DELEGATION FROM
SISTERS:
At this time the Commission met with members of the Sisters City
Council. Richard Davis, Mayor, asked what action could be taken to improve
city streets in Sisters. The delegation also asked for assistance from the
dog control warden in the matter of dogs running at large.

INTEREST PAYMENTS ON

At this time the Commission ordered that the Deschutes County Trea-
surer credit all interest payments received from Land Sale Contracts, upon
receipt, to the General Fund beginning July I, 1970.
IN THE MATTER OF
RHEINHOLT TV &
COMMUNICATIONS AGREEMENT:
At this time the Commission ammended the agreement between Deschutes
County and Lava Butte TV Cable and Communications dated October 16, 1969, to
indicate that Rheinholt TV and Communications shall hereafter be the party
of the second part.
IN THE MATTER OF
APPOINTMENT TO
INSURANCE COMMITTEE:
At this time the Commission appointed Lee Landers to fill the position
on the Insurance Committee vacated by Del Yates.
IN THE MATTER OF
REIMBURSEMENT FOR FENCE:
At this time the Commission authorized payment of $200 to James A.
McCullough, Redmond, Oregon as reimbursement for the fence he constructed
in Section 32 of Township 14 S., Range 13 E.,W.M. while he held a grazing
allotment on those lands from B.L.M.
IN THE MATTER OF
CARLSON AGREEMENT:
At this time the Commission entered into an agreement for services to
be provided by Eric L. Carlson for administration of the county's personnel
program. Cost of these services will be $2,400.00 per year. Payments will
be made monthly beginning July I, 1971.
IN THE MATTER OF
TRANSFER OF WATER
TO CITY OF REDMOND:
At this time the Commission notified Central Oregon Irrigation District
that they would approve transfer of 1.37 acres of water on the Metts subdi-
vision to the City of Redmond.
IN THE MATTER OF
FUTRELL, INC. AGREEMENT:
At this time the Commission entered into an agreement for engineering
services for the evaluation of Knott Pit with Futrell, Inc. Completion
date for work required by this agreement is April 15, 1971. Charges for
work performed or services rendered under this agreement are to be $1,000.00.

DEEDS OF COUNTY -
OWNED LANDS:
At this time the Commission executed the following Deeds for county -
owned lands:
Deschutes County to Marijorie E. Morelock: Lot II, Block 21, Highland
Addition, Bend, for the sum of $875.00.
Deschutes County to W. C. Kaesche: SEkSW4 Sec. 27, Twp. 17 S., Range
13 E.,W.M. (less southerly 30' for road purposes) for the sum of $8100.00.
Deschutes County to W. C. Kaesche: SWkSW4 Sec. 27, Twp. 17 S., Range
13 E.,W.M. (less 60' right-of-way for Alfalfa Mkt. Road and the southerly
30' for road purposes) for the sum of $7700.00.
Deschutes County to Andrew W. and Judith Ann Cleveland: NE41SIWuNE4
Sec. 35, Twp. 17 S., Range 12 E.,W.M. (less the northerly 30' for road

purposes) for the sum of $6600.00.
Deschutes County to Ralph R. Lind: Lot 32, Block 3, LaPine Acres, with
the following restriction clause: To Have and to Hold the same unto the said
grantee and grantee's heirs, successors and assigns so long as said property
is used for a purpose not involving installation of any sewage disposal
system, including but not limited to septic system drain fields, drain holes
and privies. If said property is so used, the interest of the grantee, his
heirs or assigns shall automatically revert to the grantor." For the sum of
$250.00.
Deschutes County to B. J. Curtner and Lois Curtner: NE$NW$ Sec. 5,
Twp. 15 S., Range II E.,W.M. (less the easterly 30' for road purposes) for
the sum of $6700.00.

SURFACING A PORTION OF
LOWER BRIDGE MARKET ROAD:
At this time the Commission authorized the Roadmaster to haul and place
base surfacing and to grade drainage ditches on that portion of the Lower
Bridge Road from Holmes Road to the Jefferson County Line.
IN THE MATTER OF
VACATION OF SECOND
STREET IN TERREBONNE:
The Commission on March 17, 1971, held a Hearing on its intention to
vacate a road commonly referred to as Second Street of Terrebonne (Hillman),
as described in the Commission Minutes dated February 17, 1971. It is hereby
ordered that the road as described shall be and the same is hereby vacated
as there were no objections at said Hearing.

At this time the Commission approved the request to place Patricia
J. Morehouse on the payroll of the Veterans Service Department as vacation
replacement on an hourly basis of $2.50.
At this time the Commission approved the request of William F. Jones
to place Richard Eugene Gatherer on the Juvenile Department payroll as an
Intensive Supervision Counselor at the rate of $7596.00 per year, effective
March 25, 1971.
At this time the Commission approved the request of William F. Jones
to transfer Neal J. King from Intensive Counselor, Juvenile Department, to
the position of J -J Boy's Ranch Director at the rate of $9000.00 per year,
effective March 27, 1971.
At this time the Commission approved the request of Louis Selken to
relieve Mona J. Pruitt from full-time employment as a Legal Secretary in
the office of the District Attorney effective March 31, 1971. Mrs. Pruitt
will be employed as a part-time Legal Secretary in this office at a salary
of $2.95 per hour beginning April I, 1971.
At this time the Commission approved the request of Louis Selken to
place Elizabeth M. Matchett on full-time employment as a Legal Secretary
in the office of the District Attorney at a monthly salary of $464.00
effective April I, 1971.
At this time the Commission approved the request of Neal J. King
to employ Roger Loren Rhodes on the staff of the J -J Boy's Ranch in the
capacity of part-time cook at the salary If $1.90 per hour and as temporary
night supervisor, effective April I, 1971.
At this time the Commission approved the request of Charles Plummer
to place Donald E. Knauer on the payroll of the Road Department as an
Engineering Technician 2 at a salary of $625.00 per month effective April I,
1971. Mr. Knauer will be replacing Bruce Rogers who has resigned.

This matter coming before the Board of County Commissioners upon the
petition of F. C. Sholes as Tax Collector and Ben R. Rolphe, dba Rolphe
Industries, and,
To satisfy delinquent taxes said personal property was offered for
sale after being duly advertised pursuant to Chapter 311.640, and, beings
there were no bidders, said personal property with title thereto became
the property of the Board of County Commissioners and,
It is therefore Ordered, pursuant to Chapter 311.640, to sell such
property at a private sale, without further notice, to satisfy all taxes
and costs in the amount of $326.68. Done Nunc Pro Tunc, effective as of
April I, 1971.

IN THE MATTER OF
VACATION OF CERTAIN STREETS
IN LAPINE:
At this time the Commission acting upon the petition of a freeholder
residing in LaPine resolved to vacate the following described roads, to -wit:
Parcel No. I - A strip of land 10' in width beginning at a point
on the north right-of-way line of Fourth Street and West right-of-
way line of Huntington Road thence west along said right-of-way
line to the East right-of-way line of Bouge Street.
Parcel No. 2 - A strip of land 10' in width beginning at a point
on the South right-of-way line of Fourth Street and West right-of-
way line of Huntington Road, thence West along said right-of-way
line to the East right-of-way line of Bouge Street.
The vacation action on Parcels I & 2 are to reduce the 80' right-
of-way to one 60' in width.
Parcel No. 3 - All that portion of an alley through Block 27
beginning at a point on the South right-of-way line of Fourth
Street to the North right-of-way line of Fifth Street.
All of this is according to the official plat of LaPine.
It is, therefore, ordered that copies of this Resolution, duly certi-
fied to as such by the County Clerk, shall be posted in three places along
the road to.be vacated, and that a copy of this Resolution be placed on the
Bulletin Board in the entrance of the Deschutes County Courthouse, Bend, Oregon
that Friday, April 30, 1971 at 10:00 a.m. Pacific Standard Time, at the County
Courtroom, County Courthouse, Bend, Oregon, be and the same is hereby fixed
as the time and place for the hearing of objections, if any therebe, why said
portion of the road should not be vacated as a portion of the Deschutes County
Road System.

At this time the Commission acting upon the petition of Midstate Elec-
tric Cooperative, LaPine, resolved to vacate the following described road,
to -wit:
All that portion of Salzer Street, said street being 60' in width.
Beginning at a point on the East right-of-way line of the Dalles-
California Highway, thence Southeast to a point on the North right-
of-way line of Ninth Street.
All according to the official plat of the original townsite of
LaPine.
It is, therefore, ordered that copies of this Resolution, duly certified
to as such by the County Clerk, shall be posted in three places along the
road to be vacated, and that a copy of this Resolution be placed on the Bulletin
Board in the entrance of the Deschutes County Courthouse, Bend, Oregon; that
Friday April 30, 1971 at 10:00 a.m. Pacific Standard Time, at the County Court-

At this time the Commission authorized the County Roadmaster to proceed
with the reconstruction of the above mentioned section of Butler Mkt. Road.
Said Construction to include, clearing, grading, drainage, base surfacing and
paving.

PERMITS GRANTED:
At this time the Commission granted the following permits: #78171,
Nelson Road, and #78182, to Pacific Northwest Bell Telephone to construct
buried cable on or across Deschutes County right-of-way.
IN THE MATTER OF
INSTALLING A WATER MAIN:
At this time the Commission granted a permit to the City of Redmond
to construct a 12" water main on or across Deschutes County right-of-way.
IN THE MATTER OF
CONSTRUCTING AN ACCESS:
At this time the Commission granted a permit to Lester Kramer to con-
struct an access on or across Deschutes County right-of-way.
IN THE MATTER OF
INSTALLING A PIPELINE:
At this time the Commission granted a permit to Cascade Natural Gas Co.
to install a pipeline on or across Deschutes County right-of-way.
At this time the Commission granted a permit to Larry Pankey to install
a 212" water line on or across Deschutes County right-of-way.
At this time the Commission granted a permit to Cascade Natural Gas Co.
to install a pipeline on or across Deschutes County right-of-way.
IN THE MATTER OF PROPOSED
LAPINE RURAL FIRE PROTECTION
DISTRICT HEARING:
The Commission, at 10:00 a.m. on April 2, 1971, held a hearing in the
District Courtroom to consider the proposed formation of the LaPine rural
fire protection district. There being no objections the Commission made
and entered an Order declaring its intention of calling an election for or
against the organization of a rural fire protection district to be known as
LaPine Rural Fire Protection District, comprising the territory within the
boundaries described in attached order. The Order also provides for the
election of five directors to serve said district. It is further Ordered
that the election be held on the 6th day of May, 1971, at a place or places
within said proposed district.
There being no further business, Commission session was adjourned.
