Miles, Mrs. Marion Poor, Barbara Harbison, Margaret Iseli, Hiltje Hubbard, Iris Ward, Arvilla Murphy, Ilene Mathisen, Bob Baum, Tom Marsh, J. H. Stetson, Dave Hoerning, Charles Plummer and Lorin Morgan were present at the morning session. IN THE MATTER OF BUILDING APPEALS BOARD: At this time the Commission, pursuant to requirements of the Uniform Building Code, Ordinance No. PL -7, did order that an Appeals Board be formed with the following members serving alternate two-year terms: Charles Topping, Art Larsen, Harold Baughman, Frank Gates and Dave Helibusch. IN THE MATTER OF SETTING DEALINE FOR COMPLETION OF BUILDINGS NOT REQUIRING BUILDING PERMITS.: At this time the Commission, upon the request of the Building Department, did order that all structures started prior to September 1, 1973, within the boundaries of Deschutes County, must be completed by December 30, 1973, or the owner must apply for a building permit prior to requesting an extension of time. IN THE MATTER OF BUILDING DEPT. TRUST FUND: At this time the Commission, upon the request of the Building Department, in order to make the one percent surcharge to the State of Oregon Department of Commerce, Building Codes Division, did order that a trust fund be set up for the Building Department, balance of the funds from this department to be deposited in the General Fund at the end of each month. -3- vet 17 PAT E 528 IN THE MATTER OF ESTABLISHMENT OF COUNTY ROADS: At this time the Commission made Resolutions of its intention to establish county roads in Deschutes County, Oregon, described as follows: '�ASPEN LANE - A strip of land fifty feet in width, being twenty-five feet on each side of the following described centerline: Beginning at the said intersection with Aspen Lane and Aspen Drive as recorded in Plat #77 Romaine Village Unit 4 in the office of the County Clerk, thence N 89'4010011 E 165.00 feet to the center of a 45 foot radius turnaround on Aspen Lane. ALPINE LANE - A strip of land fifty feet in width being twenty-five feet on each side of the following described centerline: Beginning at the said intersection of Alpine Lane and Arrowwood Drive as recorded in Plat #77 Romaine Village Unit 4 in the office of the County Clerk, thence N 34*541 E 72.03 feet; and N 0*201 E 228.08 feet to the center of a 45 foot radius turnaround on Alpine Lane. -4- IN THE MATTER OF ESTABLISHMENT OF COUNTY ROADS (Continued): vot 17 PA,,,F- 529 And it is Ordered that the County Roadmaster or his duly qualified deputy shall give notice of these Resolutions by posting true copies thereof, properly certified to as such by the County Clerk, at the place of holding County Court and also at three public places in the vicinity of said proposed roads thirty days previous to the consideration of these Resolutions by the Board of Commissioners notifying all persons concerned that said Resolutions will be considered and passed upon by this Board at a meeting on the 2nd day of January, 1974, at which time the Board will consider any objections or remonstrances which may be filed on account of said proposed roads. IN THE MATTER OF CONTRACTS WITH D. COATS: At this time the Commission entered into contract with Douglas Coats to replace the Willard Bridge D-29-1 with a laminated design as called for in the plans for the total amount of $4,638.00, to be completed by December 21, 1973. At this time the Commission entered into contract with Douglas Coats to replace the Twin Bridges B-33-2 with a structural plate arch design as called for in the plans for the total amount of $13,359.00; pipes and backfill to be in place by December 11, 1973, and bank protection to be completed by December 25, 1973. IN THE MATTER OF POLICY FOR MAINTENANCE & DEVELOPMENT OF NON -COUNTY DEDICATED ROADS: At this time the Commission, pursuant to Chapter 244, Oregon Laws, 1973 (Enrolled HB 2737) for the period commencing October 5, 1973, and upon the recommendation of the Director of Public Works, resolved and ordered that, in addition to adopting the provisions of Chapter 244, Oregon Laws, that the following policy be, and hereby is, adopted with respect to the expenditure of county highway and road funds for dedicated, but non -county, roads in the unincorporated areas of Deschutes County, to -wit: That the Board of County Commissioners hereby authorizes expenditures of county highway and road funds on non -county dedicated roads by the Director of Public Works provided: (1) A proceeding to improve the subject road to applicable county road standards as outlined by Des. Co. Subdivision Ordinance adopted Sept. 9, 1970, is undertaken pursuant to ORS 371.605 - 371.660; (2) The time for filing objections to such improvement pursuant to ORS 371.630 has expired and the Board of Commissioners has ordered the improvement to be made; (3) Such expenditures be made only for the purpose of temporarily reducing hazards on such roads until the same can be improved to applicable county road standards; Policy effective November 21, 1973. IN THE MATTER OF CONTRACT WITH BEND FENCE CO.: At this time the Commission entered into contract agreement with Bend Fence Company for approximately 163 feet of chain link fence with posts, etc., around the Courthouse parking lot for the amount of $579.00. IN THE MATTER OF TAX REFUND: At this time the Commission ordered refund be made to Emma Schmidt of Sugar Pine Restaurant, LaPine, in the amount of $59.19, as there was double assessment on property. IN THE MATTER OF BEER LICENSE: At this time the Commission approved the following liquor license: Circle K Corporation (Circle K; formerly, Thrifty Market) IDS -5- % VCL 17 FAcE 5,10 IN THE MATTER OF APPROPRIATIONS TRANSFER WITHIN MARINE PATROL FUND: At this time the Commission resolved that the following transfers of appropriations within the Marine Patrol Fund be made: $1,590.00 from Marine Patrol Materials and Services, Travel 13-61-204, to Marine Patrol Capital Outlay, Equipment 13-61-301, to cover equipment purchased and budgeted for in 1972-73 but not paid for. IN THE MATTER OF APPROPRIATIONS TRANSFER WITHIN DOG CONTROL FUND: At this time the Commission resolved that the following transfer of appropriations within the Dog Control Fund be made: $252.04 from Dog Control Materials and Services, Unappropriated Balance 09-56-224, to Dog Control Personal Services, Hospital Insurance 09-56-10F, as at budget time amount of insurance included in Dog Control Budget was only enough to carry the Dog Control Officer and not his dependents. IN THE MATTER OF APPROPRIATIONS TRANSFERS WITHIN THE GENERAL FUND: At this time the Commission resolved that the following transfers of appropriations within the General Fund be made: $1,000.00 from Clerk Materials and Services, Microfilm Supplies 01-05-220 to Clerk Materials and Services, Office Supplies 01-05-201 as large books for Clerk's office are costing more than anticipated. $1,000.00 from Planning Materials and Services, Travel 01-07-204 to Planning Materials and Services, Office Supplies 01-07-201, as supplies are costing more to set up Building Dept. than anticipated. $1,200.00 from Planning Materials and Services, Travel 01-07-204 to Planning Materials and Services, Printing and Duplicating 01-07-212 as printing and publication costs are higher than anticipated. IN THE MATTER OF APPROPRIATIONS TRANSFER WITHIN THE ROAD DEPT. FUND: At this time the Commission resolved that the following transfer of appropriations within the Road Fund be made: $2,000.00 from Road Department Materials and Services, Partic. to Cities 02-50-237 to Road Department Materials and Services, F.A.S. Match. Fund 02-50-235 due to increase in F.A.S. bridge expenditures. IN THE MATTER OF CONTRACT WITH D. COATS:_ At this time the Commission entered into contract with Douglas Coats to replace Negus Bridge #1, C-59-1, with a concrete structure as called for in the plans for the total amount of $8,935.00 to be completed by January 4, 1974. IN THE MATTER OF PERSONNEL ACTION: At this time the Commission approved the following personnel action: Placed Richard Anderson on J -J Boy's Ranch payroll as Group Life Supervisor at $3.63 per hour ($200.00 per month) effective October 21, 1973. Placed Bonita Fiala on Road Dept. payroll as Office Associate at $425.00 per month as she has completed her probationary period, effective November 1, 1973. Terminated Delevan Simons from Road Dept. payroll effective November 1, 1973. Terminated Mary Hitney from Library payroll effective November 30, 1973. Placed Billie Sue Crowell on Tax Dept. payroll as Accounting Clerk at $425.00 per month, effective December 1, 1973, as she has completed her probationary period. Placed Richard Craiger on Planning Dept. payroll as Assistant Planner at $660.00 per month, effective December 1, 1973. cm IN THE MATTER OF REFUND OF TAXES: va I 7PACE5,31 At this time the Commission ordered F. C. Sholes as Tax Collector to make the following refund of taxes: M. R. Mountz Double Payment of Taxes $118.08 IN THE MATTER OF REVENUE SHARING HEARING: On Wednesday, November 21, 1973, Public Hearing was held on Revenue Sharing Funds. It was decided that funds should be appropriated as follows: Parking Lot $35,000.00, Remodeling Courthouse $20,000-00, Building Department Cars $15,000.00, Assessor's Cars $7,000.00, Furniture $7,500.00, Senior Citizens Bus $2,000.00 and remaining balance for future building.
