IN THE MATTER OF BID OPENING: At this time the bid opening was conducted by County Clerk, Rosemary Patterson for the two generators offered by Emergency Services. Thomas J. Stear submitted the only bid - $100 for 30 KW generator, serial #SN74B493950. IN THE MATTER OF PURCHASE AGREEMENTS: At this time the Commission entered into an agreement with Robert L. and Joyce E. Coats for the following real property situate in Deschutes County, Oregon, to -wit: That portion of SE4NW4 Sec. 6, Twp. 17 S., Range 12 E.,W.M. lying S. of Reservoir Mkt. Road. Reserving unto Deschutes County all mineral and gravel rights pending adoption of zoning regulations on land. 30.68 acres more or less. for the sum of $16,000.00 to be paid in the following manner: $5,333.33 in cash, and the balance in two equal, annual payments of $5,899.70 each including interest at 7%. At this time the Commission entered into an agreement with Vernon B. and Mildred S. At this time the Commission entered into three agreements with Donald H. IN THE MATTER OF AMMENDMENT OF AGREEMENT: At this time the Commission entered into an Agreement ammendment with Pika, Inc. to permit Pika, Inc. to delay for 120 days, from February 19, 1972, the annual payment in the amount of $6,505.16 due on Lands Time Purchase Agree- ment entered into between these parties on February 19, 1971. Pika, Inc. further agrees to pay interest at the annual rate of 8% from February 20, 1972, until the annual payment is paid, this being in addition to the interest pro- vided for in the Lands Time Purchase Agreement. IN THE MATTER OF LAND USE AGREEMENT: At this time the Commission entered into a one-year Land Use Agreement with the Oregon State Police for the EjSW4 Sec. 14, Twp. 15 S., R. 13 EWM. These premises to be used as a firearms range for Police Training purposes. IN THE MATTER OF DEDICATION OF PUBLIC WAY: At this time the Commission Ordered that the Easterly 30' of EINE4, and the Easterly 30' of NE4SE4, Sec. 15; and the Westerly 30' of WINW4, and the Westerly 30' and Southerly 60' of NW4SW4, Sec. 14, Twp. 18 S., R. 12 EWM be and is hereby designated as a public way. IN THE MATTER OF LEASES ON COUNTY -OWNED LANDS: At this time the Commission Craft, Inc. for SW4 Sec. 28, Twp. for operation of a turkey farm. At this time the Commission Campbell for SjSW4 Sec. I, S4SW4 R. II EWM. IN THE MATTER OF DISBURSEMENT OF LAND $ WATER FUNDS: entered into a Lease agreement with Smoke - 15 S., R. 13 EWM. These premises to be used entered into a grazing lease with Carl Sec. 2, and NW4, NE4NE4 Sec. II, Twp. 16 S., At this time the Commission Ordered the Co. Treasurer make payable to the City of Bend, Parks and Recreation Dept. a warrant in the amount of $4,800 for costs incurred in developing Phase 3 of Columbia Park. IN THE MATTER OF PERSONNEL ACTION: At this time the Commission approved the request of Russell Reeck to place Mary Ellen Church on the payroll of the COIC as a secretary at a salary of $385 per month effective March 15, 1972. At this time the Commission approved the request of Judge John M. Copen- haver to place E. Alberta DeWeese on the payroll of the Circuit Court as a Secretary 2 at a salary of $405 per month effective March 15, 1972. At this time the Commission approved the request of Lorin Morgan to place Brent Linder on the payroll of the Planning Dept. as a Draftsman at a salary of $570 per month effective March 13, 1972. At this time the Commission Ordered that David C. Hoerning be placed on vqt 15 t,ir 416 the Road Dept. payroll as a Director of Public Works at a salary of $1,341 per month effective April 1, 1972. At this time the Commission approved the request of Eric F. Larson to reclassify James L. Clark to a Weekend Relief at the J -J Boy's Ranch at a salary of $100 per weekend effective March, 1972. At this time the Commission approved the termination of Robert Carman from the Solid Waste Department effective March 14, 1972. At this tim a the Commission approved the request of Richard Tuffli to place JoAnne Cordis on the Library payroll as a Library Clerk at a salary of $349 per month effective March 16, 1972. At this time the Commission approved the termination of Vivian Miller from the Library effective April 5, 1972 inclusive. At this time the Commission approved the request of Richard Tuffli to place Sara J. Toubman on the Library payroll as a Library Clerk at a salary of $310 per month effective April 6, 1972. IN THE MATTER OF APPOINTMENTS: At this time the Commission made the following appointments: Director of Public Works - David C. Hoerning Roadmaster - Charles L. IN THE MATTER OF PERMITS TO INSTALL PIPELINES: At this time the Commission a pipeline on or across Deschutes At this time the Commission install an 8" cast iron water pipe IN THE MATTER OF PERMITS GRANTED: granted a permit to County right-of-way. granted a permit to line in Wells Acres J. D. Jackson to install the City of Bend to Road. At this time the Commission granted permit #R078453, #20173, #78679, and #78770 to Pacific Northwest Bell to install buried cable on or across Deschutes County right-of-way. IN THE MATTER OF CALL FOR BIDS: At this time the Commission issued a call for sealed bids on the following Road Department property: 2 Chevrolet Carryalls, 1951 Models; 1 1967 Olds. Sedan; 1 1952 Flat Bed Truck with Dump Body Hoist; 1 1959 GMC Dump Truck; -7- Vol_ 1.5 PACE 417 1 1967 Chevrolet 4 -Door Sedan; and 1 1955 International Spray Truck. All units to be sold as is. Bid opening - 10 A.M. April 17, 1972. IN THE MATTER OF CLASSIFICATION OF FOREST LANDS: At this time the Commission, upon the recommendation of the Planning Commission and the State Forestry Department, agreed to adopt an order for the classification of all forest lands in Deschutes County, and to appoint a three- man committee to assist in this classification. Appointed were: Marvin Young, public member; T. S. Young, private timber interests; and Omar Moffit, grazing interests. There being no furthur business, Commission session was adjourned.
