At this time the Commission noted that Charles Plummer, Ralph Meeker,

CHAIRMAN OF COMMISSION:
At this time Commissioner McCann nominated Commissioner Peden to be
Chairman. Commissioner Peden accepted the nomination and will be Chairman
of the Board of Commissioners for 1972.
IN THE MATTER OF DESIGNATION
OF NEWSPAPERS FOR 1972:
At this time the Commission designated the Redmond Spokesman and Bend
Bulletin as official newspapers for Deschutes County for 1972.

APPOINTMENTS FOR 1972:
At this time the Commission made the following appointments for 1972:

The Solid Waste Advisory Committee and Ex -Officio members were reappoint-
ed with the addition of Kent Ashbaker replacing Hal Puddy.
IN THE MATTER OF
APPOINTMENTS TO BOARDS:
At this time the Commission appointed Don Miltenberger to the Deschutes
County Fair Board to serve a 3 -year term expiring January I, 1975.
At this time the Commission appointed Marilyn Russell to the Deschutes
County Library Committee to serve a 4 -year term expiring January I, 1976.
At this time the Commission reappointed E. C. Gothard as a Commissioner
for Special Road District #1 to serve a 3 -year term expiring January I, 1974.

IN THE MATTER OF
R/W EASEMENT:
At this time the Commission granted a 99 -year easement to Pacific Power
& Light Company to install transmission lines over county -owned lands as
follows: All in Township 17 S., Range 12 E.,W.M.
A strip of land 110' in width, paralleling to, and joining the
P.P.&L. transmission line on the West thru the WI of the NE4
of Section 24 and the SW4 of the SE4 of Section 24 and thru the
WI of the NE4 of Section 25; in consideration of $4,758.33.
A strip of land 27' in width adjoining and parallel to the South
R/W line of the Butler Mkt. Rd. 930' in length Easterly from the
NW corner of the NWµ of the NE4 of Section 24; in consideration of
$187.53.
IN THE MATTER OF LEASES
ON COUNTY -OWNED LANDS:
At this time the Commission entered into a lease with Phillip A. Dahl
dba Cinder Butte Rock Products for the purpose of quarrying and removing
gravel from county -owned land to -wit: the SI of the NWµ of Sec. 16, T. 15 S.,
R. II E.,W.M. Cinder Butte Rock Products agrees to pay the county a royalty
of 20d per cubic yard for all materials dug on said premises, less the earth
overburder. Said lease shall be for a term of five years commencing January I,
1972, and ending December 31, 1976, and is subject to renewal for an additional
period of five years at a renegotiated royalty price.
At this time the Commission entered into a grazing lease with Melvin
Jacobson for the EINW4NE4, SINEµ, NE4SE4, SISE4 of Sec. 24, T. 17 S., R. 12 EWM.
At this time the Commission entered into a grazing lease with R. L.
for the SISW4, SW4SE4 Sec. 14; SISE4 Sec. 15; SE4 Sec. 22; WINE4, SE4NE4
23 all in T. 19 S., R. 16 EWM, and the NE4, NE4NW4, SEµSW4, NISW4, WISE -41,
SE4SE4 of Sec. 16, T. 20 S., R. 16 EWM.

At this time the Commission entered into a grazing lease with James H.
Casper for the NW4NE4 of Sec. 15, T. 15 S., R. 13 EWM.
IN THE MATTER OF RESALE
OF COUNTY -OWNED PROPERTY:
WHEREAS, Deschutes County, Oregon is the owner of the real property
described (see attached) and the Board of County Commissioners deems it for
the best interest of said County to sell this real property:
THEREFORE, BE IT ORDERED, That the Sheriff be and he hereby is, authori-
zed and directed to prepare Land Sale No. 306 to sell the real property in
the manner provided by law for not less than the minimum price set opposite
each tract, plus cost of advertising and recording the deed.
IN THE MATTER OF
SNOW REMOVAL:
At this time the Commission ammended the Order of December 23, 1971
authorizing snow plowing on only those county roads for which there is proof
of acceptance by the Board of Commissioners or the prior County Courts to
include portions of the following roads: Finley Butte, 1.3 miles; Bonny Way
0.2 miles; Evans Way 0.2 miles; Hinkel Way 0.2 miles; Main St. 0.2 miles;
Ist St. 0.1 miles; Morson St. 0.65 miles; Rd. #3191, 0.2 miles; Day Rd. 0.5
miles approximately; Lechner Lane 0.3 miles.

REFUND OF TAXES:
At this time the Commission ordered F. C. Sholes, Tax Collector to make

CONSTRUCTING ACCESSES:
At this time the Commission granted a permit to Arland C. Sanborn to
construct an access on or across Deschutes County right-of-way.
At this time the Commission granted a permit to Marshall Slocum to
construct an access on or across Deschutes County right-of-way.
IN THE MATTER OF
INSTALLING PIPELINES:
At this time the Commission granted to Pacific Gas Transmission Company
permit #'s O -DE -37H, O -DE -38H, O -DE -39H, O -DE -40H, O -DE -42H, O -DE -45H, O -DE -58H,
O -DE -61H, O -DE -62H, O -DE -63H, O -DE -64H, O -DE -68H, to install 36" steel pipe-
lines on or across Deschutes County right=-of-way.
IN THE MATTER OF
PERSONNEL ACTION:
At this time the Commission approved the request of Dr. David Spence
to place Catherine Holmes on the Health Department payroll as a Clerk -Typist 2
at a salary of $220.20 per month -three days a week effective January 12, 1972.
At this time the Commission approved the request of Charles Plummer to
increase the salary of Kenneth Cerotsky, Engineer, to $842 per month effective
January I, 1972; his six -months probationary period being completed that date.
At this time the Commission authorized tuition fees in the amount of $30
each for K. Cerotsky, K. Palmer, and D. Knauer to attend a class in surveying.
IN THE MATTER OF
DUTCH STOVER PARK:
At this time the Commission entered into an agreement through the State
Parks Division with B.O.R. for phase II development of Dutch Stover Park for
the City of Bend.
