At this time the Commission ordered and proclaimed the formation of
said District. It appearing that a special election was held on October 5,
1970 and there were a majority of votes cast in favor of said District. At
said election, five candidates receiving the highest number of votes were
elected directors.
IN THE MATTER OF
ESTABLISHMENT OF A
PORTION OF
CIMARRON DRIVE:
The Commission at this time held a hearing on the establishment of a
portion of Cimarron Drive, having given due notice of this intention of
establishment more than thirty days preceeding, and being there were no ob-
jections, is therefore Ordered and Decreed that a portion of Cimarron Drive
shall be established as described in said resolution and by order herein as
follows, to -wit:
A strip of land in the southwest one-quarter of section 16, Township 17
South, Range 13 East, Willamette Meridian, Deschutes County, Oregon,
said strip of land being known as Cimarron Drive as dedicated to the
public by the plat of Cimarron City, a subdivision to Deschutes County,
Oregon, and more particularly described as follows:
A strip of land 60 feet wide lying 30 feet on each side of the following
described centerline: Beginning at engineer's centerline station 6+90.90
which point bears North 89 degrees 50' 30" East 1316.47 feet and North
00 degrees 02' 45" East 690.90 feet from the southwest corner of said
Section 16; thence following along the centerline of Cimarron Drive
North 00 degrees 02' 45" East 1682.25 feet to engineer's centerline
station 23+43.15 and there terminating.

The Commission at this time held a hearing on the establishment of
Manzanita Court, having given due notice of this intention of establishment
more than thirty days preceeding, and being there were no objections, is
therefore ordered and decreed that Manzanita Court shall be established as
described in said resolution and by order herein as follows, to -wit:
A strip of land in the southwest one-quarter of Section 16, Township 17
South, Range 13 East, Willamette Meridian, Deschutes County, Oregon,
said strip of land being known as Manzanita Court as dedicated to the

BILLADEAU ROAD
EXTENSION:
At this time the Commission made a resolution of its intention to
establish a county road in Deschutes County, Oregon by Resolution, described
as follows, to -wit:
A strip of land in Section 24, Township 18 South; Range 12 East and
Section 19, Township 18 South; Range 13 East of the Willamette Meridian,
Deschutes County, Oregon, more particularly described as follows:
A strip of land 60 feet wide lying 30 feet on each side of the following
described centerline: Beginning at the section corner common to
Sections 13 and 24, Township 18 South, Range 12 East and Sections 18 and
19, Township 18 South; Range 13 East of the Willamette Meridian which
point is on the centerline of the Rickard Road. Thence South 00 degrees
27' 32" West 30 feet to the South right-of-way line of the Rickard Road,
the true point of beginning, thence South 00 degrees 27' 32" West,
5,217.50 feet to a point on the north right-of-way line of the Arnold
Market Loop, and there terminating. Said point being North 00 degrees
27" 32" East 30 feet from the corner common to Sections 24 and 25,
Township 18 South, Range 12 East; and Sections 19 and 30 Township 18
South, Range 13 East of the Willamette Meridian.
IN THE MATTER OF
EXTENSION OF NEFF ROAD,
HAMBY ROAD TO POWELL
BUTTE SECONDARY:
At this time the Commission authorized the performance of engineering
necessary to re -align and establish said extension of two miles, more or less.

IN THE MATTER OF
SPECIAL USE
LEASE PERMIT:
At this time the Commission approved a special Lease Permit of the
following county -owned lands:
To the Bend Bowmen, two (2) acres described as:
Beginning at the East 1/16th corner common to Sections 15 and 10
of Township 18 South, Range 12 East of the Willamette Meridian; thence
South 89 degrees 34' 38" East 250.00 feet along the section line
between sections 15 and 10; thence South 00 degrees 42' 12" West 348.48
feet; thence North 89 degrees 34' 38" West 250.00 feet; thence North
00 degrees 42' 12" East 348.48 feet to the point of beginning. Said
parcel is subject to a 20 foot county road right-of-way along its
entire Northern boundary.
The term of this lease shall commence October 1, 1970 and continue through
October I, 1980; the tenants shall pay to the Landlord as rent the sum of
Eight Dollars and eighteen cents ($8.18) on October I, 1970 for the period
from October I, 1970 to December 31, 1970 and thereafter annually on the 1st
of January, 1971, the sum of Thirty-two dollars and sixty-nine cents ($32.69).
IN THE MATTER OF
DEDICATION OF
PUBLIC WAY:
The Commission at this time made investigation and hereby ordered
that a Public Road be dedicated as described in said Order:
In the NEkNE4 of Section 12, Township 17 South, Range 11 East of
the Willamette Meridian. Said road to be sixty feet (60) in width,
the centerline being described as follows: Beginning at a point in
the centerline of the Johnson Road that bears South 963.97 feet and
West 740.08 feet from the Northeast corner of Section 12, Township
17 South, Range 11 East of the Willamette Meridian; thence North 85
degrees 40' 08" West 560.61 feet to a spike in the center of the
cattle guard on the fence line.
IN THE MATTER OF
TRANSFER OF FUNDS:
At this time the Commission ordered the transfer of $3,750.00, which
Deschutes County received from the State of Oregon and of which in accordance
with an agreement of participation with City of Bend in the acquisition of
Dutch Stover Park.
IN THE MATTER OF
COOPERATIVE AGREEMENT OF
REFUSE DISPOSAL AREA:
At this time the Commission entered into an agreement with the U.S.
Department of Agriculature, Forest Service, Deschutes National Forest and
Deschutes County for construction and maintenance of a refuse disposal area
in the Fall River Area within the Deschutes National Forest and described as
follows: SWkSWw, Sec. 29 and the SEkSE4, Sec. 30, Township 20 S., Range 10
East, Willamette Meridian, Deschutes County, Oregon.
IN THE MATTER OF
VACATION OF A StREET
IN ROMAINE VILLAGE:
At this time the Commission made Resolution of its intention to
vacate the north 40 feet of the turn -around on Cinder Lane of Romaine Village,
Unit 1, as platted and recorded in the records of Deschutes County, whose
center point is located N. 7 degrees 56' W --50.00 feet from the N.W. corner
of Lot 9, Block 2 of said Unit 1. It is further ordered that Charles L. Plum-
mer post notices of the proposed vacation and the date of Hearing shall be

At this time the Commission ordered that payment on Lease #28, that of
Lloyd Luelling, be cancelled for the period January 1, 1970 to December 31,
