ATTENDANCE:
The Commission noted that Mrs. Vern Simonton, Mrs. Jack O'Brien, Victor
Brumbach, Denise Morris, Roberta Eggleston, Ilene Mathisen, Bob Baum, Dave
Hoerning, Charles Dyer, Lyman C. Johnson, Kerry Holt, Charles Plummer, Christine
Warren, Pat Burton, Dennis Harrison, and Patrick Gisler were present at the
morning session.
IN THE MATTER OF
AMENDMENTS TO CLASSIFICATION PLAN:
At this time the Commission resolved to amend the Classification and Pay
Plan as adopted on June 25, 1973, by making the following changes in ranges of
positions: Shop Foreman - Range 21, Engineering Technician III - Range 21,
Engineering Technician IV - Range 22, Civil Engineer - Range 23 and Mechanic -
Range 19 to keep salary ranges of employees in line with competitive positions

IN THE MATTER OF
AMENDMENTS TO PERSONNEL RULES:
At this time the Commission resolved to amend the Personnel Rules as
adopted on June 25, 1973, by changing the last two sentences in Section 3.52 (b)
to read: "Compensatory time off for approved overtime worked must be taken
within 180 days of the date such overtime was earned. In no event shall
compensatory time off accrue beyond a maximum of 120 hours." It is also
resolved that classification 3214 and 3420 be deleted from the list of
classifications exempted from overtime in Section 3.53 of the Personnel Rules.
IN THE MATTER OF
PARENT TRAINING FUNDS:
At this time the Commission ordered the County Treasurer to set up a
separate account to receive and disperse Oregon State Grant Funds as per
agreement with the State of Oregon Mental Health Division for Parent Training
program in Deschutes County.
IN THE MATTER OF
ZONE CHANGE FOR CASPER:_
At this time the Commission, upon the recommendation of the Planning
Commission who held a public hearing and unanimously recommended approval,
ordered that zone change request be granted changing from C-1 Tourist Commercial
to C-2 General Commercial on Highway 97 south of Redmond City limits for
James Casper.
IN THE MATTER OF
FORMATION OF PARK & RECREATION DIST.:
At this time the Commission,having received petitions containing 746
signatures requesting the formation of a Park & Recreation District to serve
the Bend metropolitan area and having received 136 signatures on petitions
requesting an election upon the question of whether such park & recreation district
should be formed, ordered its intention to Initiate formation of a Park and
Recreation District called Bend Metropolitan Park and Recreation District with
boundaries as described on the attached Order and to submit the question of
formation to a vote of the District. It is further ordered that a public
hearing shall be held on the proposal on April 9, 1974, at 7:30 p.m. at the
Bend City Commission Chambers, City Hall, at which time all interested persons
may appear and be heard.
IN THE MATTER OF
CONTRACT WITH LEE:
At this time the Commission entered into Contract with Bill W. Lee to
perform work on Ne+f Road Bridge #1 Project to be completed by April 3, 1974
for total contract price of $2,893.00.

TRANSFER TO HUMANE SOCIETY:
At this time the Commission stated that there would be no transfer of
appropriations from the Crematorium Fund to the Humane Society as Oregon
Revised Statutes #280 prevents transfer from a special fund.

DOG CONTROL:
At this time the Commission stated that there is a new reporting and check
system for Dog Control set up in the Sheriff's Office to keep track of complaints
about dogs.
IN THE MATTER OF
GISLER APPEAL OF SUBDIVISION LETTER:
At this time the Commission referred appeal of Pat Gisler in regard to
paragraphs five and six of subdivision approval letter back to the Planning
Commission.
IN THE MATTER OF ROAD
REVIEW ADVISORY BOARD REPORT:
At this time the Commission accepted the report of the Road Review Advisory
Board on Briggs Road, Baer Road, portion of Knott Road and Southwest 23rd
Avenue.
IN THE MATTER OF
BICYCLE RACE ON CO. ROADS:
At this time the Commission tabled the decision on whether to allow a
bicycle race on county roads until March 20, 1974, at which time maps were
to be marked according to detours that would be requested.

(01-08-224) to Treasurer Personal Services, Accounting Clerk (01-19-106) as
there was unanticipated increase in workload and need of more help.
$300.00 from Tri -County Home Health Materials and Services, Equipment
Repair (01-21-214) and $34.40 from Tri -County Home Health Capitol Outlay, File
Cabinet (01-21-303) to Tri -County Home Health Materials and Services, Telephone
(01-21-202) as there was unanticipated increase in telephone rates.

APPROPRIATIONS TRANSFER WITHIN DOG LICENSE FUND:
At this time the Commission ordered that the following transfer of
appropriations within the Dog License Fund be made:
$1,590.00 from Dog License Fund Materials and Services, Extra Help
(09-56-259) and $177.50 from Refunds and Adjustments (09-56-223) to Dog License
Fund Personal Services, Extra Help (09 -56 -IOC) as increased work has made It
necessary to hire a full-time person to help the Dog Control Officer.

APPROPRIATIONS TRANSFERS WITHIN LIBRARY FUND:
At this time the Commission ordered that the following transfers of
appropriations within the Library Fund be made:
$250.00 from Library Materials and Services, Xerox Machine (05-53-241)
to Library Materials and Services, Office Supplies (05-53-201) as this account
was underbudgeted.
$25.00 from Library Materials and Services, Xerox Machine (05-53-241)
to Library Materials and Services, Janitor's Supplies (05-53-229) as there was
unanticipated increase in cost of supplies.
$153.00 from Library Materials and Services, Xerox Machine (05-53-241)
to Library Materials and Services, Repairs (05-53-224) as there were unantici-
pated expenses in repairing old building.

At this time the Commission approved the following personnel action:
Re-classified Linda Taggart on Juvenile payroll as Office Assistant at
$405.00 per month effective January 1, 1974.
Placed Wendy Larson on Family Counseling payroll as Social Service Worker 11
at $450.00 per month (part-time) effective January 21, 1974, on federally funded
program.
Placed Robert Stoehr on Building payroll at $764.00 per month effective
March 1, 1974 as he has completed probationary period.
