Data Processing VOL 14 PACE 36 47.61 1,044.40 143.00 At this time the Commission held a hearing for any objections thereto the exchange of properties between Deschutes County and the Bureau of Land Management, United State of America. Those present at the Hearing were: Clyde Wallace, Jack Robinson and Sheldon Saxton of BLM. Following discussion, Motion was made by Commissioner Smead and seconded by Commissioner McCann to proceed with the Exchange as there were no objections. Motion carried. IN THE MATTER OF PLANNING COMMISSION: At this time the Commission made the following appointments to the Deschutes County Planning Commission: Don Hinman 2 years (July 1, 1974) Sharon McClaughry 2 years (July 1, 1974) Mathew Perlot 1 year (July 1, 1973) IN THE MATTER OF PROCEDURE FOR APPROVAL FOR SICK LEAVE: At this time the Commission ordered that any employee not reporting for work shall notify his department head by 10:00 a.m, stating the reason for his absence and leaving a phone number where he may be reached if it becomes necessary to contact him on county business. If he does not call in, he will be charged one day of Vacation or be granted a day off, without pay. IN THE MATTER OF ATTENDANCE AT SESSION: Those attending the Commission session were: Kurt Engelstad, Jerry Horn, Chatf:es L. Plummer, Clyde Wallace, Sheldon Saxton, Jack Robinson and John Sullivan of The Bulletin. IN THE MATTER OF TRANSFER OF FUNDS: At this time the Commission ordered that the Deschutes County Treasurer transfer $50,000.00 from the Land Sales Fund to the General Fund. IN THE MATTER OF LEASES OF COUNTY - OWNED LANDS: The Commission at this time leased the following county -owned lands: To P. W. $ Josephine Chase Twp. 16 S., R. 11 E.W.M., Section 28: NWkNE4, (Lessee will fence this area and Commission agrees to require reimbursement at depreciated value if this land is sold) containing 40 acres, more or less for grazing. The term of this lease is from August 1, 1970 to August 1, 1975 at a $10.00 minimum charge. To Wait Smead Twp. 17 S., R. 13 E.W.M., That portion of the WINW4 of Section 17, lying north of the Powell Butte Highway, containing 50 acres, more or less, for grazing, term of lease is from January 1, 1970 to December 31, 1975 at $5.00 rental fee. -5- -14 . `.1, IN THE MATTER OF DEPUTY, SHERIFF'S DEPARTMENT: VOL 14 PAGE 37 At this time the Commission ordered the Clerk to place the name of Leonard L. Kirby on the payroll as Deputy in the Sheriff's Department at a salary of $7308.00 per year, effective July 1, 1970. IN THE MATTER OF FORMATION OF THE SISTERS RURAL FIRE PROTECTION DISTRICT: The Commission at this time ordered that a hearing be held on a petition for the formation of a Rural Fire Protection District known as the Sisters Rural Fire Protection District, before the Board of County Commis- sioners at the Deschutes County Courthouse on September 2, 1970 at the hour of 10:00 a.m. and it is further ordered the Clerk of the County Board shall publish notice once a week for two successive weeks in the Bend Bulletin of the time and place fixed for the hearing. IN THE MATTER OF PART TIME HELP PLANNING DEPARTMENT: At this time the Commission authorized the Clerk to place the name of Donna C. Morgan as part time clerk in the Planning Department at a salary of $1.97 per hour, effective August 9, 1970, and to continue until a full time secretary is hired in this department. IN THE MATTER OF PERSONNEL IN ROAD DEPARTMENT: The Commission at this time approved and ordered the Clerk to place Conley Lee Landers as Road Maintenance Superintendent, with a salary of $715.00 per month; and Mr. Robert Powell on the Road Department payroll for a period of 30 days as an Engineering Technician I with a monthly salary of $500.00, effective August 10, 1970. IN THE MATTER OF MEMORANDUM OF AGREEMENT: At this time the Commission entered into an Agreement with the Depart- ment of Revenue covering maintenance services for 1970-71 for appraisal of Industrial properties and Merchandise Inventory checks by the Deschutes County Assessor's office. IN THE MATTER OF REMUNERATION FOR USE OF VEHICLE: At this time the Commission ordered that the Clerk pay to Walter Genes, Custodian, ten dollars ($10.00) per month for use of vehicle and monies to come from Courthouse Expense, beginning July 1, 1970. IN THE MATTER OF INSTALLING PIPELINE: At this time the Commission granted a permit to Dan Hireman to install pipelines transverse and parallel on or across Deschutes County right-of-way. VOL 14 ?ACE 38 IN THE MATTER OF ESTABLISHMENT OF REGULATIONS AND PROCEDURES OF EMPLOYEE REPRESENTATION: The Commission at this time ordered and adopted an establishment of regulations and procedures for the determination of bargaining units which are appropriate for collective bargaining, the selection or rejection of employee organizations as collective bargaining representatives of Deschutes County employees and certification of the results thereof. IN THE MATTER OF WEED SUPERVISOR: At this time the Commission approved the reclassification to the position of Weed Supervisor for Harry (pock, with a starting salary of $625.00 per month, effective August 1, 1970. Mr. (pock will be on probation in this position for a period of six months. IN THE MATTER OF PART TIME CUSTODIAN: The Commission at this time ordered the Clerk to place the name of Frank Carson on the payroll as part-time Custodian (replacing Louie Daniels) at a salary of $140.00 per month, effective August 13, 1970. IN THE MATTER OF AN ACCESS: At this time the Commission granted a permit to William J. Dobson, to construct an access on or across Deschutes County right of way. IN THE MATTER OF BEER LICENSE: At this time the Commission recommended approval of a new beer license to Henry G. Miller, Shirley I. Miller, Carol 1. Sutton & Ronald H. Sutton, Class "B" Dispenser license, at Sisters, Oregon. There being no further businees, Commission adjourned. BOARD OF COMMISSIONERS -7-
