Deschutes County Board of Commissioners 1130 NW Harriman St., Bend, OR 97701-1947 (541) 388-6570 - Fax (541) 388-4752 - www.deschutes.org MINUTES OF MEETING LOCAL PUBLIC SAFETY COORDINATING COUNCIL MONDAY, JUNE 79 2004 Judge Stephen Tiktin's Jury Room 1100 NW Bond St., Bend Present were Commissioner Tom DeWolf,• Mike Maier, County Administrator; Judge Stephen Tiktin; Sheriff Les Stiles; Becky Jackson, Adult Parole & Probation; Gary Smith, Mental Health Department; Citizen Member Jack Blum; Judge Michael Sullivan; and Ron Nelson, Oregon State Police. Also in attendance were Bob Smith of the KIDS Center; Scott Johnson, Commission on Children & Families; Jacques DeKalb, Criminal Defense Attorney; District Attorney Michael Dugan; Jenny Scanlon, Juvenile Community Justice; and Ernie Mazorol, Courts. No representatives of the media or other citizens were present. 1. Call to Order. The meeting was called to order at 3:30 p.m. 2. Approval of the April 5, 2004 Meeting Minutes. The minutes were unanimously approved as written. 3. Discussion of Parole & Probation Department Budget and Changes Effective on July 1, 2004. Becky Jackson explained that beginning on July 5 her department would return to a five-day work week. Minutes of LPSCC Meeting Monday, June 7, 2004 Page 1 of 3 Pages As of July 1, Parole & Probation will be contracting for offender treatment for substance abuse problems. Representatives of the department are currently evaluating proposals and should make a selection within thirty days. This will be an intensive outpatient program for approximately thirty high-risk offenders per month, at a cost of about $30,000 per year. Ms. Jackson and Gary Smith will discuss the possibility of County Mental Health providing or coordinating some of these services. Per Ms. Jackson, the Department of Corrections does not consider an offender's sentence served if he or she is matrixed out. There may be a way for the Judges to help with solutions to this problem. Ms. Jackson will provide some language for the Judges to consider. In regard to the matrix system, Ms. Jackson also stated that in her opinion everyone should be evaluated equally, with no preferences given to 1145 inmates. 4. Discussion of Housing 18 -Year Old Offenders in the Jefferson County Jail. Jenny Scanlon gave a brief overview of the impact of SB 19. Deschutes County Juvenile Justice has to handle from five to eight 18 -year old individuals per year. Jefferson County has agreed to house these individuals on a contract basis at $65 per day per individual; both counties have already signed the intergovernmental agreement. This cost is substantially less than it would cost Deschutes County to house these offenders. 5. Update on the Passage of the Sheriffs Levy. Sheriff Stiles said that even with the passage of the levy, there would be a gradual decline in the level of services provide. The funding is flat and growth will outpace the department's ability to provide all required services. Minutes of LPSCC Meeting Monday, June 7, 2004 Page 2 of 3 Pages 6. Update on the Formation of a "Blue Ribbon" Committee to Address Permanent Funding for Sheriffs Services. Sheriff Stiles stated that it is important for this committee to be established as soon as possible. Commissioner DeWolf explained that many applications have been received and will need to be reviewed to bring the number of participants down to a workable level of perhaps 11 or 13 individuals. It was decided that the members of LPSCC should review a draft of the stated mission and parameters of the work to be done by this committee.
