IN THE MATTER OF
SECRETARY FOR
BOARD OF COMMISSIONERS:
At this time the Commission ordered the Clerk to place the name of
Bettie Ann Long on the payroll as Secretary to the Board of Commissioners
effective December 16, 1970, at a salary of $380.00 per month.
IN THE MATTER OF
COMPLIANCE OF TERMS
OF LEASE:
At this time the Commission entered into a lease with Leagjeld Con-
struction Company on the building located at 168 Greenwood Avenue, Bend,
and ordered a $600.00 draft be drawn for first and last payments as called
for in the lease.
IN THE MATTER OF
THE ESTABLISHMENT OF
ABILENE COURT:
At this time the Board of Commissioners made a resolution of its inten-
tion to establish a county road in Deschutes County, Oregon, described as
follows:
A strip of land in the northwest one-quarter of the southwest
one-quarter of Section 16, Township 17 South, Range 13 East,
Willamette Meridian, Deschutes County, Oregon, said strip of
land being known as Abilene Court as dedicated to the public
by the plat of Cimarron City, a subdivision to Deschutes County,
Oregon, and more particularly described as follows: A strip of
land 60 feet wide lying 30 feet on each side of the following
described centerline: Beginning at engineer's centerline station
0+00 which point is on the centerline of Cimarron Drive and bears
North 890 50' 30" East 1316.47 feet and thence North 00° 02' 45"
East 2313.15 feet from the southwest corner of said Section 16;
thence following along the centerline of Abilene Court South 890
44' 40" West 987.30 feet to the radius point of a 50 foot radius
cul-de-sac and there terminating.
IN THE MATTER OF
SOLID WASTE ORDINANCE:
At 10:00 a.m. on December 21, 1970, a continued hearing on the Solid
Waste Ordinance #CG -4 was held in the County Court room.
After much discussion a motion was made that industrial and wood waste
be charged on the basis of $7 per yard. Discussion followed and it was
decided that the amount of $7 be deleted and a fee be charged for disposal
of industrial wastes and building demolition materials; this fee to be
determined on cost of providing service.
In further action the Board unanimously agreed to adopt the ordinance
with four additional amendments as follows: a subsection (3) to section
4.02 on page 6,
"(3) In addition to the exemptions in subsection (1) of this section,
sections 7.01 to 9.02 shall not apply to any person licensed for
the purpose of wrecking, dismantling, or substantially altering
the form of motor vechicles under ORS 481.345."
Section 3.25
INDUSTRIAL WASTES include, but are not limited to, wood wastes;
motor vehicle tires, bodies and cushions; septic tank sludge;
and waste oil.
Section 3.26
DEMOLITION MATERIALS include, but are not limited to, wood, lumber,
concrete, brick, asphalt, and wire.

Section 8.04
The solid waste advisory committee shall have the authority and
the responsibility to establish a reasonable fee schedule for
assessing special fees for the disposal of industrial wastes and
demolition wastes in commercial quanities. The committee shall
have the authority to establish maximum load size and frequency
before said fees become applicable.
A motion was made by Commissioner Smead to adopt the ordinance as
amended to be effective January 21, 1971. Motion seconded and carried.
(A copy of this ordinance will be included with future commission minutes.)
IN THE MATTER OF
ATTENDANCE:
The Commission noted that those present at the session were: John
Sullivan, Charles Plummer, Vern Robinson, Newel Baker, and Louis Selkin.
IN THE MATTER OF
MOVING A BUILDING:
At this time the Commission granted a permit to Carl Spencer to move
a building on or across Deschutes County right-of-way.
IN THE MATTER OF
INSTALLING A
DTDWT.TWP .
At this time the Commission granted a permit to the City of Bend to
install a 6" water pipe line on or across Deschutes County right-of-way.
At this time the Commission granted a permit to United Telephone Co.
of the N. W. to place buried communication cable on or across Deschutes
County right-of-way.
IN THE MATTER OF
REFUND OF TAXES:
The Commission at this time ordered F. C. Sholes, Tax Collector, to
make the following refund of taxes:
