has implications on all of Central Oregon, not just Deschutes
County. Each community needs sewer systems and to insure funding
the cities must go through COIC to satisfy federal regulations.
$15 million is neded for sewer construction for Bend, $12 million
for Redmond and $11 million for,8isters. Without COIC, They
are not eligible, and the cities are 'required by the Department
of Environmental Quality to have sewer systems constructed by
1980. The requested budgeted amount was set by the Central
Oregon Council of Governments which is made up�of City Admi-nistrators
and City Recorders, and representatives of the County Courts.
They greatly reduced the original budget and voted to adopt the

revised budget. It is expected that each governmeht contribute
his share when it is approved by more than two-thirds of the
members. Charles Coates asked if going through COIC was policy
or regulation. Russell Reeck stated that it was federal government
policy, but that'it had never been taken to Court. Without Deschutes
County participating in COIC, there would be no certification as
two-thirds of the members must be elected officials.. He said
that COIC is an agency of local government and that the Articles
of Agreement and voting policy were set up by all the governments
of the area. Robert Schock questioned if the Council of Governments
couldn't be set up without being funded by all. He stated that
there is an overlap of governments causing great budget problems.
Can't Council of Governments be formed without so much money
involved? Russell Reeck replied that the services provided by
COIC could not be provided by individual governing units.
COIC makes a study, discovers the problems and then gets federal
funds to meet the needs. The Federal government gives the money
for COIC to perform the studies and then provides funds to meet
the problems. Joe Peden moved to reinstate Central Oregon
Intergovernmental Council budget contingent upon the passagb of
the levy on June 18 for the amount of 'DIO,633.00. Albert A. Young
seconded the motion. There was a raise of hands vote. Albert
Young and�'�oe Peden for and Charles Coates and Bill Schinkel
against. Chairman of the Budget Committee Robert Schock voted
against to break the tie. The motion failed.
Under the library fund budget it was clarified that
the Library would be included in the Deschutes County b;udget
if the levy passes on June 18. If the levy fails, the Library
will have a special election on July 9. Chairman Schock called
for questions or corrections on the following budgets: County
School Fund, Solid Waste Fund, Road Fund, Road Reserve Fund,
Dog Control Pickup and Crematorium, Dog Control Fund, Liquor Law
Enforcement Fund, Drug Enforcement Fund, Law Library Fund, Ilth
Judicial District, Revenue Sharing, Parent Training, J -J Boys'
Ranch Fund, Family Planning Fund, Marine Patrol Fund, Civil

Defense Non -Tax Fund, Taylor Grazing Fund, Water Hemlock, Museum
Fund, Marine Facilities Improvement Fund, Employment Grant and
County Fair Fund. There was no discussion or questions on each
of these. Charles Coates moved to adopt the budget subject to
the addition of $3600 to Justice Court Personal Services and
Revenue and the Increase of $5,940 to the Assessor's salary and
decrease of $5,940 from the Contingency Fund. Albett A. Young
seconded the motion. The motion was approved unanimously.
Charles Coates expressed his compliments to Mrs. Jane
Poor for her article in the newspaper urging the public to vote
In favor of the levy for Deschutes County. He further stated
that this was the conclusion of his term on the Budget Committee
and ihat he had enjoyed working with all of the members. Robert
Schock thanked him for giving his time and being at the meetings.
The Hearing was adjourned.

I would like to be recorded as being strongly in favor of County
support for our tourist advertising program,
According to figures compiled by the Oregon State Highway Depart-
ment tourism contributes some $47,000,000 annually to the local economy.
It is inconceivable to me that we in the County would actually discourage
such a large industry by not supporting their needs. I would point out
the tremendous investment in properties by these people, properties such
as Sunriver, Inn of the Seventh Yountain,B1,Lck Butte Ranch, and the
many restaurants, motels, and other tourist oriented businesses. I
could imagine the property tax bill that would have to be born by the
residential tax payers without the immense revenues presently enjoyed
by our County treasury from such groups.
As a candidate for the State Legislature, I would assure you that
my efforts will be in support of the State's number three industry.
Tourism affects almost every economical unit in Oregon. Tourism and
recreation are here to stay. It is more than likely that tourism will
become our number one industry in the next 20 years.
Central Oregon is unique inasmuch as our winter season is becoming
as popular as our summers. This gives balance to our tourist income and
tends to level out revenues over a 12 months basis. Coastal areas are
still experiencing a peak of summer business and a long wait through the
winter. Let us keep Central Oregon Prosperous and continue to support
the tourist industry.
