IN THE MATTER OF STATE PLUMBING CODE: At this time the Commission, upon the petition of the Building Official and upon unanimous recommendation at public hearing, ordered that the Oregon State Plumbing Code, known as Ordinance No. PL -7, be adopted, and that the Uniform Plumbing Code be repealed. At this time the Commission ordered that the north 60 feet of the NWZ'r SW -"L , Sec. 25, Twp. 17 S., R. 12 E., W.M. be and is hereby designated as a public way. IN THE MATTER OF PETITION ON STREET IMPROVEMENT: At this time the Commission received petition for improvement of Cody Road and Donna Lane in Codyville Tract in Sec. 33, T. 17 S., R. 13 E., W.M. It was referred to the Dept. of Public Works to begin proceedings for Special Improve- ment District. IN THE MATTER OF NEIGHBORHOOD YOUTH CORP: At this time the Commission entered into Agreement with Oregon State U. Extension, Service to provide work stations and supervision for Neighborhood Youth Corps enrollees. IN THE MATTER OF CONTRACT WITH WALDRON: At this time the Commission entered Into Contract with E. M. Waldron, Sr. to replace the Elliott Bridge C-21-1 with a structural plate arch design as called for in plans to be completed by November 23, 1973, for the amount of $4,062.50. IN THE MATTER OF AMENDMENTS TO CLASSIFICATION PLAN: At this time the Commission resolved that the Classification & Pay Plan as adopted on June 25, 1973, be amended by adding the following position classifications: Department Aide, Shelter Home Supervisor, Educational Con- sultant, Juvenile Dept. Supervisor, Engineering Technician 1, 11, 111, & IV, Caretaker, Utility Worker, Maintenance Man 1, 11, & 111, and Plan Check Technician. Class numbers and ranges for each position are specified in the attached Resolution. IN THE MATTER OF RESALE OF COUNTY -OWNED PROPERTY: WHEREAS, Deschutes County, Oregon, is the owner of the real property described in attached Order and the Board of Commissioners deems it for the best interest of said County to sell this real property: THEREFORE, BE IT ORDERED, That the Sheriff be and he hereby is authorized and directed to prepare Land Sale No. 310 to sell the real property in the manner provided by law for not less than the minimum price set opposite each tract, plus cost of advertising and recording the deed. IN THE MATTER OF FIXED ASSETS: At this time the Commission ordered that the Department Head will be held responsible for all fixed assets in his or her department, and for explanations for items not traceable, as the auditors have accepted our fixed asset system in lieu of periodic appraisals which would cost the County between $5,000 and $6,000 every two or three years, providing this system is adequately maintained. -4- va 17 PAuL 412 IN THE MATTER OF REFUNDS: At this time the Commission ordered refund to be paid to Robert L. Cox of Crown Villa Mobile Park in the amount of $52.04 for license and tax paid on mobile home for July and August, 1972. At this time the Commission ordered refund to be made to Russell A. Harrison, Redmond, in the amount of $38.72 for swimming pool which was removed in 1971. IN 'THE MATTER OF PETITION TO VACATE ROADWAYS: At this time the Commission received petition from property owners in Sunriver Properties, Inc., requesting vacation of certain roadways dedicated in the plats of Meadow Village, Overlook Park, Fairway Island, Forest Park 11 and Mountain Village East 1, and vacation of a portion of the plat of River Park in Sections 31 and 32, Township 19 South ' Range 11 East, and Sections 5 and 6 Township 20 South, Range 11 East, W.M., Deschutes County, Oregon. IN THE MATTER OF IMPROVEMENT OF QUAIL HAVEN DRIVE: Whereas, petition executed by 72% of property owners representing 80% of property fronting Quail Haven Drive was filed with Board of Commissioners, and whereas, County Engineer found project feasible and estimated cost of the improvement was sent to property owners with only one remonstrance received, the Board of Commissioners order that Quail Haven Drive, Deschutes County be improved by contract, said improvement to be with an oil mat surface 24 feet in width, with 4 foot gravel or cinder shoulders, drainage facilities as required, and that land abutting on said street improvement is subject to a lien of an assessment for the cost of said improvement. IN THE MATTER OF TRANSFER OF �PPROPRIATIONS WITHIN THE GENERAL FUND: At this time the Commission resolved that the following transfers of appropriations within the General Fund be made: $5,130.00 from Other County Contributions Operating Contingency 01-32-501 to Other County Contributions Audit 01-32-242 as audit account was under - budgeted. $1,075.00 from Jail Personal Services, Extra Help 01-13-10b to Services, Matron 01-13-10d to correct error in budget line items. Jail Personall $750.00 from Other County Contributions Operating Contingency 01-32-501 to Other County Contributions Audit 01-32-242 as audit account was under -budgeted this amount for Library Audit. $970.43 from Jail Materials and Services, Board of Prisoners 01-13-220 to Jail Materials and Services, Jai I Expense 01-13-223 as bi I I was coded in error. IN THE MATTER OF NEW TAX BASE: At this time the Commission agreed to look into the possibility Deschutes County residents approving a new tax base for the County. The Library Board agreed to help. -5- vol. 17 PAc-1 413 IN THE MATTER OF PERSONNEL ACTION: At this time the Commission approved the following personnel action: Placed Charles Whitchurch on Family Counseling payroll as Psychiatric Social Worker at $12.50 per hour effective October 1, 1973. Placed Carolyn Tweedt on Library payroll as Library Assistant at $367.00 per month effective October 1, 1973, as probationary period has been completed. Placed Bette Storm on Sheriff's payroll as Office Deputy at $460.00 per month effective October 1, 1973 as probationary period has been completed. Placed Jean Olds on District Court payroll as Office Assistant at $425.00 per month effective October 8, 1973. Placed Linda Dickson on Data Processing payroll as Keypunch Operator at $405.00 per month effective October 15, 1973. Placed Alice Ruth Reynolds on Sheriff's payroll as Accounting Clerk at $212.50 per month effective October 23, 1973. Terminated Linda Davis from District Court payroll effective October 31, 1973.
