R E S O L U T I O N
WHEREAS, The Deschutes National Forest during the past several
years has adopted a policy of constructing and reconstructing timber sale
roads to a standard which, in the opinion of the Board of County Commis-
sioners and knowledgeable men of the logging industry, cannot be justified
for the sole purpose of harvesting timber, and
WHEREAS, much of this road development has been done through
operator credits at the expense of forest receipts to the county, and
WHEREAS, timber is the only forest resource presently paying
for road development needed for its management, all other resource develop-
ment being totally financed by appropriated monies,
NOW THEREFORE, BE IT RESOLVED That we endorse the following
policy relative to financing the development of timber access and sale
roads:
In any area served by existing mainhaul, secondary, and spur
roads, over which system previous timber sale volumes in said area have
been hauled economically and to the satisfaction of the timber purchasers,
assessments against stumpage for road purposes in subsequent sales will
be limited to:
(1) Ordinary maintenance of roads used during the sale, and
(2) Surface replacement equal to the weardown due to harvesting
the immediate sale.
Any and all new road construction or reconstruction which raises
the standard of existing roads shall be the responsibility of the U. S.
Forest Service and shall be financed by appropriated monies.
In road development for initial cut of timbered areas, the
prudent operator concept shall be rigidly adhered to in determining
standards and systems.
