2004-1055-Resolution No. 2004-093 Recorded 8/5/2004REVIEWED LEGAL COUNSEL DESCHUTES COUNTY CLERK �+u NANCY20A-1055 COMMISSIONERS' JOURNAL Qg/05/2004 OZ' 35 M PM 2004-1055 For Recording Stamp Only BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution In the Matter of Community Wildfire Protection Plans (CWPP) after the enactment of the * RESOLUTION NO. 2004-093 Healthy Forest Restoration Act (HFRA) of 2003. WHEREAS, Congress enacted the Healthy Forest Restoration Act ("HFRA") in 2003 that provides statutory incentives for the United States Forest Service (FS) and Bureau of Land Management (BLM) to give consideration to the priorities of local communities as they develop and implement forest management and hazardous fuels reduction projects; and WHEREAS, in order for communities to take full advantage of this new opportunity, it must first prepare a Community Wildfire Protection Plan ("CWPP"); and WHEREAS, the HFRA provides considerable flexibility for communities to determine the substance and detail of the plans and procedures they use to develop CWPP; and WHEREAS, because the HFRA is general in nature, some communities may benefit from assistance on how to prepare a CWPP; and WHEREAS, completion of a quality CWPP is a pre -requisite for communities to compete for federal funds to accomplish hazardous fuels reduction on private lands; and WHEREAS, the Society of American Foresters, National Association of Counties and the National Association of State Foresters have developed A Handbook for Wildland-Urban Interface Communities ("Handbook") intended to provide communities with a concise, step-by-step guide to use in developing a CWPP; and WHEREAS, these recommendations from the Handbook carefully conform to both the spirit and the letter of the HFRA; and WHEREAS, the HFRA requires that the applicable local governments must mutually agree to the final contents of a CWPP with the local fire department(s) and the state entity responsible for forest management; now therefore: BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. Deschutes County hereby accepts the recommendations from the Handbook as minimum standards for the development of a CWPP for Deschutes County. Resolution No. 2004-093 Section 2. All future CWPP developed in Deschutes County will be required to meet these standards prior to endorsement by the Deschutes County Commissioners. DATED this 7 day of '2004.
