At this time the Commission appointed Charles Plummer as Administrator
of the Solid Waste Ordinance.
IN THE MATTER OF
SOLID WASTE ADVISORY
COMMITTEE:
At this time the Commission appointed Lorin Morgan, John Glover, Charles
Plummer, Robert Bristol, George Ray, Bob Nelson and Joe Chotard to serve on
the Deschutes County Solid Waste Advisory Committee. These appointments will
expire January I, 1972.
At this time the Commission resolved that the following: Hal Puddy,
Gerold Barrett, Louis Selken, and the Board of Commissioners be appointed to
serve as Ex -Officio members of the Deschutes County Solid Waste Advisory
Committee. These appointments will expire January I, 1972.
IN THE MATTER OF
LIBRARY BOARD OF
TRUSTEES:
At this time the Commission, upon the recommendation of Richard S. Tuffli,
Ex -Officio member of Deschutes County Library Board of Trustees, appointed
Mrs. Sue Hollern and Michael J. Shannon to the Library Board of Trustees to
serve 4 -year terms expiring January I, 1975. Mrs. Marie Wade was reappointed
to this Board for a 4 -year term also expiring January I, 1975.
IN THE MATTER OF
BOARD OF EQUALIZATION:
At this time the Commission noted the selection of Wallace Cleveland to
serve as the Freeholder member of the Board of Equalization for the 1971 term
of the Board.
IN THE MATTER OF
CHANNEL CHANGE OF
SQUAW CREEK AT
INDIAN FORD:
At this time the Deschutes County Board of Commissioners authorized the
County Roadmaster to change the channel of Squaw Creek and to use the gravel
to stabilize the banks to prevent erosion.
IN THE MATTER OF
CLEANING UP REFUSE
AT McKINNEY SITE:
At this time the Commission authorized the County Roadmaster to furnish
any equipment and manpower necessary to perform their share of cleaning up
this site south of Bend. This order includes the payment of overtime since
the work will be performed on Saturday.
IN THE MATTER OF
VACATION OF STREETS
AND ALLEYS IN LAPINE:
The Commission on March 5, 1971, held a Hearing on its intention to
vacate certain Streets and Alleys in the LaPine Townsite as described in the
Commission Minutes dated February 3, 1971. It is hereby ordered that the

streets as described shall be and the same are hereby vacated as there were
no objections at said Hearing.
IN THE MATTER OF
VACATION OF
DIATOMITE ROAD #4
(KIDDER ROAD):
The Commission on March 9, 1971, held a Hearing on its intention to
vacate Diatomite Road #4 commonly referred to as Kidder Road, as described in
the Commission Minutes dated February 3, 1971. It is hereby ordered that the
road as described shall be and the same is hereby vacated as there were
no objections at said Hearing.
IN THE MATTER OF
PERSONNEL ACTION:
At this time the Commission noted the termination of services of Sherry
Bohr from the Planning Department effective February 19, 1971.
At this time the Commission noted the termination of services of Shiela
Pederson in the Sheriff's Department effective March 2, 1971.
At this time the Commission approved the request of F. C. Sholes to
place Ruth Parson on the Sheriff's Department payroll as part-time help at the
rate of $2.75 per hour effective March 2, 1971.
At this time the Commission noted the termination of services of Roland
J. (Jerry) Horn as Director of the J -J Boy's Ranch effective March 26, 1971.
At this time the Commission approved the request of Charles Whitchurch
to hire the services of H. Hale Henson, M.D. at the rate of $15.00 per hour,
the number of hours to depend on amount of receipts from Crook County. To be
effective Feb. 1, 1971.
IN THE MATTER OF
REFUND OF TAXES:
At this time the Commission ordered F. C. Sholes, Tax Collector, to
make the following refund of taxes:

IN THE MATTER OF
A LEASE ON COUNTY LAND:
At this time the Commission approved a grazing lease on county Land
to D. W. Miltonberger, Box 274, Bend.
IN THE MATTER OF
PERMITS GRANTED:
At this time the Commission granted the following permit: #78155, to
Pacific Northwest Bell Telephone to construct buried cable on or across
Deschutes County right-of-way.
IN THE MATTER OF
IBM SCHOOL FOR
RALPH MEEKER:
At this time the Commission approved the request of Charles Plummer
to send Ralph Meeker of the Road Department staff to Portland to attend IBM
Operational Procedures schools on March 15-16-17 and April 5-9, inclusive.
The cost of both schools will be $320.

At this time the Commission notified all Department Heads that in order
to facilitate the payment of claims against the county, all bills must be
turned in to the Clerk's office by 5 p.m. on the Monday prior to court day -
first and third Wednesday of each month. Bills received after this deadline
will not be processed until the next court day.
IN THE MATTER OF PROPOSED
FORMATION OF LAPINE RURAL
FIRE PROTECTION DISTRICT:
At this time the Commission upon the petition of 200 or more property
owners within the LaPine area, ordered that a date for a public hearing be
set to consider the formation of a rural fire protection district within
the boundaries set forth in the attached order. The date of said hearing
shall be April 2, 1971, at 10:00 a.m. in the Deschutes County Courthouse,
Bend, Oregon. (District Court room)
IN THE MATTER OF
INSTALLING A
PIPELINE:
At this time the Commission granted a permit to Terrebonne Domestic
Water District to install pipelines on or across Deschutes County right -of
way.
At this time the Commission granted a permit to Paul F. Meyer to install
a pipeline on or across Deschutes County right-of-way.
IN THE MATTER OF
CONSTRUCTING AN
ACCESS:
At this time the Commission granted a permit to Lyle Sabin to construct
an access on or across Deschutes County right-of-way.
