RE: FY 2004-05 Budget Request -Assistant P anner Trainee Position
Over the last two fiscal years, Community Development has eliminated two planner
positions from the Current Planning section, in anticipation of a slow down in land use
application volume. However, in FY 02-03, we experienced a record year in
applications. We did not increase staffing levels in the FY 03-04 budget, as we did
not believe the FY 02-03 volume could be sustained. In fact, the first eight months of
FY 03-04 saw application volume decrease to a rate similar to FY 01-02.
Consequently, in the FY 04-05 proposed budget we once again did not request a
staffing increase. However, over the past three months, the volume of applications
has risen dramatically, and there does not appear to be any sign of a slowing trend.
The table below shows our monthly application volume over the past three years:

As a result of these figures and our projections, we request that an Assistant Planner
Trainee position be added to the Community Development budget for FY 2004-05.
We have experienced positive results in the past in hiring an entry level planner and
grooming them for more advanced work. In the meantime they are able to take
some of the pressure off of the rest of the planning staff by performing the less
complex land use reviews.
The cost of an Assistant Planner Trainee position is approximately $42,200, including
benefits. There exists sufficient anticipated revenue in the CDD budget next fiscal
year to fund this position.
