Coates, Margaret Gregory, Ronald Inglis, Lillian Inglis, Mae Hol-mes, Joyce Horton, Beverly Bair, Suzanne Munhall, Dorothy Jarvis, Bob Baum, Walter White, John Yeager, Alexander Jarvis, Vera Spolar, Peter Spolar, J. C. Haller, L. C. Johnson, Fern Johnson, J. D. McClain, Ila McClain, Eulah Nevans, Edmond DuBois, Larry Musgrave, Dan Wickerson and Dave Hoerning were present at the morning session. IN THE MATTER OF TRANSFER OF FUNDS FOR FAIR CARETAKER: At this time the Commission ordered the County Treasurer to transfer $7,642.43 from the County Fair Fund to the General Fund for Fair Caretaker's Salary ($6,360.00), Insurance ($229.67), Social Security ($372.06), Retirement ($428.02) and State Industrial Accident Fund ($256.68). IN THE MATTER OF FORMATION OF LAPINE SPECIAL ROAD DIST.: At this time the Commission, upon the request of petition bearing 168 signatures, ordered that an election be held on June 18, 1974, pursuant to ORS 198.815 on the question whether the District should be formed. IN THE MATTER OF DISSOLUTION OF TALL PINES SPECIAL ROAD DIST.: At this time the Commission, upon the request of petition having been filed by one hundred percent of voters in the area, and Hearing having been held on May 1, 1974, ordered that Tall Pines Special Road District be hereby dissolved, that the books and records of the District be deposited with the Deschutes County Clerk, and that the corporate existence of said District be hereby terminated for all purposes. IN THE MATTER OF SICK LEAVE RETIREMENT BENEFIT.: At this time the Commission, pursuant to revision In Oregon Statutes, ordered that Deschutes County adopt the retirement program in which employees are credited for one-half their unused sick leave determined on a basis of longevity of service with the County upon retirement. -3- IN THE MATTER OF APPEAL BY ANDERSON: A 8 1411L i " 37 At this time the Commission held public hearing on May 2, 1974, on appeal by Robert S. Anderson regarding denial of Conditional Use Application by Planning Commission, and determined that appeal of Mr. Anderson should be denied and the decision of the Planning Commission upheld. IN THE MATTER OF AGREEMENTS WITH OREGON STATE LIBRARY: At this time the Commission approved Agreement stating that Deschutes County Library Board and Deschutes County Board of Commissioners will grant $2,500 and Oregon State Library will grant $2,500 from Federal Funds to provide Adult Non -Fiction materials for the Deschutes County Library. At this time the Commission approved agreement stating that Deschutes County Library Board and Deschutes County Board of Commissioners will grant $1,200 and the Oregon State Library will grant $1,000 from Federal Funds to provide Deschutes County Library with a Toy, Tool and Instrument Collection. IN THE MATTER OF GRAZING LEASE WITH GILLETTE: At this time the Commission granted grazing lease to Mr. and Mrs. Jack Gillette on County property containing 1,128.96 acres for a rental of $275.87 per year; term from April 1, 1974 to December 31, 1979. IN THE MATTER OF DATE FOR HEARING ON ANNEXATION TO RURAL FIRE PROTECTION DIST. #2: At this time the Commission set the date of May 15, 1974, at 10:00 a.m. at the Deschutes County Courthouse Annex, Bend, Oregon, for the Hearing to receive any protests to the proposed annexation of the following described territory to Rural Fire Protection District No. 2: All Sections 10, 11, 14, 15, 22, 23, 26, 27, 34 and 35 and the WIWI of Sections 12, 13, 24 and 25;all in T. 16 S., R. 11 E., W.M. IN THE MATTER OF LIQUOR LICENSE APPLICATION.: At this time the Commission approved liquor license application for Ronald and Edeane Schirm, Meats -N -Treats, for Package Store permit. IN THE MATTER OF FINAL HEARING ON ANNEXATION TO RURAL FIRE PROTECTION DIST. #2: The Commission, on May 1, 1974, held a Hearing on the annexation of Deschutes River Woods subdivision to Rural Fire Protection District #2. Beings there were no objections to said annexation, the Commission designated final Hearing date as June 5, 1974; if no requests for an election are filed before this date, the Deschutes County Commissioners will issue final order for said annexation. IN THE MATTER OF EXTENSION OF SERVICE: At this time the Commission approved request to allow Mrs. Lenor Thornton to continue to work in the Health Department until January 1, 1975, as she has reached retirement age last September 1973. IN THE MATTER OF FLOOR COVERING ASSN.: At this time the Commission received request from Floor Covering Associa- tion that the County issue licenses for all categories of building. The request was referred to the District Attorney for a ruling on the request. -4- IN THE MATTER OF AUTHORIZATION OF LEVY TO FINANCE REFUSE DISPOSAL SITES: VC 11 L PAU At this time Commission Chairman Albert A. Young certified that measure entitled "Submitted by Deschutes County to Permit a Levy by Deschutes County for the financing of Operation of Refuse Disposal Sites in Deschutes County" be voted on Special Election June 18, 1974, for the amount of $159,500.00; funds to be expended for upgrading and continued maintenance of public solid waste disposal sites in Deschutes County. IN THE MATTER OF qUITCLAIM DEED: At this time the Commission accepted Quitclaim Deed from A.L. & D.C. Schatz and O.H. & M.E. Summers for property described as: Northerly, Westerly and Southerly 30 feet of the Nj NW14 SE14 of Sec. 28, T. 16 S., R. 12 E., W.M. Deschutes County so long as said property is used for a public roadway. IN THE MATTER OF REFUNDS OF TAXES: At this time the Commission ordered F. C. IN THE MATTER OF APPROPRIATIONS TRANSFER WITHIN DOG LICENSE FUND: At this time the Commission ordered that the following transfer of appropriations within the Dog License Fund be made: $400.00 from Dog License Fund Materials and Services, Livestock Indemnity (09-56-222) to Dog License Fund Materials and Services, Travel Expense (09-56-204) as line item was underbudgeted. IN THE MATTER OF PERSONNEL ACTION: At this time the Commission approved the following personnel action: Terminated Mary Norris from Library payroll effective April 30, 1974. Placed Irene M. McGIvney on Library payroll as Library Assistant at $325.00 per month effective May 1, 1974. Placed Christopher M. Steele on Road Dept. payroll as Maintenance Man I at $570.00 per month effective May 6, 1974. Placed Ray Beilke on Solid Waste payroll as Caretaker at $1.00 per hour effective May 6, 1974.
