IN THE MATTER OF
SUPERVISING SANITARIAN:
The Commission at this time recommended John Glover be appointed as
Supervising Sanitarian of Deschutes County, effective as of August 1, 1970,
at a salary of $846.00 per month; and at the same time the Commission accepted
the resignation of Ron Anderson, the present Supervising Sanitarian, as of
August 1, 1970.
IN THE MATTER OF
SECRETARY IN THE
SHERIFF'S DEPARTMENT:
At this time the Commission, upon the recommendation of Sheriff F. C.
$holes, ordered the Clerk to place the name of Joyce Green as part-time Secre-
tary in the Sheriff's Department, at a salary of $150.00 per month, effective
July 14, 1970.
IN THE MATTER OF
SECRETARY FOR
DISTRICT ATTORNEY:
The Commission at this time ordered the Clerk to place the name of
Mona Pruitt on the payroll, effective August 1, 1970, as Secretary for the
District Attorney, at a salary of $464.00 per month.
IN THE MATTER OF
AGREEMENT FOR
DEPUTY WATERMASTER:
The Commission at this time made an Agreement with the Jefferson County
Court, the Crook County Court and the Klamath County Court, respectively, to
the terms of employment of the Deputy Watermaster, District No. 11, primarily
for the convenience of compensation for said Deputy Watermaster in said Water
District, effective July 1, 1970 until June 30, 1971, unless terminated by
mutual agreement of all parties concerned in Water District No. 11.
IN THE MATTER OF
ANNEXATION TO THE
DESCHUTES COUNTY RURAL
FIRE PROTECTION
DISTRICT #1:
At this time the Commission, upon a Resolution of the Board of Directors
of Deschutes County Rural Fire Protection District #1, ordered the annexation
to said rural fire protection district certain real properties.
IN THE MATTER OF
TRI -COUNTY HOME
HEALTH AGENCY:
At this time the Commission resolved that the Tri -County Home Health
Agency as provider of Home health services in Deschutes County and to render
services by contract to Crook and Jefferson Counties, beginning July 1, 1970.
IN THE MATTER OF
AGREEMENT WITH DESCHUTES
COUNTY FAIR ASSOCIATION:
At this time the Commission for and on behalf of the Deschutes County
Road Department entered into an Agreement with the Deschutes County Fair
Association for the remodeling of an existing building, formerly known as the
State Highway Building, on Blocks 71 and 72, Redmond Second Addition, Deschutes
County, Oregon. Further it is mutually agreed that the Deschutes County Fair
Association shall have an option to purchase within five (5) years from the
final payment on this contract, all or part of Block 71 and 72 of Redmond
Second Addition, Redmond, Oregon, according to the official plat thereof on
file with the Clerk of Deschutes County, Oregon, except the easterly 87 feet.

PERMIT TO HAUL LOGS
OVER THE MASTEN ROAD:
At this time the Commission, upon the petition of Brooks Scanlon, Inc.
Bend, Oregon, granted permission to the permittee to haul logs on the Masten
County Road to its junction with the State Highway 97.
IN THE MATTER OF
BURIED CABLE PERMIT:
The Commission at this time granted two permits to Pacific Northwest
Bell for a buried cable on Shevlin Park Road from College Way and on Day Road.
IN THE MATTER OF
DESTROYING
TAX RECEIPTS:
At this time the Commission, upon the petition of Sheriff and Tax
Collector F. C. Sholes, under provisions of ORS 311.361 (4), ordered that
the Sheriff and Tax Collector, F. C. Sholes, to direct the destroying of all
tax receipts that have been issued seven (7) or more years prior to this date.
IN THE MATTER OF
BID OPENING:
At this time, on July 22, 1970, Deputy Clerk Rosemary Patterson opened
the bids at 10:00 a.m., on Insurance for a limited Inland Marine Contractor
Equipment policy for a 3 -year period. Awarded to Gordon Randall Agency thru
United Pacific Insurance Company, for $4,449.00 for entire period; payable
annually at $1,483.00 per year.
IN THE MATTER OF
COOK FOR THE JAIL:
At this time, upon the recommendation of Sheriff F. C. Sholes, the
Commission ordered that the Deschutes County Clerk place the name of Grace
Belanger, as regular cook for the Jail, on the payroll as of July 21, 1970,
at a salary of $2500.00 per year.
IN THE MATTER OF
WEED CONTROL
BID OPENING:
At this time, on July 22, 1970, the bids were opened by Deputy Clerk
Rosemary Patterson for the Weed Control program. Upon the recommendation of
the Deschutes County Weed Supervisor Harry (pock the bid was awarded to
Van Waters and Rogers for Atrazine 80 W, 5500 pounds at $2.137 per pound,
F.O.B. Bend, Oregon or a cost of $11,753.50.
IN THE MATTER OF
AGREEMENT FOR
VETERANS SERVICE OFFICER:
The Commission at this time entered into an Agreement with Jefferson
County Court to the terms of employment of the Veteran Service Officer, and
the portion of his pay and expenses allocable to Jefferson County. This
Agreement shall be in effect from the first day of July, 1970 until June 30,
1971, unless terminated by mutual agreement of both parties concerned.
IN THE MATTER OF
PERSONEL ACTION:
At this time the Commission ordered that the Deschutes County Clerk
make the following salary adjustments effective August 1, 1970:
Roy Wickersham, Foreman, Solid Waste Department, At $685.00 per month
Uno Juhola, Solid Waste Department, at $600.00 per month.

IN THE MATTER OF
YOUTH CARE CENTER
CONTRACT:
VOL 1-4 ?AGE 20
At this time the Commission, on behalf of the Deschutes County Juvenile
Department, entered into a Contract with the Division of Vocational Rehabili-
tation, State of Oregon, for the purpose of making available staff and finan-
cial resources for the vocational rehabilitation of certain adolescents at
the Youth Care Center, namely, the J -J Boys Ranch. This contract is effec-
tive upon the date of signature of both parties, and shall terminate June 30,
1971.
IN THE MATTER OF
PERSONNEL ACTION:
The Commission granted permission and ordered that the Clerk place
Glen Plagmann on the Road Department payroll as summer help at $2.42 per hour,
as a help to Harry (pock in the Weed Control program; effective date on this
action is July 27, 1970.

HOME HEALTH AGENCY
AGREEMENT:
The Commission at this time made and entered into a contract between
Deschutes County and Jefferson County regarding services of the Tri -County
Home Health Agency, for the term of July 1, 1970 to July 1, 1971, in which
Jefferson County shall pay to Deschutes County the total sum of $2,970.00,
payable in equal quarterly payments of $742.50, first payment to be in
July 1970.

JUVENILE DEPARTMENT
PART TIME SECRETARY:
At this time the Commission approved the -,request of William F. Jones,
Juvenile Director, in placing Doris S. Thornton on the Juvenile Department
payroll as part-time Secretary at the rate of $100.00 per month, effective
August 3, 1970.
IN THE MATTER OF
BID OPENING:
The Commission, on July 31, 1970, at the hour of 10::00 a.m. opened
the bids for 0-33 Seal Coat for approximately 18.73 miles, according to
the plans and specifications prepared by Roadmaster Charles L. Plummer. The
bid was awarded to Babler Bros, Inc. with a bid of $31,682.80.
IN THE MATTER OF
BID OPENING:
On August 3, 1970, bids were opened and read by Clerk Helen M. Dacey
for work contemplated in placing approximately 4600 tons of asphaltic con-
crete on 0. B. Riley, Ehret, and Butler Market Roads, according to plans
and specifications of Roadmaster Charles L. Plummer. Two bids were sub-
mitted: Bend Aggregate & Paving at $46,000 and R. L. Coats at $45,770. The
bid was awarded to the latter.
IN THE MATTER OF
PART TIME CUSTODIAN:
The Commission at this time ordered the Clerk to place the name of
Louie Daniels on the payroll as part-time Custodian, at a salary of $140.00
per month, effective August 3, 1970.
IN THE MATTER OF
PERMITS:
The Commission at this time granted the following permits:
Pacific Northwest Bell, buried cable on Neff Road (permit #77843)
Terrebonne Water District, pipeline on or across Deschutes County
right-of-way.
