FORMATION OF SISTERS RURAL
FIRE PROTECTION DISTRICT:
At this time a Hearing was held and having no objections to the forma-
tion of said Fire Protection District, the Board of County Commissioners
ordered that a special election be held within the area of said proposed
District on Monday, October 5, 1970 and that the polls shall be open between
2:00 p.m. and 8:00 p.m. on said date.
IN THE MATTER OF
TRANQUILIZER GUN:
At this time the Commission ordered that Jess Smith be authorized to
purchase a tranquil+zer gun to be used against dogs, livestock and wild
animals in the Dog Control Program for Sheriff's Department and City of Bend
and City of Redmond.
IN THE MATTER OF
ORDINANCE FOR LICENSING
LARGE PUBLIC ASSEMBLIES:
At this time the Commission resolved that Deschutes County adopts an
Ordinance that may be referred to as an Ordinance for Licensing Large Public
Assemblies, and that one public hearing is to be held on September 18, 1970,
at 11:00 a.m., in the Conference Room of the Deschutes County Courthouse Annex,
Bend, Oregon. A Notice of Public Hearing to be printed two consecutive times
in the Bend Bulletin.

PERSONNEL IN
HEALTH DEPARTMENT:

At this time the Commission ordered that the County Clerk place the
name of Phillip Minor, as Sanitarian II, of the Deschutes County Health Depart-
ment, at a salary of $806.00 per month, as of October 1, 1970.
IN THE MATTER OF
AIR CONDITIONER:
At this time the Commission awarded the bid for Air conditioner for
Conference Room in the Courthouse Annex to Oregon Equipment Company whose low
bid was $1,345.00 for installation.
IN THE MATTER OF
BOARD OF EQUALIZATION:
At this time the following appointments to the Board of Equalization
were made:

EXTENSION ADVISORY COUNCIL:
At this time the Commission appointed George Hostetler to a three year
term (expires October 1, 1973) on the Deschutes County Extension Advisory

At this time the Commission recommended approval for the following

At this time the Commission made resolution of its intention to establish I
the road hereinafter described as follows, to -wit:
A strip of land in the southeast one-quarter of Section 16,
Township 17 South, Range 13 East, Willamette Meridian, Deschutes
County, Oregon, said strip of land being known as Chapj6arrel Drive
as dedicated to the public by the plat of Cimarron City, a sub-
division to Deschutes County, Oregon, and more particularly des-
cribed as follows:
A strip of land 60 feet wide lying 30 feet on each side of the fol-
lowing described centerline:
Beginning at engineer's centerline station 0+00 which point is
on the centerline of McGrath County Road and bears North 89°
50' 30" East 3949.41 feet from the southwest corner of said
Section 16; thence following along the centerline of Chaparrel
Drive North 00°04'05" East 1353.76 feet to engineer's centerline
station 13+53.76 and there terminating.

And it further ordered that the County Roadmaster or his duly qualified
deputy shall give notice of this Resolution by posting true copies thereof,
properly certified to as such by the County Clerk, at the place of holding
Commission meeting and also at three public places in the vicinity of said
proposed road, thirty days previous to the consideration of of this Resolution
by the Board of County Commissioners, notifying all persons concerned that
said Resolution will be considered and passed upon by this Board of Commis-
sioners at a meeting on the 7th day of October, 1970, at which time the Board
will consider any objections or remonstrances which may be filed on account
of said proposed road.
IN THE MATTER OF
MANZANITA COURT:
At this time the Commission made resolution of its intention to estab-
lish the toad hereinafter described as a county road in Deschutes County,
Oregon, by Resolution, described as follows, to -wit:
A strip of land in the Southwest one-quarter of Section 16,
Township 17 South, Range 13 East, Willamette Meridian, Deschutes
County, Oregon, said strip of land being known as Manzanita Court
as dedicated to the public by the plat of Cimarron City, a sub-
division to Deschutes County, Oregon, and more particularly des-
cribed as follows:
A strip of land 60 feet wide lying 30 feet on each side of the
following described centerline:
Beginning at engineer's centerline station 0+00 which point
is on the centerline of Cimarron Drive and bears North 890
50' 30" East 1316.47 feet and thence North 000 02' 45" East
1321.84 feet from the southwest corner of said Section 16;
thence following along the centerline of Manzanita Court North
890 47' 10" East 987.32 feet to the radius point of a 50 foot
radius cul-de-sac and there terminating.
And it further ordered that the County Roadmaster or his duly qualified
deputy shall give notice of this Resolution by posting true copies thereof,
properly certified to as such by the County Clerk, at the place of holding
Commission meeting and also at three public places in the vicinity of said

County, Oregon, said strip of land being known as Cimarron Drive
as dedicated to the public by the plat of Cimarron City, a sub-
division to Deschutes County, Oregon, and more particularly des-
cribed as follows:
A strip of land 60 feet wide lying 30 feet on each side of the
following described centerline:
Beginning at engineer's centerline station 6+90.90 which point
bears North 890 50130" East 1316.47 feet and North 000 02' 45"
East 690.90 feet from the southwest corner of said Section 16;
thence following along the centerline of Cimarron Drive North
000 02' 45" East 1682.25 feet to engineer's centerline station

IN THE MATTER OF
COOPERATIVE AGREEMENT:
The Commission at this time approved a cooperative agreement with the
Department of Public Works and the Deschutes National Forest for the selec-
tion of a new sanitary disposal site to serve the Sunriver-Spring River area.
IN THE MATTER OF
SUBDIVISION ORDINANCE PL -2:
The final hearing on the Deschutes County Subdivision Ordinance #PL -2
was held in the District Courtroom at the Deschutes County Courthouse at
10:00 a.m., this date, September 9, 1970.
Present for the hearing were Commission Chairman D. L. Penhollow,
Commissioner G. W. McCann and Commissioner Dorothy A. Smead. Lorin Morgan,
Deschutes County Planner, presented the Ordinance with amendments. Twenty-one
interested citizens were present for the explanation of the Ordinance.
The Board of County Commissioners unanimously adopted the Ordinance
as amended. Chairman Penhollow closed the hearing at 12:00 noon.
According to the adopted Ordinance it will become effective 21 days
after adoption, which date is October 1, 1970.

IN THE MATTER OF
SHERIFF DEPUTY:
The Commission upon the recommendation of Sheriff F. C. Sholes,
ordered the Clerk to place Raymond L. Schenewerk on the payroll as Deputy
in the Sheriff's Department, as of August 31, 1970, at a salary of $443.00
per month; with no salary increase to be given at the end of probationary
period.
IN THE MATTER OF
PERSONNEL IN
HEALTH DEPARTMENT:
The Commission approved the request of Dr. David Spence of the Health
Department in that as Cary Mead has successfully passed her Merit rating as
Clerk -Typist II, her salary be raised to $367.00 per month, effective Septem-
ber 1, 1970; and so ordered the Clerk to adjust her salary.

SECRETARY I1:
The Commission ordered the Clerk to place Mrs. Sherry Ann Bohr on the
Planning Department payroll as a Secretary II, at a salary of $342.00 per
month, effective September 14, 1970.

The Commission ordered at this time that an Ordinance numbering and
codying system be established and that the existing Ordinance Creating a
Planning Commission, ##1-1-68, be renumbered to PL -1.
IN THE MATTER OF
INSTALLING A
PIPELINE:
At this time the Commission granted a permit to Terrebonne Domestic
Water Districtto install a 114" steel pipe on or across Deschutes County
right-of-way.
At this time the Commission granted a permit to Mrs. Eva Mulkey to
install a 3" plastic line on or across Deschutes County right-of-way.
At this time the Commission granted a permit to L. F. Brogan to install
a pipeline transverse on or across Deschutes County right-of-way; line to be
a 12" concrete or steel housing for a 10" aluminum water line.
IN THE MATTER OF
INSTALLING
AN ACCESS:
At this time the Commission granted a permit to Cecil H. O'Connor
to construct an access on or across Deschutes County Right-of-way.
IN THE MATTER OF
DEPUTY IN
SHERIFF's DEPT.:
At this time the Commission ordered the Clerk to place Chris Williams
on the payroll of the Sheriff's Department as of August 29, 1970, at a
salary of $580.00 per month.
IN THE MATTER OF
MONTHLY PAYMENT
FOR DOGS' CARE:
The Commission at this time ordered that the Deschutes County Clerk
issue payment for Room and Board for dogs, to the Deschutes County Humane
Society at $73.50 per month.
