IN THE MATTER OF CHAIRMAN OF COMMISSION: At this time Commissioner W. F. Schinkel nominated Commissioner Albert Young to be Chairman of the Commission for 1974 and Commissioner Joe Peden seconded the nomination. Commissioner Young accepted the nomination and will be Chairman of the Board of Commissioners for 1974. IN THE MATTER OF DESIGNATION OF NEWSPAPERS FOR 1974: At this time the Commission designated the Redmond Spokesman and Bend Bulletin as official newspapers for Deschutes County for 1974. The Bulletin was designated the official paper for Real Property Foreclosures. At this time the Commission re -appointed Don Williams to the Assessor's Board of Review for a two-year term expiring August, 1975. IN THE MATTER OF NOTICE TO HETU: At this time the Commission extended the date that Harold Hetu is to appear before the Deschutes County Board to January 16, 1974, so the Planning Director could make inspection as he was ordered responsible for administering the Nuisance Abatement portion of the Deschutes County Solid Waste Ordinance CG -4. -3- VOL 17 PAcE 642 IN THE MATTER OF DEEDS GRANTED: At this time the Commission conveyed the following Deschutes County deeds: To Charles D. IN THE MATTER OF CONSERVATION OF ENERGY: At this time the Commission ordered that there will be no evening meetings except necessary Courthouse related business and hearings in the Courthouse or annex conference rooms after February 1, 1974, as it has become necessary to conserve on energy. IN THE MATTER OF CONTRACT WITH D. COATS: At this time the Commission entered into contract with Douglas Coats to replace two structures on Bear Creek Road with new structures as per plans for contract price of $10,909.00; completion dates to be February 4, 1974, for bridge #3 and February 15, 1974, for bridge #1. IN THE MATTER OF NOTICE OF PUBLIC HEARING: At this time the Commission gave notice of Public Hearing to be held at 10:00 a.m. on February 6, 1974, on a supplemental budget for fiscal year July 1, 1973, to June 30, 1974. IN THE MATTER OF GRAZING LEASE WITH PREWITT: At this time the Commission granted grazing lease to William S. Prewitt on property described as NE4 SE4 and Sj SEk of Sec. 21, Twp. 17 S., R. 13 E., W.M. (120 acres) for the amount of $24.00 per year; term of lease to be from January 1, 1974, to January 1, 1979. IN THE MATTER OF LONG-TERM LEASE WITH PREWITT: At this time the Commission entered into long-term lease with William S. Prewitt on property described as N'2 NE4, SE14 NE4 and NW14 SE', of Sec. 21, Twp. 17S. R. 13 E., W.M.; term of lease from January 1, 1974 through December 31, 1986. Tenant shall pay rent of $984.96 for first year and the current tax assessment each year thereafter. Tenant shall enter into long-term range improvement contract with U.S. Dept. of Agriculture to control brush, drill and seed crested wheat grass for improvement on land. -4- VOL 17 PACE643 IN THE MATTER OF TENANCY AGREEMENT: At this time the Commission entered into Tenancy Agreement with Crook - Deschutes Council on Alcoholism, Inc. For consideration of one dollar, use and possession of the residence located at 153 Lafayette Street, Bend, Oregon, was granted to Crook -Deschutes Council on Alcoholism, Inc., to be used for an alcohol detoxification center. IN THE MATTER OF CONTRACT WITH DEPT. OF ENVIRONMENTAL _Q�LALITY: At this time the Commission entered into contract with the Oregon Department of Environmental Quality concerning the processing of applications, evaluation of plans, issuance of permits, rules and hearings on subsurface sewage disposal systems within the County. IN THE MATTER OF HEALTH AGREEMENT WITH STATE OF OREGON: At this time the Commission entered into agreement with the State of Oregon through the Administrator of the State Health Division concerning the fee schedule for and inspection of Food Service Facilities, Recreation and Housing Facilities and Swimming Pool Facilities. IN THE MATTER OF HEARING ON ESTABLISHMENT OF ROADS: The Commission, on January 2, 1974, held a Hearing on the establishment of 'MAHOGANY STREET,'�-WOOD LANE, ARROWWOOD DRIVE,vCINDER LANE ' <DUKE LANE,"ARROW LANE, ASPEN DRIVE, -ASPEN LANE,ALPINE LANE, ANDALPINE DRIVE, and beings there were objections as the roads were not completed to County standards, orders to establish the roads were deferred until such time that roads were brought up to County standards. Legal descriptions of above roads are recorded in Commission Minutes dated November 21, 1973. IN THE MATTER OF APPROPRIATIONS TRANSFERS WITHIN THE GENERAL FUND: At this time the Commission ordered that the following transfers of appropriations within the General Fund be made: $27.50 from District Attorney Personal Services 01 -11 -IOC to District Attorney Materials and Services, Professional Services 01-11-218 as extra secretarial help was needed. $5,000.00 from Assessor Personal Services, Sr. Property Appraisers 01 -02 -IOM to Jail Materials and Services, Board of Prisoners 01-13-220, as money for feeding prisoners was underbudgeted. $10.51 from District Attorney Materials and Services, Convention 01-11-205, to District Attorney Materials and Services, Crime Investigation 01-11-220, as Transfer #58 overexpended the funds in Crime Investigation. $2,160.53 from County Clerk Personal Services, Extra Hire 01-05-IOF to County Clerk Elections Personal Services, Election Deputy 01-06-IOA to pay Election Deputy. $1,000.00 from Abundant Food Materials and Services, Food Cost 01-01-221, to Abundant Food Personal Services, Stores Clerk 01 -01 -IOD as Stores Clerk was underbudgeted. $500.00 from Abundant Food Personal Services, Sr. Stores Clerk 01-01-IOB to Abundant Food Materials and Services, Extra Help 01-01-259 as extra help was underbudgeted. $1,694.68 from Courthouse Materials and Services, Equipment Repair and Maintenance 01-10-214, to Other County Contributions Personal Services, State Industrial Accident 01-32-10C, as SAIF was underbudgeted due to unanticipated increases. -5- IN THE MATTER OF APPROPRIATIONS VOL 17 PAcE 644 TRANSFER WITHIN THE WATER HEMLOCK FUND: At this time the Commission ordered that the following transfer of appropriations within the Water Hemlock Fund be made: $10.52 from Water Hemlock Materials and Services, Office Supplies 16-64-201, to Water Hemlock Personal Services, Payroll Taxes 16-64-10B, as payroll taxes were underbudgeted. IN THE MATTER OF REFUND OF TAXES: At this time the Commission ordered F. C. Goulding Double Payment of Taxes 152.48 IN THE MATTER OF PERSONNEL ACTION: At this time the Commission approved the following personnel action: Placed Ramona Walton on the Sheriff's payroll as Office Assistant at $425.00 per month as she has completed her six-month probationary period, effective December 19, 1973. Placed Bettie Long on Sheriff's payroll as Office Deputy at $460.00 per month effective December 26, 1973. Terminated Inez Donahue from Tax Dept. payroll effective December 31, 197,3. Placed James Michaelis on Courthouse payroll as Maintenance Repairman at $570.00 per month effective January 1, 1974, as he was re-classified. Terminated Karl Toivonen from J -J Boys' Ranch payroll effective December 31, 1973. Terminated Melba Toivonen from J -J Boys' Ranch payroll effective December 31, 1973. Placed Gary Nelson on J -J Boys' Ranch payroll as Night Supervisor -Cook at $400.00 per month effective January 1, 1974. .
