At this time the Board of Commissioners made a resolution of its intention
to establish a county road in Deschutes County, Oregon, described as follows:
Beginning at a point on State Highway 20, said point being
2000' south and 3000' east of a section corner common to
sections 28-27-33-34, Township 20 South, Range 15 East,
Willamette Meridian, thence south and east for a distance
of approximately 30 miles thence southwest for a distance
of approximately .25 mile to the boundary of the Deschutes
National Forest and as platted on all official maps of Des-
chutes County, said boundary being the terminus. The right-
of-way of the route as described to be 60' in width, 30'
each side of the centerline.
And it is further ordered that the County Roadmaster or his duly qualified
deputy shall give notice of this Resolution by posting true copies thereof,
properly certified to as such by the County Clerk, at the place of holding
County Commission meeting and also at three public places in the vicinity of
said proposed road thirty days previous to the consideration of this Resolution
and at a meeting on the 25th day of November, 1970, the Board will consider
any objections or remonstrances which may be filed on account of said proposed
road.
IN THE MATTER OF
THE ESTABLISHMENT OF
ROSLAND ROAD:
At this time the Commission made a resolution of its intention to
establish a county road in Deschutes County, Oregon, described as follows:
A roadway 60' in width the centerline of which is generally
described as follows:
Beginning at a point on Highway 97 approximately 2000' west
of the section corner common to sections 1-6, Township 22 South,
Range 10 East, Willamette Meridian and 31-36, Township 21 South,
Range 10 East, Willamette Mei^idian thence in a northeasterly
direction as now being traveled and according to all the maps on
file to its intersection with the now existing Paulina Lake Road
which termini is located approximately 1600' south and 2000' east

of the section corner common to sections 20-21-28-29, Township
21 South, Range 11 East, Willamette Meridian said right-of-way
to be 601, 30' each side of the centerline.
And it is further ordered that the County Roadmaster or his duty qualified

IN THE MATTER OF
POSTAGE MACHINE:
At this time the Commission unanimously agreed for Deschutes County to
engage the Pitney Bowes Corporation to place the new Heavy Duty Postage
Machine in operation immediately and to sign the papers for a Lease of same.
IN THE MATTER OF
ATTENDANGE;
Those in attendance at the Commission meeting held this day were:
Lorin Morgan, Charles L. Plummer, Jim Arntz and John Sullivan.
IN THE MATTER OF
TRANSFER OF FUNDS:
At this time the Commission ordered that the Deschutes County Treasurer
transfer from the General Road Fund the following sums:
$80,000 to Deschutes County General Fund
15,000 to Deschutes County Library Fund
5,000 to Deschutes County Solid Waste Fund
The above mentioned $100,000 to be returned to the General Road Fund at
six percent (6%) interest.
IN THE MATTER OF
AGREEMENT WITH
CITY OF BEND:
At this time the Commission entered into an Agreement with the City of
Bend, State of Oregon for the following:
1. The City of Bend shall recommend to the County Dog Control
Board a person of the City of Bend to be appointed as a
deputy charged with, but with authority limited to, the
enforcing of ORS 609.100 within the City of Bend, and with
such deputy's services to be paid for by the City of Bend;
2. The County of Deschutes shall pay to the City of Bend an
amount equal to 80 percent of each license fee collected
for a dog kept within the City of Bend.
3. The County of Deschutes will be responsible for the maintenance
and operation of a suitable animal shelter for the care of dogs
picked up within the County.
4. City of Bend shall share in the costs of "license due" notices
to dog owners.
5. This agreement will take full force and effect on January 1, 1971.

The Commission at this time executed a Quitclaim Deed to Thomas Swanton
for the following described parcel of real estate, to=wit:
Lot Four (4) of Block One (1) Sisters, according to the
official plat thereof on file in the office of the County
Clerk of said County.
This deed is made pursuant to the powers vested in the County Commission
by virtue of O.R.S. 275.180 in consideration of the delinquent tax assess-
ments accrued together with interest at the rate of 6% thereon. In considera-
tion of Two thousand nine hundred ninety-seven and 64/100 dollars
($2,997.64).
IN THE MATTER OF
JAIL COOK:
At this time the Commission ordered the Deschutes County Clerk to
place the name of Helen Pearl Buck on the payroll starting as of October 18,
1970, as relief Jail Cook, at a salary of $115.00 per month.
