The Commission noted that Al Smith was present at the morning session.
IN THE MATTER OF OPENING
OF GASOLINE BIDS:
At this time the bid opening was conducted by the County Clerk, Rose-
mary Patterson, for gasoline and diesel for Deschutes County for the fiscal
year 1971-72. The bid was awarded to the low bidder, Texaco Oil Company,
for the following: Fire Chief - $0.2099; Sky Chief - $0.2350; and Diesel
Chief - $0.1406.
IN THE MATTER OF
PROPERTY REDEMPTION:
At this time the Commission approved the redemption by 0. Panner and
Ted & Dorothy Shoop of Lots 13 & 14, Block 9 of Kenwood Gardens upon payment
of $533.16 being the amount of delinquent taxes, interest, and penalty to
June 15, 1971. County deed forwarded to A. Charles Manning, Rt. I, Box 129,
Lewisburg, Ohio.

At this time the Commission approved the redemption by Abner G. Davis
et ux, of Lots II & 12, Block 23 (Laidlaw) Tumalo upon payment of $754.97
being the amount of delinquent taxes, interest, and penalty to July 15, 1971.
County deed issued to Abner G. Davis et ux, Rt. 2, Box 585, Bend, Oregon.
At this time the Commission denied the request of Marvin D. Mayfield,
P.O. Box 2554, Eugene, Oregon to redeem Lot 6, Block 3, Tax Lot #3200, Sisters,
Oregon. This action was taken because the Board had accepted a deposit and
had signed an agreement to place the property for sale at auction in the next
land sale.

At this time the Commission entered into an agreement with Pika, Inc.

At this time the Commission entered into an agreement with Eldon R. b

IN THE MATTER OF LAPINE
AMBULANCE AGREEMENT:
At this time the Commission entered into an agreement with the LaPine
Ambulance Association for services to be provided by the County for which
the LaPine Ambulance Association would, upon billing by the County, remit
within ten days from receipt of billing.
IN THE MATTER OF VETERANS
SERVICE AGREEMENT WITH
JEFFERSON COUNTY:
At this time the Commission entered into an agreement with Jefferson
County for the services of the Veterans Service Officer, Secretarial help
and payroll expense, and mileage.
IN THE MATTER OF
LEASES ON COUNTY LANDS:
At this time the Commission approved grazing leases on county lands
to Lloyd Luelling and R. L. Coats.
IN THE MATTER OF PAYMENT
FOR VACATION TIME:
At this time the Commission authorized payment of two weeks salary in
lieu of vacation to Agnes Selfors. This is an exception to the adopted
personnel rules because of a shortage of help in the County Clerk's office.
IN THE MATTER OF
XEROX MACHINE:
At this time the Commission signed an order replacing the Model 2400
Xerox machine with a Model 7000.
IN THE MATTER OF SALARY
FOR COUNTY EMPLOYEES:
At this time the Commission Ordered that the Salary plan for county
employees as prepared by Eric Carlson and Associates in April, 1971 be
adopted with an ammendment establishing the annual salary for al -I elected
officials at $10,608.00, and excluding all employees of the Sheriff's Dept.
which are involved in union negotiations.
IN THE MATTER OF
AGREEMENT FOR
JANITORIAL SERVICES:
At this time the Commission entered into an agreement with Millie Chopp
for janitorial services at the Department of Public Works Building. This
agreement to run from July I, 1971 to June 30, 1972.
IN THE MATTER OF
REFUND OF TAXES:
At this time the Commission ordered F. C. Sholes, Tax Collector, to
make the following refund of taxes:

At this time the Commission executed -the following Deed for county -
owned land:
Deschutes County to Jack N. Vogt & Martha C. Vogt: SWkNE4 Sec. 12,
Twp. 16 S., Range II E.,W.M. for the sum of $3,500.
IN THE MATTER OF THE PROPOSED
FORMATION OF SPECIAL ROAD DISTRICT #I:
This matter coming before the Board of Commissioners by the petition of
more than 25% of the persons who, according to the latest assessment role,
hold title to land within the proposed special road district (description in
attached Order), said petitions asking that a special road district be estab-
lished under the provisions of ORS Sections 371.305 through 371.385. It
being the intention of the Board of Commissioners to organize the described
territory into a special road district named, Special Road District #I. It
is ordered that a Hearing be had on the matter of such proposed formation on
Wednesday, July 28, 1971 at 10:00 a.m., Deschutes County Courthouse.

BUDGET HEARING:
Budget Hearing held June 30, 1971, 10 a.m., District Courtroom, Des-
chutes County Courthouse.
The hearing was called to order by Commission Chairman, W. F. Schinkel,
with all commissioners present, but without anyone appearing on behalf of
the public.
Commissioner McCann proposed that the Approved Budget be ammended as
follows:

Commissioner McCann moved the budget be adopted as ammended. The motion
was seconded by Commissioner Peden and unanimously passed. A motion by Com-
missioner Peden to adopt the highest permissable amount for a tax base was
seconded by Commissioner McCann and approved with $621,128.95 adopted as the
legal base.
Commissioner McCann moved that an order be drawn instructing the Trea-
surer to distribute any balance in the Land Sale fund to the various taxing
districts. Seconded by Commissioner Peden and passed with 3 yeas.
At 10:07 a.m. the hearing on the supplemental budget was opened by
Chairman Schinkel. There being no questions and no objection to the proposal,
Commissioner McCann moved its adoption. Seconded by Commissioner Peden and
passed.
There being no one in attendance, and no questions or objections, the
hearing was adjourned at 10:10 a.m.
At 10:15 a.m. Mrs. Martin Bruner of 209 E. 10th St., Bend came in to
attend the Budget hearing and was very upset that the hearing was over. At
her request, the Board of Commissioners upon being advised that there had
been a news item in the Tuesday, June 29, Bend Bulletin stating that the
hearing was scheduled for 10:30 a.m. instead of 10 o'clock as provided in
the legal notice for the hearing, agreed to listen to any proposal that might
be submitted. By 10:30 there were some 25 persons present and at Mrs. Bruner's
request the detailed ammendment to the Budget was again read. After consider-
able discussion of many things other than the Budget, and there being no
further testimony, Chairman Schinkel again closed the hearing at 11:20 a.m.
IN THE MATTER OF
PERSONNEL ACTION:
At this time the Commission approved the request of Lorin Morgan to
place Mary Jo Cochran on the payroll for the Planning Commission as a Secre-
tary 2 at an annual salary of $4,620 beginning July I, 1971.
At this time the Commission noted the termination of employment of
Ben Hamilton Jr. as Weekend Relief for the J -J Boys Ranch.
At this time the Commission approved the request of Eric Larson to
place Roger Rhodes and David H. Burton on the payroll for the J -J Boys Ranch
as part time weekend relief at $50. per 48-hour shift.
At this time the Commission approved the request of Charles Plummer to
place Terry Dale Lindsey on the Road Department payroll at $2.58 per hour to
work on the patching crew.
At this time the Commission upon the advisement of Charles Plummer that
L. R. Davis had sucessfully completed his probationary period as of June I,
1971, approved a salary increase to $600 effective June I, 1971.
IN THE MATTER OF
ASPHALT BID:
At this time the bid opening was conducted by the County Clerk, Rosemary
Patterson, for Asphaltic Concrete Paving for Butler Mkt. Road and various
bridge approaches. R. L. Coats of Deschutes Redi-Mix was the successful
bidder at $7.89 a ton for 4,500 tons.
