IN THE MATTER OF SPECIAL ELECTION
FOR DESCHUTES COUNTY LIBRARY: VD1- PACE194
At this time the Commission ordered that a special election be held to
permit a levy to provide funds for the operation of the Deschutes County Library
consisting of the libraries in Bend, Redmond, Sisters, plus rural services on
July 9, 1974. Said levy will be outside the limitation imposed by Article XI,
Section 11, of the Oregon Constitution, beginning in the fiscal year beginning
July 1, 1974, in the amount of $109,480.00 annually, for a period of two
consecutive years. The maximum rate of levy shall be twenty-five cents per
thousand dollars expended for the continued operation of the Deschutes County
Library.
IN THE MATTER OF
SPECIAL ELECTION FOR SOLID WASTE:
At this time the Commission ordered that a special election be held to
permit a levy to provide funds for the disposal of solid waste In Deschutes
County on June 18, 1974. Said levy will be outside the limitation imposed
by Article XI, Section 11, of the Oregon Constitution, beginning in the fiscal
year beginning July 1, 1974, in the amount of $159,500.00 for a period of one
year. The maximum rate of levy shall be thirty-three cents per thousand dollars
of true cash value of taxable property per year. Such funds are to be expended
for the upgrading and continued maintenance of the public solid waste disposal
sites in Deschutes County.
IN THE MATTER OF
ELECTION FOR DESCHUTES COUNTY:
At this time the Commission ordered that an election be held to permit a
levy for financing the operation of the offices of Deschutes County on June 18,
1974. Said levy will be outside the limitation imposed by Article XI, Sectionil,
of the Oregon Constitution, beginning in the fiscal year beginning July 1,
in the amount of $613,309.90, for a period of one year. The maximum rate of
levy shall be $1.35 per thousand dollars of true cash value of taxable property.
Such funds are to be expended for the continued operation of the offices of
Deschutes County.

IN THE MATTER OF
FINAL HEARING ON ANNEXATION
TO RURAL FIRE PROTECTION DISTRICT #2:
The Commission, on May 15, 1974, held a Hearing on the annexation of
the West Tumalo area to Rural Fire Protection District #2. Beings there were
no objections to said annexation, the Commission designated Final Hearing date
as June 19, 1974. If no requests for an election are filed before this date,
the Deschutes County Commissioners will issue final order for said annexation.
IN THE MATTER OF
HEARING ON SUPPLEMENTAL BUDGET.:
At this time the Commission gave notice of Public Hearing to be held at
10:30 a.m. on June 19, 1974, in the Deschutes County Courthouse Annex on a
supplemental budget for the fiscal year July 1, 1973, to June 30, 1974. The
funds which will provide the supplemental budget are available from sources
other than additional taxation not foreseen at the time of the adoption of
the 1973-74 budget. This action is taken in conformity with ORS 294.480 (1).

At this time the Commission, upon petitions containing required number of
signatures of persons living in the described area requesting that a livestock
district be formed under provisions of ORS 607.013 and named West LaPine
Livestock District, set the date of June 19, 1974, at 10:00 a.m. in the Deschutes
County Courthouse Annex, Bend, Oregon, for the Hearing on the formation of the
West LaPine Livestock District preventing the grazing at will of cattle and
horses in the following described area:
Starting at the corner of Masten Road, designated as Des. County
Road (E6), proceeding Northerly along Hwy. 97 to the intersection
of Burgess Road, designated as Des. County Road (E8), more commonly
known as Pringle Falls Road, proceeding Westerly along Burgess Road
to the Little Deschutes River, proceeding Southerly along the Little
Deschutes River to Masten Road and proceeding along said road in an
Easterly direction to its intersection with Hwy. 97 returning to
the point of beginning.

FORMATION OF PARK & RECREATION DISTRICT:
At this time the Commission, having received certifications from the
County Clerk of Deschutes County that a majority of the votes cast in special
election held on May 7, 1974, were in favor of the formation of the Bend
Metropolitan Parks and Recreation District and that the following persons
received a majority of the votes for members of the District Board: Robert L.
Coats, Leonard L. Gray, Constance C. Miller, E. Albert Moody and Mary Jane
Newton, ordered and declared that the Bend Metropolitan Parks and Recreation
District be formed. The purpose of the District is to acquire, maintain and
operate park and recreation facilities within the boundaries of the District
(See attached).
