IN THE MATTER OF AMMENDMENT OF REGULATIONS AND PROCEDURES OF EMPLOYEE REPRESENTATION: At this time the Commission Ordered the following Article be added to the Order of August 5, 1970, Establishing Regulations and Procedures of Employee Representation: Article XI CONTRACTS - The negotiations on any contract with an employee organization must be completed and a final contract in the hands of the Board of Commissioners by March I, of any year in order to be considered in the following fiscal year's budget. Contracts entered into after March I, will not be effective until July of the following year. IN THE MATTER OF REFUND PARCEL #I, LAND SALE #306: At this time the Commission Ordered a refund be made to Ralph K. Thomas in the amount of $250 from the County Treasurer and $30.79 from the County Clerk for Parcel #I, Land Sale #306 sold to Mr. Thomas in error. IN THE MATTER OF PERMISSION TO INSTALL REPEATER: At this time the Commission notified the FCC that permission is granted to Central Oregon Radio Amateurs to install a repeater at the county's radio and antenna site on Awbrey Butte, to be operated on a non-interference basis on the frequencies 146.34 and 146.94 MHz. IN THE MATTER OF SHARING OF 1972-73 FOREST RECEIPTS WITH CITIES: At Redmond, $500,000 this time the Commission agreed to share with the cities of Bend, and Sisters the portion of the 1972-73 Forest receipts in excess of on the following scale: $500,000 - $550,000 500,000 - 600,000 500,000 - 650,000 500,000 - 700,000 500,000 - 750,000 IN THE MATTER OF CALL FOR BIDS: 100% of the excess 50% of the excess 40% of the excess 45% of the excess 50% of the excess At this time the Commission issued a call for sealed bids on the following property: one 30 KW generator, serial #361A42560 -N62 (7554) SN4005-62; and one 30 KW generator, serial #SN74B493950. Bid opening, 10 AM, March 15, 1972. IN THE MATTER OF REFUND OF TAXES: At this time the Commission Ordered F. C. (Gino) Gino's Pumphouse Tavern RMBC Terrebonne, Oregon IN THE MATTER OF PURCHASE AGREEMENT: At this time the Commission entered into three agreements with Vernon B. Geil and Mildred S. Geil for the following described real properties situate in Deschutes County, Oregon, to -wit: #1 That portion of SEkSWj Sec. 21, Twp. 16 S., R. 12 E.,W.M. lying West of old Dalles-California Hwy., less Southerly 30' for road purposes. 37.2 acres more or less. for the sum of $28,000.00 to be paid in the following manner: $2,800.00 in cash, and the balance in 10 equal, annual payments of $3,587.98 each including interest at 7%. #2 SWkSWk Sec. 18, Twp. 18 S., R. 13 E.,W.M. less Westerly 30' and Southerly 30' for road purposes. 40 acres more or less. for the sum of $22,900.00 to be paid in the following manner: $2,290.00 in cash and the balance in IO equal, annual payments of $2,934.45 each including interest at 7%. #3 SEkSWk Sec. 18, Twp. 18 S., R. 13 E.,W.M. less Southerly 30' for road purposes. 38.2 acres more or less. for the sum of $24,000.00 to be paid in the following manner: $2,410.00 in cash, and the balance in 10 equal, annual payments of $3,088.22 each including interest at 7%. IN THE MATTER OF RESOLUTIONS TO ESTABLISH COUNTY ROADS: At this time the Commission made Resolutions of its intention to establish county roads in Deschutes County, Oregon, described as follows: BONNIE ROAD - A strip of land for roadway 50' in width, being 25' on each side of a centerline described as follows: Beginning at a point in the centerline of the William Foss County Road, which point is S 0027' W. 202.621; thence N 89053' W, 325.60' from the center of NW14 of Sec. 14, T. 22 S., R. 10 E.W.M. and running thence. S 0026' W, 1067.22' to a point in the center of the Finley Butte Road N 0027' E, 60.06' and thence N 89025' W, 325.40' from the Bronze Cap 1/16 corner at SE corner SWkNW$ Seca 14, T. 22 S., R. 10 E.W.M. known as Bonnie Road. CHEROKEE LANE - All that portion of Cherokee Lane whose right-of-way is 501, being 25' each side of centerline and being incorporated within the platted subdivision referred to as Rimrock Village, as platted according to the official plat thereof, on file in the office of the County Clerk. CHEYENNE ROAD - All that portion of Cheyenne Road whose right-of-way is 501, being 25' each side of centerline and being incorporated within the platted subdivision referred to as Rimrock Village, as platted according to the official plat thereof, on file in the office of the County Clerk. ROAD 3191 - A strip of land for a roadway 60' in width, being 30' on each side of a centerline described as follows: Beginning at the corner common to Sections 10 -II -14-15 of T. 22 S., R. 10 E.W.M. and running thence on the Section line N 0000110" E, 1326.01. And it is ordered that the County Roadmaster or his duly qualified deputy shall give notice of these Resolutions by posting true copies thereof, properly certified to as such by the County Clerk, at the place of holding County Court and also at three public places in the vicinity of said proposed roads 30 days previous to the consideration of these Resolutions by the Board of Commissioners notifying all persons concerned that said Resolutions will be considered and passed upon by this Board at a meeting on the 5th day of April, 1972, at which time the Board will consider any objections or remonstrances which may be filed on account of said proposed roads. IN THE MATTER OF PERSONNEL ACTION: At this time the Commission approved the request of Eric F. Larson to place Thomas M. DelNero on the payroll of the J -J Boys Ranch as a Counselor at a salary of $599 per month effective March 8, 1972. At this time the Commission approved the request of Eric F. Larson to place Jerry Wayne Smith on the payroll of the J -J Boys Ranch as a Night Super- visor at a salary of $151 per month effective March 1, 1972. At this time the Commission Ordered a correction of the Order dated February 2, 1972 increasing the salary of Jay E. Langley, Sanitarian 1. The salary increase shall be $693 per month effective March I, 1972. At this time the Commission approved the request of Charles Plummer to promote Keith Palmer to Engineering Technician III at a salary of $728 effective January 1, 1972. At this time the Commission approved the termination of Richard Winkle from the Library effective March 15, 1972. At this time the Commission approved the request of N. J. Donat to increas the salary of Doris Knighten to $367 per month effective March 20, 1972; her six -months probationary period being completed that date. At this time the Commission approved the request of F. C. Sholes to place Ivan Wilson Compton of the payroll of the Jail as a Jailer at a salary of $517.00 per month effective February 28, 1972. -5- There being no further business, Commission session was adjourned.
